SECRETARY OF STATE FOR COMONWËALTH RELATIONS.  

feel it necessary to put few matters on record,  

regarding the current proceedings in the United Nations,  

and in particular the three-power resolution regarding South Africa.  

In November 1959» the United Kingdom voted against this resolution.  

Australia, rightly or wrongly, abstained. This year we were  

proposing once more to abstain when, without any notice from the  

United Kingdom and without any United Kingdom consultation with  

us, our own representative at United Nations informed us that he  

had learned that change of vote by the United Kingdom from  

opposition to support was being recommended and supported.  

Having regird to the events that have happened, this involved me  

in most grievous difficulties. at once cabled Mr. Macmillan,  

but, for all substantial purposes, this proved too late.  

In the result, we at this end have had to make most painful  

and embarrassing decisions.  

Enquiries indicated that if we abstained, we would find  

ourselves alone. There would be serious and world-wide  

misrepresentations, and Australia would incur solitary hostility  

among African and Asian nations. The choice was therefore one  

between ray own personal position, which will he one of humiliation,  

and the general repute of my country. Under these circumstances,  

we have decided that, with reservations orally indicated by our  

representative, we shall vote with the United Kingdom,  

But should make it clear that resent the way in which  

these circumstances arose. If, in the result, ray position as  

Prime Minister is imperilled, as it my well be, you my conceivably

regret* the treatment accorded to us. After all, in ray fashion,  

have been good friend.
