JOURNAL OF THE NEW SOUTH WALES TEACHERS FEDERATION

Agreement No. PP255003 00104

Salaries video to screen

by Maureen Davis

Members are asked to take 20

minutes to watch Federation’s

video explaining the salaries and

status campaign, which will be

available for viewing in work-

places soon.

The video provides viewers

with better understanding of the

salaries and status campaign and

why the 7.5 per cent per annum

salaries claim is at present,

political claim.

President Sue Simpson makes

it clear the salaries and status of

teachers is Federation’s number

one demand on the Government

and the Opposition and that new

settlements need to be in place

before the current agreements

expire.

Federation has statements

from both sides of politics sup-

porting Federation’s view that

teachers need to be paid more.

Federation’s claim quantifies for

politicians and the community the

amount of money required to

fund the claim and outlines that

salary justice must not be at the

expense of student learning out-

comes.

The first part of Federation’s

claim is minimum 7.5 per cent

per annum salaries increase for

all teachers from July 1, 1999 for

the duration of the next settle-

ment. This minimum increase is

required to cover the needs of

inflation, workload and status.

Secondly, it aims to redress the

inequities in the current agree-

ment:

• Catch up increase to classroom

teachers at the top of the scale

• Reclassification of executive

teacher to assistant principal in

primary schools

• paid allowance to all year

advisers year 7—12 in all sec-

ondary and central schools no

matter what the total school

enrolment

• Job security for part- time and

casual teachers Federation

wants to make work more

secure for all teachers and

ensure that permanent full time

positions are not casualised

• Catch up for all allowances.

The video emphasises the point

that the salary packaging pro-

posal for schoolteachers is not

connected to this claim. The deci-

sion to participate should only be

made after gaining individual

financial advice.

Written responses to the claim

have been requested from the

Labor Government, the Oppo-

sition and independents in time

for report to Federation

Council.

If no satisfactory Government

response to the salaries and status

claim is received by November

Council, Federation will consider

an industrial response.

Council and Executive will

continue with the responsibility

for the carriage of the campaign

up to and beyond the March 1999

state election. Federation mem-

bers need to continue to argue

Federation’s case with local

members, read material sent to

workplaces, question political

will and show politicians teachers

are behind the claim.

For the claim to be successful

the membership must act.

Teachers must talk up the sta-

tus and salary campaign. We can

not rely on others; we must do it

for ourselves.

Maureen Davis

is the relieving

Editor.

It’s not yet hot enough to fry an egg on the roof of this demountable at Crawford Public School, but during the hot days of summer it will be. Crawford Public School staff have had discussions

with the union on how they will deal with the hot conditions this summer.

Appropriate air conditioning required

by Barry Sexton

September Council has resolved to

pursue appropriate heating and

cooling in schools.

This follows continuing con-

cerns raised by members who want

comfortable temperatures in their

classrooms so that students can

leam and they can teach.

It is not only the Federation

expressing concern. The Federation

of Parents and Citizens

Associations of NSW, at its annual

conference in July, called on the

Department to ensure that all

demountable buildings are insu-

lated and have reverse cycle air

conditioning.

Council determined that

Federation will call on both the

ALP Government and the Coalition

Opposition to make pre-election

commitment to provide reverse

cycle air conditioning in all class-

rooms (and other workplaces)

experiencing extremes of tempera-

ture, especially demountables.

It is the view of Federation that

such provision is the responsibil-

ity of central government funding

and not the school’s global budget.

Federation will mount cam-

paign to highlight the horrendous

teacher working conditions and stu-

dent learning conditions that occur

in many locations throughout

NSW.

If extremes of hot or cold exist in

your school or workplace, mem-

bers, in consultation with their

Organiser, are authorised to take

appropriate industrial/political

action in response to unacceptable

physical conditions.

This is not new problem,

Annual Conference resolved in

1979 policy relating to “Physical

Working Conditions”, and it

remains current and reads:

continued page
