Dear Sir,  

Further to the letter wrote to you on behalf of my firm  

dated August 26th. 1958. We have this day received letter from  

the Pariiamentry Secretary to the Minister for Trade, copy of which  

is here attached.  

It seems, that the main point of my arguement has been missed  

entirely by the Department, when they argue, that the quota of raw  

materials is for the benefit of the Manufacturers. maintain, that  

today more than ever before there is an excess of quota in our Trade.  

By this mean, that too much is in the hands of too few, to the  

detriment of the majority. How this came about am not at liberty  

to say, but do know of an instance where man, who arrived in this  

country after the base year, is importing on much larger scale than  

my quota would permit. Furthermore the instance wrote previously  

of firm with over Â£100000 of licence, feel sure is not based on the  

1950-51 imports of that House. If as the Department states, the  

Manufacturers require me to bring in raw skins for them, this would  

indicate shortage of supplies. However this is not the case â€” the  

market here is flooded. can assure you Sir, that cannot sell  

my goods today at profit in competition with the big quota holders,  

who are buying for the Manufacturers and Retailers at commission.  

Only yesterday had perfect example given to me by Manufacturing  

Furrier. certain line of skins, which cost me 14/- ea. processed  

locally in store, is being offered by one of the big quota holders to  

the Trade for 13/θ ea.. The firms name was mentioned to me and  

only confirmed the facts that well knew. Firstly that he was one  

of the big quota holders and the main offender if it is an offence  

to have so much quota, as to be in position to buy for these people  

for and secondly, that in view of his selling price, he as big  

quota holder must be getting special and very much lower prices from  

the local Dressers and Dyers.  

Frankly cannot see where ray transference from one category  

to another could have any effect on the balance of payments position.  

£ must remain Â£, whether it is "A" or "B" category. Perhaps,  

if you would see the Minister personally and even suggest, that we
