Fix this textNo more cuts to education,
Fix this textsays media campaign
Fix this textby Dennis Long
Fix this textFederation has placed a series of
Fix this textpaid advertisements on radio sta-
Fix this texttions and in newspapers around
Fix this textthe state in the lead up to the State
Fix this textBudget. The media campaign sup-
Fix this textports Federation’s submission to
Fix this textthe State Budget, which empha-
Fix this textsises the legal, moral and social
Fix this textresponsibilities of the Carr
Fix this textGovernment to provide adequate
Fix this textfunding for education.
Fix this textRadio ads were broadcast in
Fix this textSydney on radio stations 2Day
Fix this textFM, 2WS FM and 2GB. The ads
Fix this textalso ran in Newcastle,
Fix this textWollongong, Gosford, Tamworth,
Fix this textLismore, Wagga Wagga, Orange,
Fix this textBathurst and Coffs Harbour. The
Fix this textradio advertising was supported
Fix this textby an ad in the May 3 edition of
Fix this textthe Sydney Morning Herald.
Fix this textThe Budget is scheduled to be
Fix this textreleased tomorrow.
Fix this textIn a brief to all members of the
Fix this textNSW Parliament, Federation
Fix this texthighlighted the ongoing chaos in
Fix this textthe Department of School
Fix this textEducation and called for educa-
Fix this texttion to be quarantined from the
Fix this texttwo per cent cut to all govern-
Fix this textment departments foreshadowed
Fix this textfor the Budget. This position is
Fix this textstrongly supported by the media
Fix this textcampaign.
Fix this textThe campaign also seeks to pro-
Fix this textmote the teaching profession and
Fix this textcounter the recent barrage of anti-
Fix this textteacher publicity. The ads illus-
Fix this texttrate the vital role teachers play in
Fix this textprotecting children.
Fix this textThe advertising is also part of
Fix this textFederation’s larger campaign to
Fix this textroll back economic rationalism.
Fix this textThe Carr Government has been
Fix this textcalled on to reject the policies of
Fix this textthe Howard Government and put
Fix this textthe needs of students ahead of bal-
Fix this textancing the Budget. It remains to
Fix this textbe seen if the Premier has the will
Fix this textto do so.

Fix this textStaffing negotiations to continue
Fix this textby Sue Simpson
Fix this textThe new staffing system was not
Fix this textin place for the beginning of term
Fix this text2 as anticipated by Federation. In
Fix this textDecember agreement was reached
Fix this textwith the Department of School
Fix this textEducation (DSE) outlining the
Fix this textprinciples of a new staffing sys-
Fix this texttem. Turning these principles into
Fix this textdetailed procedures ~is taking
Fix this textlonger than expected.
Fix this textNegotiations are continuing
Fix this textwith the DSE to ensure there is
Fix this textagreement on the details of the
Fix this textnew staffing procedures, as well
Fix this textas the supporting documentation
Fix this textand new application forms, as
Fix this textquickly as possible. Federation
Fix this texthad hoped that this could be done
Fix this textin a few weeks so that a tempo-
Fix this textrary hold could be put on the
Fix this textoperation but more intensive dis-
Fix this textcussions with the DSE have
Fix this textrevealed that this is not possible.
Fix this textSue Simpson
Fix this textis Federation’s
Fix this textDeputy President.
Fix this textPay and staffing problems continue
Fix this textTeachers are still experiencing pay and staffing
Fix this textproblems as this member’s experience shows.
Fix this textFederation Organiser, Angelo
Fix this textGavrielatos, was contacted late
Fix this textlast month by a teacher who had
Fix this textnot been paid for all of term 1. The
Fix this textteacher’s casual pay claim forms
Fix this texthad been returned to her by the
Fix this textDepartment of School Education
Fix this text(DSE) on the basis that her casual
Fix this textapproval number was not valid.
Fix this textSeven phone calls to the DSE
Fix this textover a one-month period had not
Fix this textbrought her any closer to solving
Fix this textthe problem so she eventually
Fix this textdecided to contact Federation.
Fix this textIt took Angelo several phone
Fix this textcalls to four different sections of
Fix this textthe DSE before he was able to
Fix this textresolve the member’s pay and
Fix this textstaffing problems.
Fix this textFirst he contacted the DSE’s
Fix this textNewcastle office to resolve the
Fix this textproblem with her approval num-
Fix this textber. The teacher had been on
Fix this textleave without pay (LWOP) for the
Fix this textprevious three years during which
Fix this texttime she worked on a casual basis.
Fix this textAt the beginning of this year she
Fix this textwas due to return to teaching full-
Fix this texttime, however the DSE was
Fix this textunable to place her. So, at the
Fix this textDSE’s convenience, she agreed to
Fix this textcontinue on LWOP. The problem
Fix this textwith her pay arose because her
Fix this textcasual approval number was only
Fix this textvalid for the three years she had
Fix this textoriginally applied for LWOP and
Fix this textwhile the DSE approved, in fact
Fix this textdesired, the extension of her
Fix this textLWOP, nobody thought to extend
Fix this texther casual approval number.
Fix this textThat done, he contacted the
Fix this textBlacktown office, which deals
Fix this textwith casual teachers’ salaries, to
Fix this textspeed up the processing of her
Fix this textpay. Then he called the staffing
Fix this textunit, also at Blacktown, to find
Fix this textout the status of her application
Fix this textfor permanent part-time work
Fix this text(PPTW) commencing at the
Fix this textbeginning of term 2. That was
Fix this textconfirmed although the teacher
Fix this texthad not been notified.
Fix this textThe payroll unit in Wollongong
Fix this textwas then contacted to confirm her
Fix this textPPTW status and finally it was
Fix this textback to Blacktown staffing for
Fix this textanother application for casual
Fix this textwork. The approval for casual
Fix this textteaching while employed by the
Fix this textDSE on a permanent part-time
Fix this textbasis is different to the one for
Fix this textteachers not employed perma-
Fix this textnently by the DSE.
Fix this text“This is bureaucracy gone
Fix this textmad,” Angelo said.
Fix this text“Under the old structure I
Fix this textwould have been able to phone
Fix this textone person to do all of this. Now
Fix this textit takes four different sections of
Fix this textthe DSE,” he said.

