There are my people who appear to think that the  

"credit squeeze" and other domestic policies could be considerably  

eased if some measure of import licensing were restored.  

This, in our opinion, is misapprehension, but, as it  

is farily widely entertained, propose to say something of an  

explanatory kind. The argument to be answered apoears to run  

something like this*—  

"The rnaih problem was to arrest the fairly rapid  

run-down of Australia’s overseas reserves, due to an  

adverse trade balance. Under these circumstances it  

was mistake to get ria of import licensing; for the  

result was to increase the volume of imports and so  

aggravate the trade balance problem. Restore import  

licensing, cut down the volume of imports, and all 11  

be wellj  

This argument ignores the true nature of the economic  

problem, and the true peroose of the government’s measures.  

The facts were, as they began to manifest themselves  

more strongly towards tho end of the "boom" year of I960, that

serviees; on public authority spending, private capital  

expenditure on buildings and equipment, and personal  

consumption spending.
