Dear Sir,  

It appears likely that proposals for the inclusion of the  

amendment of Section 51, Placitum xxvi of the Constitution will  

shortly be placed before Parliament, This Section states that  

laws may be made with respect to "the people of any race other  

than the aboriginal race, in any State, for whom it is necessary  

to make special laws".  

In order that the Federal government may take positive steps to  

improve the lot of Aborigines and to negate discriminatory laws  

now in force in most States, it is essential that the phrase  

"other than the aboriginal race" be deleted.  

We believe that the addition of this amendment to the referendum  

will evoke warm public sympathy, since there is obviously much  

support for the improvement of Aboriginal conditions throughout  

Australia.  

We therefore urge you to support the inclusion of this additional  

amendment in the forthcoming referendum and thus enable this  

Council and other organisations working for Aboriginal advance-  

ment, including many Church bodies and Trades Unions, to  

actively campaign for the referendum proposals.
