THE SHIPPING BILL.  

Introduc tion,

On 2nd August, 1946, the "Sydney Morning Herald" reported that  

special Interdepartmental committee was investigating, and  

would report to the Federal Government, the possibility and  

practicability of establishing Commonwealth Shipping Line  

for the freight and passenger trade on the Australian coast  

and to the islands. It would doubtless be interesting to  

read the report or reports of this committee. Such  

committee^ (consisting of senior officers from eight departments)  

was set up in October, 1943 to advise on civil aviation policy.  

This Committee forshadowed the formation of the Australian  

 

National Airlines Commission, Challenged to lay the  

Committee’s report on the table in Parliament the Acting Prime  

Minister of the time (Mr. Porde), refused. He stated that  

the report was "a top cabinet secret",  

Mr, A.B* Corbett, Director-General of Clvlal Aviation at  

the time, addressed letter to number of public bodies  

after the Government in 1944 had made its air nationalisation  

 

alms clear. In the letter he said· "Speaking as one with  

over 44 years’ experience as civil servant, who for many  

years held executive positions in two great Commonwealth  

Departments, say that political interference and control of  

the detail work of airline operations and management must  

inevitably lead to disaster arising from delays in decisions,  

lack of funds provided promptly at the right time, lack of  

knowledge, and permitting political expediency to override  

efficient management. Nothing can prevent political inèerference  

and disorganisation in any industry owned by the Government  

in which untrained andlnexperienced ministers assume the role  

of managing directors, and override the advice of trained  

executives,"  

Mr. Corbett’s fears were, it is true, not fully  

realised in the case of TAA. The Commission was able to  

recruit competent staff and, organisationally, appears to
