Salaries and status  

claim ignored

Education Minister John Aquilina  

failed to provide an interim writ-  

ten response to the salaries and  

status claim by October Council,  

as he had agreed to do at meet-  

ing with Federation’s Senior  

Officers.  

Increasing teacher salaries  

beyond what was agreed in  

September 1996 is clearly not  

priority for this Government. Yet  

the Government is right now  

working on next year’s Budget  

and pursuing whole range of  

new policy announcements and  

re-announcements.  

The Government is keenly  

repackaging the 1996 salary  

agreements. In recent speeches  

Premier Bob Carr and John  

Aquilina have exploited the three  

per cent payable to all school  

teachers on January 1, taking the  

top classroom teacher salary to  

$50,000, to convince the public of  

their goodwill just as they did  

when school teachers received the  

last three per cent pay increase in  

July.  

They are promoting salary  

packaging and the non-salary  

components of status the pub-  

licity campaigns, the teacher reg-  

istration authority, getting rid of  

incompetent teachers.  

The Government is hoping to  

sit Federation out until after the  

state election. The sentiments are  

there but no action to designate  

that teachers are special case.  

Perhaps they’re hoping that the  

Opposition will only sound  

worse.  

The response from the  

Opposition leader was certainly  

inadequate. In providing an initial  

response Peter Collins stated: “As  

we have indicated on number of  

occasions, it is the aim of the  

NSW Coalition to enhance the  

status of teachers and the teaching  

profession.  

“We fully appreciate that the  

status of teachers is related to  

issues such as career opportuni-  

ties, promotion and transfer  

issues, professional development,  

school practices and involvement  

in curriculum development.  

“Salaries are of course key  

component of any process to  

increase the status of teaching, in  

order to both maintain and attract  

high quality teachers.  

“Under Coalition  

Government, part of our approach  

to increasing the status of teach-  

ing will be to ensure teachers’  

salaries keep pace with inflation  

as minimum.  

“You will appreciate that as an  

Opposition we do not have access  

to the resources or information  

which would allow more  

detailed response, nor are we cur-  

rently in position to conduct  

detailed negotiations over the  

equity issues which form part of  

the Federation’s campaign,  

although acknowledge these as  

matters for further discussion.”  

It is critical that teachers con-  

tact local members in support of  

the Federation’s claim.  

Federation has again written  

the Government seeking written  

response and timetable of meet-  

ings to discuss the claim.  

Federation has also written to the  

Opposition deploring their  

response and seeking further  

meetings.  

What Federation’s members  

need is written commitment to  

fully funded salary increase  

payable from July 1, 1999 when  

the major salary awards expire.  

Progress in the salaries and sta-  

tus campaign will reported in the  

December Sky Channel. Unless  

there is satisfactory response to  

the Federation’s claim from the  

Government and the Opposition,  

then recommendation for indus-  

trial action at the beginning of the  

1999 school year will be put to  

members at the Sky Channel  

meeting.  

Federation Council reiterated  

that members would not tolerate  

deliberate delaying tactics by the  

Government and/or Opposition in  

properly addressing Federation’s  

just salaries and status claim.

Sky Channel to report on campaign progress  

Sky Channel meeting will be  

held on December 2, to report on  

the progress of discussions with  

the major political parties about  

salaries and status.  

Federation General Secretary  

John Hennessy said:  

“The Sky Channel meeting is  

designed to ensure that the voice  

of teachers is heard by all the  

political parties as they formulate  

their policies for the state elec-  

tion.  

“What you teach and how you  

teach it is increasingly being con-  

trolled by the policy of the politi-  

cal party in government.  

“The next state election will  

determine the nature of the public  

education system and your  

salaries and working conditions to  

at least the year 2003.  

“The voice of teachers must be  

heard to ensure the most  

favourable outcomes for teachers  

and education.  

“The debate about the future of  

public education must begin  

now.”  

The Sky Channel meeting will  

focus on securing the future of the  

teaching profession and quality  

public education.  

Federation’s priority demands  

on the Government and  

Opposition are increasing the  

salaries and status of the teaching  

profession, fairer funding for pub-  

lic education, resources to allow  

public education to so an even  

better job, and respect for teachers  

and their professional judgement.
