GOVERNMENT SECURITIES AS INVEST-  

MENTS FOR THE PEOPLE.  

¥ instigation of member of the Legislative Assembly  

ot Victoria, it was recently resolved that some steps  

should be taken to provide for the custody of Victorian  

Government Debentures. The consideration of this subject  

throws open so many methods by which security can be  

obtained, and the colony also be benefited, that few remarks  

upon the matter, in connexion with the general transfer of  

public securities, may not be altogether out of place.  

It has been said by our wisest statesmen that the best  

security the Constitution of England had was, that so many  

thousand of her subjects were interested in the preservation oi  

her finances undisturbed; and returns show that very large  

proportion of that class termed “the poorer classes” of Great  

Bntain are proprietors of the National Debt, whose interests  

would be opposed to revolution which would seek to sponge  

out the heavy array of figures England has to her debit, and  

commence again de novo. In 1840, out oi 280,377 proprietors  

of Government stock, 86,268 received dividends under <£s per  

annum, that is to say, held stock of less principal value than  

<£2oo. In 1850 that number had increased to 89,393, while the  

total .'.umber of holders stood at 269,736. In 1860 the return  

also exhibited an increase oi small proprietors, and decrease oi  

large ones, which decrease may easily be accounted for when  

the vast number of new banks and companies introduced under  

the Limited Liability Act are considered. Now, tne rule with  

the managers oi this funded debt, that is to say, tne Governor
