Fix this textCHILDREN'S WELCOME TO THE QUEEN MOTHER
Fix this textScene at the Sydney Cricket Ground. As the picture shews, the children were so
Fix this textarranged that the Land Rover in which the Queen Mother travelled was able to
Fix this textpass round the ground several times in widening circles.

Fix this textMore than 100,000 children attended the children’s welcome to the
Fix this textQueen Mother on February 25. About 75,000 were brought to the city by
Fix this textspecial trains, the Railways Department having all its roiling stock in use
Fix this textthat day. Also 258 trams and 372 buses were used, the buses each making
Fix this texttwo trips to the particular ground. At the Cricket and Show Grounds
Fix this textbands entertained the children, who waited in the pavilions until the time
Fix this textcame for them to line the barriers to see the Queen.
Fix this textUnfortunately, carefully planned organisation on the part of the
Fix this textEducation, Railways, Government Transport and Police Departments was
Fix this textmarred by a rail mishap which prevented some of the children arriving
Fix this textat their destination in time.
Fix this textMANY SUITABLE
Fix this textAPPLICANTS FOR TRAINING
Fix this textMISS OUT WHILE SCHOOLS
Fix this textARE UNDERSTAFFED
Fix this textMany telegrams, letters and telephone calls from
Fix this textparents and teachers towards the end of last month seeking
Fix this textinformation aboutapplications submitted but not deter-
Fix this textmined drew Federation attention to serious delays in the
Fix this textawarding of teachers' college scholarships which were
Fix this textcausing difficulty and in some cases extreme disappoint-
Fix this textment to applicants.
Fix this textTypical among the cases reported
Fix this textwas that of a girl with two A’s and
Fix this textthree B’s in the Leaving Certificate;
Fix this textshe had been interviewed and had
Fix this textpassed the medical test on December
Fix this text6. She was informed last month that
Fix this textshe would be considered in Septem-
Fix this textber if she so desired.
Fix this textAnother applicant (four B’s) had
Fix this texttravelled long distances to high school
Fix this texteach day, leaving home at 6 a.m. and
Fix this textreturning at 6.30 p.m.
Fix this textA third girl had travelled 37 miles
Fix this texta day to high school to qualify.
Fix this textThere were two cases from Kemp-
Fix this textsey, six from Parkes, three from
Fix this textDubbo, four from Cessnock, four
Fix this textfrom Griffith. Complaints also came
Fix this textfrom Newcastle, Walcha and Macks-
Fix this textville, and from parents of city stud-
Fix this textents.
Fix this textIt is reasonable to assume that
Fix this textthere were many other cases which
Fix this texthad not been reported to the
Fix this textFederation.
Fix this textALARMING SHORTAGE OF TEACHERS, YET MANY
Fix this textSUITABLE APPLICANTS NOT YET ADVISED
Fix this textThe President brought the matter to pub-
Fix this textlic notice in a press statement on February
Fix this text27.
Fix this textMr. Taylor said that although the Leaving
Fix this textCertificate results had been announced on
Fix this textJanuary 10 a large number of suitable and
Fix this textqualified applicants, many of them matricu-
Fix this textlants, had not yet been advised whether or
Fix this textnot they would be accepted for training.
Fix this textIn the meantime, most of the colleges had
Fix this textopened and the others would open within a
Fix this textfew days.
Fix this text“Imagine the concern of the students and
Fix this textof their parents, many of whom have made
Fix this textmajor sacrifices in order to finance the ad-
Fix this textditional years of study,” Mr. Taylor said. “To
Fix this textdate efforts made by parents and students to
Fix this textget any clarification of the position have
Fix this textproved fruitless.”
Fix this textMr. Taylor said there was an alarming
Fix this textshortage of teachers; every available retired
Fix this textteacher had been re-employed; at some
Fix this textschools five-year-old children had been ex-
Fix this textcluded, and there were many classes of 50 or
Fix this textmore pupils.
Fix this textMinister's Reply
Fix this textThe Minister replied in the Press that as
Fix this textpart of the Department’s plans for obtaining
Fix this textan adequate number of teachers for future
Fix this textyears a record number of scholarships had
Fix this textbeen offered for 1958. The target number of
Fix this text1,880 new scholarships had been reached,
Fix this textand indeed was likely to be slightly exceeded.
Fix this textAs a result there would be a record number
Fix this textof over 4,300 students in training this year.
Fix this textMr. Heffron continued: “Scholarships have
Fix this textbeen awarded as quickly as possible after the
Fix this textLeaving Certificate results were available.
