Fix this text[3.17].—This debate is launched to-day
Fix this textwith the object of eliminating at the earliest
Fix this textpossible moment inequality in the payment
Fix this textfor work of equal value irrespective of
Fix this textwhether such work is performed by male or
Fix this textfemale workers. The Government stands
Fix this textcondemned for its failure to take the neces-
Fix this textsary action to honour its obligations to the
Fix this textInternational Labour Organization. De-
Fix this textcisions, to which the Government was a
Fix this textparty, were taken by the organization in
Fix this text1951.
Fix this textIt is true that the Government put Aus-
Fix this texttralia’s attitude in a near negative form when
Fix this textit abstained from voting on Convention No.
Fix this text100, but it did vote for Recommendation
Fix this textNo. 90. It becomes important to be
Fix this textspecific about what the conventio(n and
Fix this textrecommendation provide. We should keep
Fix this textin mind that when these matters were before
Fix this textthe I.L.O., we were represented not on a
Fix this textgovernment level but on a national level.
Fix this textThe first part of Article 2 of Convention
Fix this textNo. 100, on which the Government failed
Fix this textto vote, provides—
Fix this textEach Member shall, by means appropriate to
Fix this textthe methods in operation for determining rates of
Fix this textremuneration, promote and, in so far as is con-
Fix this textsistent with such methods, ensure the application
Fix this textto all workers of the principle of equal remunera-
Fix this texttion for men and women workers for work of
Fix this textequal value.
Fix this textThe Government, representing Australia,
Fix this textfailed to vote either for or against that reso-
Fix this textlution. The first paragraph of Recom-
Fix this textmendation No. 90 is in these terms—
Fix this textAppropriate action should be taken, after con-
Fix this textsultation with the workers’ organizations concerned
Fix this textor, where such organizations do not exist, with
Fix this textthe workers concerned—
Fix this texta. to ensure the application of the principle
Fix this textof equal remuneration for men and
Fix this textwomen workers for work of equal value
Fix this textto all employees of central Government
Fix this textdepartments or agencies; and
Fix this textb. to encourage the application of the prin-
Fix this textciple to employees of State, provincial or
Fix this textlocal government departments or agencies,
Fix this textwhere these have jurisdiction over rates
Fix this textof remuneration.
Fix this textIt is hard to imagine that a government rep-
Fix this textresenting a country like Australia would
Fix this textvote for this resolution but in eleven years
Fix this textdo nothing to implement it in respect of its
Fix this textown employees. This morning I received
Fix this textfrom the Minister for Labour and National
Fix this textService (Mr. McMahon) a statement in rela-
Fix this texttion to conventions and recommendations
