Negotiators strengthened by member action

Federation’s delegation to the  

negotiating table on new award  

has been empowered by the  

strength, resolve and anger of  

teachers across the state. This  

resolve has pushed away the  

Government’s award document  

and allowed negotiations to pro-  

ceed on new package.  

Negotiations are taking place at  

the Ministry offices and directly  

with the Education Minister John  

Aquilina. This location is matter  

of some importance because  

it physically demonstrates  

Federation is negotiating with the  

State Labor Government, not with  

departmental officials.  

In essence, the battle of the  

negotiating table is one about  

respect for the teaching profes-  

sion. It is about respecting the pro-  

fession’s views regarding educa-  

tional change and it is about prop-  

erly valuing teachers for the work  

they do and the difficult condi-  

tions in which it is often per-  

formed.  

Those present at the negotiat-  

ing table are:  

• Minister Aquilina and one of his  

advisors, either Tim Grau or  

Chris Ryan.  

• Departmental officials: Ken  

Boston, Jan McLelland, Steve  

Buckley, Paul Irving and Bob  

Puffett, all of whom are Senior  

Executive Service departmental  

officials.  

• Teachers Federation negotiators:  

Sue Simpson, John Hennessy,  

Jennifer Leete, Brenda Seymour  

and Maree O’Halloran.  

The first few weeks of negotia-  

tions have not produced any  

agreed outcomes. Indeed, on  

February 22, Executive expressed  

its extreme concern that no  

progress had been made towards  

resolution of the dispute.

tion of the campaign may be  

needed. In the interim, political  

lobbying of ALP members needs  

to be intensified. Progress at the  

negotiating table will occur when  

the Government recognises teach-  

ers will not accept their working  

conditions must be stripped to pay  

for public education and the edu-  

cational changes sought by the  

Government.  

Currently, the ALP Caucus  

feels relieved Federation and the  

Government have entered six-  

week period of negotiations. They  

must be made aware that teachers  

agreed to this period on the pro-  

viso that genuine and meaningful  

negotiations occur. To date, the  

departmental officials at the table  

have not been prepared to enter  

into bargaining process. They  

are still wedded to their award  

document despite its absence from  

the table.  

Federation’s Salaries Bulletin  

Number (available from your  

Federation Representative) pro-  

vides pro forma to assist you  

lobby Labor MPs in ways which  

will assist the negotiations.  

What is being discussed?  

The topics which have been dis-  

cussed at the negotiating table are:  

Quantum and how it would be dis-  

tributed. The Government’s offer  

provides for variable percentage  

increases across classifications.  

Federation’s claim is for mini-  

mum of 7.5 per cent per annum for  

all members.  

□ Duration of the agreement. The  

Government wants an agreement  

past the next state election.  

Federation is seeking an expiry date  

of May 2001.  

Pay equity for school and TAFE  

casual teachers. The major issue  

here is ensuring that the cost of pay  

equity (a Government policy) is  

funded by Treasury.  

□ Broad principles regarding the  

provision of vocational education  

and training (VET) in schools.  

□ Broad principles regarding how  

collegiate groups could be estab-  

lished.  

No specific classifications or condi-  

tions for groups of teachers have  

been discussed (other than VET  

teachers in schools). That is, condi-  

tions for school counsellors, careers  

advisors, TAFE counsellors, TAFE  

non-teaching positions, principals  

and all other members who are  

threatened by the Government’s  

award document have not been dis-  

cussed. Federation will not discuss  

or negotiate the loss of their work-  

ing conditions. Any future agree-  

ment must protect all members and  

maintain the status quo for working  

conditions.  

Before negotiations can  

progress further the Government  

must make explicit their agree-  

ment that the new package will be  

confined to those issues that have  

already been discussed. The status  

quo, that is, the 1996 award condi-  

tions, would then apply to all  

other matters.  

Federation asks you to tell your  

local ALP member that you want  

the negotiations confined to: quan-  

tum, duration, pay equity, VET in  

schools and collegiate groupings.  

The Minister has continually  

said in the negotiations that he is  

bound by the 16 per cent in some  

configuration over four and half  

years. Negotiating is political  

process. Teachers must make it  

politically unacceptable for the  

Minister and the Government to  

maintain this position. Lobby your  

local Labor Member of Parliament  

today!

Back on alert for intensified campaign  

Members of the Yass Teachers Association demonstrated outside the NSW ALP South East Regional Assembly on  

February 5. The assembly voted to call on the Government to withdraw its award application. Federation  

Representatives are asked to renew pressure on the ALP Caucus amid extreme concern there has been no  

progress towards resolution of the dispute.  

Seaforth picket continues  

The picket at Seaforth TAFE is now in its 11th week. Show your sup-  

port for your colleagues in their efforts to save public education by  

putting your name down for roster duty.
