Members endorse salaries settlement

Members have voted overwhelm-  

ingly to endorse political settle-  

ment of the salaries dispute based  

on an overall increase of 16.98 per  

cent.  

More than 22,000 members  

attended Sky Channel meetings  

on June 2. There were 18,837  

votes in favour, 3404 against with  

167 abstentions. The vote in  

favour was 84 per cent.  

The settlement is based on  

four per cent increase from April  

3, 2000, three per cent increase  

from July 1, 2001, four per cent  

from July 1, 2002 and final five  

per cent from January 1, 2003.  

There will also be cash payment  

equivalent to two per cent of  

salary from July 1, 1999 for teach-  

ers who were “current employees”  

on May 26. This amounts to about  

$750 for teachers on the top of the  

common incremental scale.  

Teachers at the top of the scale  

will also receive an additional  

$3OO per annum from July 2003,  

taking their earnings to $58,992.  

In moving the recommendation  

to the Sky Channel meetings,  

Federation President Sue Simpson  

said that “our resilience and our  

endurance have paid off’. She set  

the tone for the broadcast by con-  

gratulating members for “standing  

firm in the face of an ALP  

Government with very large  

Parliamentary majority, friends in  

the media and high places and an  

ineffective Opposition”.  

The Sky Channel report con-  

trasted the settlement with the  

public sector pay deal which pro-  

vides only two per cent in 2000  

and two per cent in 2001. The  

final 12 per cent is not guaranteed  

and six per cent must be found  

from cost-cutting.

Beware our history shows us that  

after any salaries agreement there  

will be those in schools, colleges  

and district offices who will say you  

must do ‘this’ because the  

Federation agreed to it in the salary  

agreement.  

‘This’ is said of all manner of  

things but most often about things  

which such people expect teachers  

will not be keen to do. Extra play-  

ground duty, parent teacher nights,  

extras in high schools, you name it  

and it will be blamed on the  

Federation’s salary agreement.

The agreement which members  

voted on at the June 2, 2000 Sky  

Channel meetings was political  

settlement to the salaries dispute.  

That agreement contains all the  

new matters that were negotiated  

between Federation and the  

Government. The next step in the  

process is for the 1996 Schools and  

TAFE awards to be amended to  

incorporate award-related provi-  

sions from the salaries settlement.  

The result will be one consent  

award to cover schools and TAFE.  

(A consent award is an award made  

by agreement between the parties  

rather than imposed by Industrial  

Relations Commission.)  

This process of award drafting  

has commenced. Simultaneously,  

the Department is undertaking the  

process of identifying those eligi-  

ble for the two per cent cash pay-  

ment and ensuing that the salaries  

area is ready to pay the four per  

cent increase and the backpay to  

April 3, 2000.  

Federation and the Government  

aim to have money in people’s  

pockets no later than first payday in  

August. The first two payments  

the cash payment and the four per  

cent increase will be made  

under the Teaching Services Act  

by Director-General’s determina-  

tion. The new consent award will  

come into force from January 1,  

2001.  

Retirements  

Federation has raised with the  

Ministry the issue of members  

planning to retire. Federation wants  

to ensure that people who retire  

between April 3,2000 and the date  

of the Director-General’s determi-  

nation will receive the per cent  

increase and the cash payment.  

This has not yet been agreed.  

Members will be advised as soon  

as possible of the outcome of nego-  

tiations about retirees.

Torched tent doesn’t deter TAFE picketers

The resolve of the Save Seaforth  

TAFE campaigners has not been  

broken despite their picket line  

tent being torched and totally gut-  

ted.  

Campaigner Jim Bannister said  

the two people on picket duty  

were enticed out of the tent by. egg  

throwers about 3am on Saturday  

June 3. While they were talking to  

the egg throwers, the tent went up  

in flames. Luckily gas cylinders at  

the site did not explode, but unfor-  

tunately log book detailing the  

history of the picket line, mobile  

phone, retirement gift and other  

belongings were destroyed.  

Police are investigating the  

incident and have determined an  

accelerant was used.  

“It was definitely well-organ-  

ised and planned operation,” Mr  

Bannister said.  

“This is the second time that  

somebody could have been killed  

by such cowardly attack.”  

The fire follows other incidents  

of egg throwing, the pulling out of  

tent peg posts, discouraging e-  

mails and phone calls, and an inci-  

dent on May when four wheel  

drive ran into the tent and the  

driver left without stopping.  

“This action has further hard-  

ened the resolve to maintain the  

picket line and not give in to cow-  

ardly attacks,” Mr Bannister said.
