Board Not Prepared To Vary Agreement-  

teachers’ Salaries Still Adequate”  

Replying to Federation representations, the Public Service  

Board states that, having considered the terms of the Council’s  

resolution, it was not prepared to vary the terms of the current  

Salaries Agreement.  

In forwarding the resolution the General Secretary had sub-  

mitted that there was urgent need of variation of the existing  

Salaries Agreements because of the alarming increase in prices  

since April 1, and that there was every indication that the upward  

trend in prices would continue.  

"Council's resolution was:  

"That the Public Service  

Board be requested to grant  

...  

unmediately an increase ol  

£2OB per annum on the rates  

at present being paid to  

teachers."  

Council's decision was prompted  

by the considerable increase in  

prices throuqh devaluation and  

other causes since the signing of the  

1949 Salaries Agreements, and by  

the fact that rates paid to teachers  

in other States have been recently  

increased.  

The Public Service Board's communication  

states:—  

"The Board are of opinion that the salaries  

prescribed by such Agreement, which are not  

merely minimum salaries prescribed by an  

award of an industrial tribunal and afford  

substantial incremental progression, are still  

adequate. This appears to the Board to be  

confirmed by the scales of salaries recently  

adopted in other States as shown in the  

official organ of the Federation published on  

June 9, 1950."  

Council Decisions.  

When the matter came before the Federation Council on July 1,  

unanimous decisions were made by Council that—  

• Because of the fact that the real value of teachers' salaries is con-  

siderably less than it was in April, 1949, and because of the acute upward  

trend of prices we request the Board to meet deputation to discuss the  

claims of the Federation as carried on June 3;  

• The officers obtain legal advice concerning the possibility, desir-  

ability and means of setting aside the last Agreement with the Public  

Service Board on salaries and approaching the Industrial Court for new  

Award

Mr. Wurth's Reply To  

Reflections On  

Public Servants  

The Federation has congratulated  

Mr. Wurth, Chairman of the Public  

Service Board, on the answer he  

made, as reported in the "Sydney  

Morning Herald" of June 16, to Mr,  

P. C. Spender's attack on public ser-  

vants in New South Wales.  

The decision was made by the  

Executive last month.  

The "Sydney Morning Herald" reported Mr.  

Spender, at an election meeting on June 5,  

as saying that if the Liberal Party won the  

New South Wales elections it should take  

care that its Governmental advisers adjusted  

their outlook to the absence of socialism  

from the Government.  

"There are too many who have sold their  

intelligence to socialism," Mr. Spender said.  

Mr. Wurth's Reply.  

The "Herald" on June 16 reported Mr.  

Wurth, Chairman of the Public Service Board,  

as saying that Mr. Spender's remarks ap-  

peared to the Board to constitute an attack  

on the loyalty of the New South Wales Pub-  

lic Service to the Government. Mr. Wurth  

said that the Public Service Board strongly  

deprecated Mr. Spender's criticism of the  

State Public Service.  

Traditions Of Service.  

The "Herald" continues Mr. Wurth's state-  

ment as follows: —  

"The New South Wales Public Service to-  

day is built on traditions of service to Gov-  

ernments and the public which are not ex-  

celled in the British Empire.  

"No Government of this State, irrespective  

of party, need have any concern that the  

permanent officials of Departments would  

render service to the elected representatives  

of the people other than in accordance with  

the highest standards of loyalty, efficiency  

and complete co-operation.  

No Ground For Remarks.  

"I am not aware of any past association  

between Mr. Spender and the senior public  

servants of New South Wales which he  

thinks justifies his remarks, or of the reasons  

which impelled him to give expression to  

them.  

"I can only repeat that there is no ground  

whatsoever for their application to the officers  

of the New South Wales Public Service."  

National Disaster: Our Assistance Needed  

The destruction and loss caused by the recent floods amount to national disaster.  

Thousands have lost severely. Homes, furniture, stock, machinery and other means  

of livelihood have been destroyed. Those who have lost, including our fellow Federa-  

tion members, need the community’s help if the loss is not to be overwhelming. Many,  

including some Federation members, are suffering for the second time in twelve months.  

The Federation Council on July resolved unanimously to ask Federation members  

to support the Lord Mayor’s Flood Victim’s Relief Fund. The Council voted £lOO  

towards the Fund.  

FLOODS AT SOUTH GRAFTON.

The Federation believes that the responsibility of assisting flood victims rests in the  

first place on State and Federal Governments. It has asked for public inquiry into the  

frequency and severity of the floods.  

But in the meantime the problem of helping the flood victims is urgent. Every  

Federation member is asked to assist.  

In accordance with the Council’s wishes donations should be forwarded to the Secre-  

tary of the Federation Flood Relief Committee, Federation House, and he will arrange  

for the payment of the contributions into the Lord Mayor’s Fund.
