SCHOOLS STARVED ON  

PRESENT VOTES  

But Commonwealth Government Does Not Assist  

message to the Prime Minister during the  

Premiers' Conference urged substantial grants for  

essential increased expenditure on public school  

education.  

The message was sent by telegram by the Acting General  

Secretary of the Federation, Mr. Nicholls.  

The telegram asked that such grants be made available to the  

States immediately and in addition to normal State allocations  

which had already been decided upon.  

Main reasons for the message  

were that existing educational ser-  

vices cannot adequately be main-  

tained on present expenditures, and  

that, in addition, it is essential to  

provide for rapid expansion of  

educational services in all States.  

In New South Wales, at least 4000  

more classrooms and teachers will  

be needed by 1953 to accommodate  

the rapidly-rising enrolments due to  

increased birth rate and migration.  

Commonwealth Recognition  

Important.  

Of primary importance, therefore,  

is the recognition by the Common-  

wealth Government of the serious-  

ness of education's needs, but no re-  

sponse other than statement that  

the matter had been noted was  

made by the Prime Minister to this  

request.  

The Commonwealth Government's  

failure to recognise education's  

critical condition is the more unjusti-  

fied in view of its ability to find an  

additional £130,000,000 for war ex-  

penditure.  

Nation-wide Concern For  

Commonwealth Aid.  

Many organisations throughout  

the Commonwealth have joined in  

asking the Commonwealth Govern-  

ment to provide £100,000,000 to the  

States for capital expenditure on  

education, and the States greatly to  

increase annual education votes.  

These organisations include the  

Australian Teachers' Federation (re-  

presentative of the teachers' unions  

in all States), the Australian Council  

of School Organisations (the Federal  

body of parents and citizens' as-  

sociations throughout Australia), the  

Australian Council of Trade Unions  

and the nation-wide New Deal for  

Education Conference in Canberra  

in 1948.  

OLIVER EDUCATION ASKS FOR MORE.  

... He was desperate with hunger, and reckless with misery. He rose from the  

table; and advancing to the master, basin and spoon in hand, said, somewhat alarmed  

at his own temerity:  

"Please, sir, want some more."

Council's Plan Of Action  

Council on September 23 decided that the following  

activities in implementation of the Federation’s eight-point  

programme should be concentrated on during the remainder  

of the year:—  

 

mass meeting of Teachers' College students be organised  

in each city or town where there is Teachers' College, and such  

mass meetings consider organising public demonstrations.

(a) Each Federation Association approach local members of  

the Legislative Assembly by letter in support of the Federation  

claims of £4 week increase in teachers' salaries. Each school  

staff be asked to sign and forward letter to local M.L.A.'s on  

this issue, (b) Federation Associations and school staffs be request-  

ed to finalise the collection of signatures for the Trade Union Equal  

Pay Petition. When this has been done, each Federation associa-  

tion and each school staff approach local M.L.A.'s by letter in  

support of equal pay for women teachers.  

3.  

The Federation Salaries Committee be enlarged as Salaries  

o:nd Prices Committee. This committee to direct action concerning  

teachers' salaries, superannuation and the control of prices.  

The Federation support the holding of Commonwealth Prices  

Referendum.  

Associations and school staffs be requested to set up Associa-  

tion and School Salaries and Prices Committees, and it be sug-  

gested that such committees consider participation in local activities  

around prices.  

The Federal and State Public and Essential Services Council be  

informed of action to be taken by the Federation  

4.  

Each Association be asked to forward resolution to the Prime  

Minister and the local member of the House of Representatives  

requesting an immediate grant of £100,000,000 to the States for the  

development of public educational facilities, and an annual grant of  

£10,000,000 to the States for current educational expenditure.

Each organiser endeavour to develop action around school  

conditions in at least one school.
