Scope and Contents

The collection includes papers relating to Taperell's candidacy for the NSW State Government seat of Nepean, 1973; articles, reports and speeches on women's affairs, 1974-86; and papers created and accumulated by Taperell in her positions as Director of the Office of the Status of Women (formerly the Office of Women's Affairs), 1978-84, Assistant Secretary of the Department of Foreign Affairs, 1984-5, and in affiliated activities.

Biographical Note

Kathleen Joan Taperell was born in Sydney in 1939. In 1973 she worked as an electorate secretary for John Kerrin, and stood as the ALP candidate for the NSW seat of Nepean.

Taperell joined the Australian Public Service in 1974 as a Senior Research Officer, Royal Commission on Australian Government Administration. In 1976 she went to the Office of the Public Service Board as Assistant Director, Equal Employment Opportunity, and in 1977 was appointed Senior Adviser, Office of Women's Affairs in the Department of the Prime Minister and Cabinet.

From 1978 to 1983 Taperell was Director of the Office of Women's Affairs (renamed Office of the Status of Women in 1982). As Director of the Office, she was convenor of the Women's Film Fund Advisory Panel from 1978 to 1983. In 1984 she was seconded to the Department of Foreign Affairs where she worked, among other things, on human right's questions. In 1986 she joined the Department of the Special Minister of State and participated in a review of counter-terrorist capabilities in Australia, before returning to the Prime Minister's Department in May as Assistant Secretary, Bicentennial and Community Relations Division, 1986-90.

Since 1990, Taperell has worked as Senior Adviser to the Minister for Aboriginal and Torres Strait Islander Affairs and as Assistant Secretary in the Office of Aboriginal and Torres Strait Islander Affairs.

Ms Taperell served as Australia's representative on the Preparatory Committee for the World Conference of the United Nations Decade for Women (1978-80), the United Nations Commission on the Status of Women (1982-84) and the OECD Working party on the Role of Women in the Economy (1983-84), and was a member of Australia's delegations to the World Conference of the United Nations Decade for Women and the OECD High Level Conference of the United Nations Decade for Women and the OECD HIGH Level Conference on Women's Employment (1980). In 1982-82 she was a consultant to the United Nations Economic and Social Commission for Asia and the Pacific.

Ms Taperell is the author of a book on women's employment and of numerous papers and speeches on the status of women and human rights.