Fix this textBut applicants and their parents must realise
Fix this textwhat an immense and complex task this is.
Fix this textPlaces in six different colleges, three of them
Fix this textresidential, and in a great variety of courses
Fix this text—including university and specialist courses
Fix this text—have to be awarded and acceptances re-
Fix this textceived before a clear picture of the vacancies
Fix this textavailable because of non-acceptance can be
Fix this textobtained and the next batch of awards
Fix this textoffered.”
Fix this textAlbion Street Annexe
Fix this textMr. Heffron also announced that it was
Fix this textproposed to use the old Sydney Technical
Fix this textHigh School building at Albion Street as an
Fix this textannexe to the Sydney Teachers’ College, and
Fix this textthis would be ready in September.
Fix this textTo this the President replied that the fact
Fix this textthat the annexe would not enrol students un-
Fix this texttil later in the year meant that students
Fix this textwould probably be lost to other callings,
Fix this textsince most students had already waited at
Fix this textleast two months for admission to college.
Fix this text“What has become of the Minister’s pro-
Fix this textmise of March last year that the Govern-
Fix this textment would shortly build another two teach-
Fix this texters’ colleges, one at Wollongong and the
Fix this textother on the North Shore, probably at Chats-
Fix this textwood?” Mr. Taylor asked.
Fix this textSuch new colleges were the only solution
Fix this textto the problem, he added.
Fix this textPlight’ of Secondary Schools
Fix this textConcerning secondary staffing require-
Fix this textments Mr. Taylor said that although enroi-
Fix this textments had increased by 10,000 this year, re-
Fix this textquiring approximately 500 additional teach-
Fix this texters, only 120 graduates, in addition to some
Fix this text50 diplomates in specialised subjects, entered
Fix this textthe Service. When staff wastage was taken
Fix this textinto consideration the increase was negligible.
Fix this textIt was apparent that the authorities intend-
Fix this texted to rely on the practice of transferring pri-
Fix this textmary teachers for the staffing of high schools.
Fix this textThis would lead to a worsening of primary
Fix this textstaffing and basic education standards.
Fix this text“The situation calls for prompt action by
Fix this textthe Minister. An announcement should be
Fix this textmade immediately that all suitable and
Fix this textqualified applicants will be given scholar-
Fix this textships,” Mr. Taylor said.
Fix this textCouncil Deplores "Delay
Fix this textand Uncertainty"
Fix this textThe matter was considered by the Council
Fix this textof March 1 when it was unanimously re-
Fix this textsolved:
Fix this text“This Federation deplores the fact that
Fix this textstudents who have satisfied all requirements
Fix this textfor enrolment as teacher trainees should be
Fix this textsubject to delay and uncertainty, and even
Fix this texthave their claims rejected, at a time when
Fix this textthere is an unprecedented shortage of teach-
Fix this texters at every level.
Fix this text“That qualified students, after waiting
Fix this texttwo months, should be told that their claims
Fix this textwill be considered in September is unreason-
Fix this textable and unjust. Such treatment will dis-
Fix this textcourage potential teachers of the future from
Fix this textundertaking the necessary preparation for
Fix this texttraining; and further it places school prin-
Fix this textcipals who, at the request of the Department,
Fix this textadvised pupils to become teachers, in an in-
Fix this textvidious position and could detract from
Fix this texttheir status in the community.
Fix this text“The Federation therefore demands that
Fix this textall suitable and qualified students be en-
Fix this textrolled immediately, and that additional ac-
Fix this textcommodation be provided without delay.
Fix this text“The Federation regards the Minister’s
Fix this textexplanation as wholly unsatisfactory; it does
Fix this textnot explain away the inordinate delay and
Fix this textbungling that has taken place in connection
Fix this textwith the enrolment of teacher trainees, and
Fix this textwill provide meagre consolation for the wait-
Fix this texting students and their parents who have
Fix this textbeen involved in considerable expenditure in
Fix this textfinancing the students’ preparation for
Fix this textteacher training. Nor will the explanation
Fix this textmake any contribution towards meeting the
Fix this texturgent staffing needs of the schools through-
Fix this textout the State.”
Fix this textNew Buildings Needed
Fix this textIt was also resolved:
Fix this text• That the Federation ask the Minister
Fix this textto have buildings taken over to meet the
Fix this textneeds of training the students not yet ab-
Fix this textsorbed in the existing teachers’ colleges; and
Fix this textQ That an immediate start be made on
Fix this textthe prbposed teachers’ colleges at Chatswood
Fix this textand Wollongong.
Fix this textIt was also decided to approach all
Fix this textM.L.A’s on the matter.