Fix this textFederation’s President, Denis
Fix this textFitzgerald and the Secretary of
Fix this textthe Independent Education Union,
Fix this textDick Shearman, described the
Fix this textPauline Hanson movement as
Fix this text“bordering on the fascist”.
Fix this textA joint statement released by
Fix this textthe two unions said Ms Hanson’s
Fix this textrecently-released book “seeks to
Fix this textdepict Aboriginal people as
Fix this textkillers and cannibals ... as people
Fix this textundeserving of sympathy, support
Fix this textor compassion.”
Fix this textTheir statement said that such
Fix this textdepictions of humanity “bear all
Fix this textof the hallmarks of 1930 s fascism
Fix this textwhere target groups were subject
Fix this textto pseudo-intellectual description
Fix this textand debasement as part of a polit-
Fix this textical thrust to deny the equality and
Fix this texthumanity of such groups.
Fix this text“As history teaches us, fascism
Fix this textsought to take away the humanity
Fix this textof their scapegoats, before it took
Fix this textaway their rights and their very
Fix this textbeing.”
Fix this textMr Fitzgerald and Mr
Fix this textShearman did not call for the ban-
Fix this textning of the texts in NSW schools,
Fix this textand instead suggested the book be
Fix this textused as a modern-day example of
Fix this textfascist propaganda techniques.
Fix this textThey said Ms Hanson’s move-
Fix this textment serves as a contemporary
Fix this textreminder of the dangers of author-
Fix this textitarian values.
Fix this text“Ms Hanson must not simply
Fix this textbe deplored. Her movement,
Fix this textalong with its values and
Fix this textwretchedness, have to be taken
Fix this texton. It is noteworthy that the young
Fix this textof the nation have formed no part
Fix this textof their movement thus far. It is
Fix this textthe job of teachers and trade
Fix this textunionists, along with others build-
Fix this texting a tolerant, inclusive Australia,
Fix this textto keep it that way.
Fix this text“The Prime Minister and all
Fix this textresponsible political leaders have
Fix this texta duty to actively combat the val-
Fix this textues and falsifications of the
Fix this textHanson movement as well”.

Fix this textcircumstances. To ensure they are able to
Fix this textprovide your children with the quality
Fix this textand care in education that is essential
Fix this textto their successful growth and
Fix this textdevelopment, it is vital there be no
Fix this textreductions to the education budget.
Fix this textBecause of the Howard Government's
Fix this textcuts to federal funding, the State
Fix this textGovernment is under pressure to reduce
Fix this textfluids to our schools. Teachers in public
Fix this textschools across New South Wales ask you
Fix this textto join them in protecting our children's

Fix this textWe call on the Carr Government to
Fix this texthave the vision to make NO CUTS to
Fix this textthis vital area in the upcoming Budget.
