Fix this textSir ROBERT MENZIES (Kooyong—
Fix this textPrime Minister)—by leave—At the last
Fix this textFederal elections the Government placed
Fix this textbefore the people of Australia plans to
Fix this textassist the provision and equipment of
Fix this textscience teaching laboratories in secondary
Fix this textschools. It was made dear that the assist-
Fix this textance to be provided for such purposes would
Fix this textbe available to all schools with a complete
Fix this textabsence of any discrimination. Procedures
Fix this textto achieve this end have now been dis-
Fix this textcussed with all of the States—naturally this
Fix this texthas taken some little time—and there is
Fix this textagreement that they raise no special
Fix this textproblem for any State, although the
Fix this textTasmanian Minister for Education has
Fix this textindicated that he would prefer the dis-
Fix this texttribution to the States to be on the basis
Fix this textof secondary school enrolments rather than
Fix this textState populations as we intend. Where
Fix this textnecessary, all States will co-operate with
Fix this textthe Commonwealth in the carrying out of
Fix this textthe scheme.
Fix this textThe amount for the purpose is £5,000,000
Fix this textannually and it is intended to divide the
Fix this textamount each year between Government
Fix this textschools and non-Government schools. The
Fix this textdivision will be made by obtaining the num-
Fix this textbers of secondary school pupils enrolled
Fix this text2929/64.
Fix this textin Government schools and the numbers
Fix this textof secondary school pupils enrolled in non-
Fix this textGovernment schools and dividing the total
Fix this textamount of money available in proportion
Fix this textto those numbers as certified by the Com-
Fix this textmonwealth Statistician. This will be done
Fix this texton an Australia-wide basis and would at
Fix this textpresent result in a sum of the order of
Fix this text£3,750,000 being available for Government
Fix this textsecondary schools throughout Australia and
Fix this texta sum of the order of £1,250,000 being
Fix this textavailable for non-Government schools
Fix this textthroughout Australia. The sum available
Fix this textfor Government schools will then be allotted
Fix this textto the various State Governments in pro-
Fix this textportion to the population of the States as
Fix this textcertified by the Commonwealth Statistician.
Fix this textAllotment will be made by way of a
Fix this textgrant under Section 96 of the Constitution
Fix this textand the recipient State will be entirely
Fix this textresponsible for spending the sum allotted
Fix this textit in ways which, in its opinion, best suit
Fix this textthe requirements of education in that State.
Fix this textThe grant will, however, be made subject
Fix this textto the conditions that it can only be spent
Fix this texton the provision of science teaching labora-
Fix this texttories in secondary schools or the provision
Fix this textof capital equipment for such laboratories,
Fix this textand it will be subject to the further con-
Fix this textdition that the items on which it is spent,
Fix this textand the source of the funds so spent, are
