BROWN COMEDY IN CONTEXT  

July is traditionally celebrated in the United States as Independence  

Day. In the Western world, it is also traditionally celebrated by the  

Communist Party and by the extreme Left as "Hate America" Day. Senator Brown's  

recent rather comic exploits can only be understood in that context. They  

themselves are not significant; their context is.  

The "Hate America" campaign has seen 30 years. It has been orchestrated  

by the K.G.B's Department of Disinformation. Its purpose is to make it  

politically impossible for America's allies to 'host' American forces or bases  

abroad. The intended beneficiary of their program is the Soviet Union* Its  

central aim despite the recent bubbling 'friendship' between Nixon and  

Brezhnev is still what it has always been, to weaken America's position and  

power throughout the world.  

The removal of American installations in Australia which falls within  

the ambit of that objective is what Senator Brown's campaign is all about.  

His McCarthyite attacks on the American Ambassador were dismissed  

lightly by Mr. Hawke as an "aberration". Although Mr. Whitlam used much  

stronger language in criticising Senator Brown, more significantly, he took no  

practical step to discipline him by seeking to remove him as Chairman of the  

Federal Parliamentary labor Party, which gives him some position of authority.  

Dr. Cairns, as Deputy Prime Minister, pursued an interesting line.  

His view was that Senator Brown was at least partly right. Dr. Cairns said  

that the American Ambassador had attempted to "pressure" the Australian Govern-  

ment, but that in recent months he had changed for the better.  

Since Dr. Cairns has majority of 12 over tir, Whitlam in the Labor  

Caucus, Senator Brown's position as Parliamentary Chairman is quite secure.  

These somewhat comic events are merely the surface appearance of  

much deeper problem.  

As this comment has persistently indicated, when Mr. Whitlam's Government  

came to power on 2nd December 1972, the extreme left had already been in control  

of the A.l.P's Federal Conference and Executive for long time. Whatever Mr.  

Whitlam's private convictions if one could discover them the extreme Left  

was quite determined that, in return for its support, the Whitlam Government  

should 'deliver' five positions it regarded as essential in the field of defence  

and foreign policy,  

1, Australia's defence structure should be liquidated as an effective and  

co-ordinated force.  

That has been done,  

2, Australia should unilaterally pull its battalion out of Singapore, This  

would lead the British to do the same. It would ultimately cripple one of  

Australia's two alliances the Commonwealth Five Power Defence Agreement,  

For all practical purposes that, too, has been achieved.
