Putting students first  

The NSW Government's Resource Allocation Model is designed to reduce  

investment in education, rather than deliver “Gonski-plus” reform.  

Sydney’s Town Hall was at capacity on June 27 with thousands of striking teachers voting to continue the campaign for secure  

staffing and resourcing guarantees.

June 27 saw tens of thousands of  

members across NSW stand up for  

their students and for public edu-  

cation. The success of the action  

signalled that the profession  

understands the deceit of devolution.  

After all, we teach critical think-  

ing skills to our students and we  

can easily spot the weasel words  

and cliches in Local Schools, Local  

Decisions and its cousin, Every Stu-  

dent, Every School. We also sus-  

pect that the Department is on very  

shaky ground when it publishes  

document and calls it "fact sheet”.  

And fact sheets about the Resource  

Allocation Model (RAM) were  

released recently.  

But it is the deliberate and cynical  

misappropriation of the language  

of the Gonski report recommenda-  

tions to support the RAM that must  

not go unchallenged. To attempt to  

exploit the broad support for Gonski  

to legitimise the State Government's  

austerity drive and cutbacks, as hap-  

pened in the media spin around the  

RAM, is an exercise simply breath-  

taking in its audacity.  

The fundamental truth un-  

derpinning Gonski is that there  

is serious under-investment by  

all levels of government in edu-  

cation, particularly in the public  

sector. Yet, the NSW Government  

is cutting $lO billion from the state  

budget and reducing the number of  

public servants by 15,000.  

The Department of Education  

and Communities, along with all  

other Departments, must reduce  

the size of its workforce and cut  

programs to meet "efficiency tar-  

gets”. Local Schools, Local Deci-  

sions is promoted as the significant  

policy reform by the State Treasur-  

er to achieve this. The RAM is the  

mechanism.  

While the Department may  

desperately attempt to portray  

the RAM as "Gonski Plus”, RAM is  

simply method of allocating fund-  

ing. In reality what has been con-  

firmed is that the current levels of  

recurrent and maintenance fund-  

ing will simply be allocated differ-  

ently. In fact, it will be allocated  

more thinly.  

Indeed, in Fact Sheet 1, the lan-  

guage of "equity” is deployed in  

reference to distributing existing  

funding "in more equitable way”.  

In reality, this means that some  

schools will lose what they now re-  

ceive. Contrast this with Gonski,  

which argued that "no school will  

lose funding”.  

Therefore, if Gonski is about  

significant growth in investment in  

public education, the RAM is about  

reducing investment.  

But to understand the funda-  

mental difference between the  

Gonski recommendations and the  

NSW Government’s RAM, the con-  

text, history and purpose of each  

must be considered.  

The Gonski report recommend-  

ed new recurrent funding archi-  

tecture in order to replace the Aver-  

age Government School Recurrent  

Costs (AGSRC) funding mecha-  

nism for private schools. It also  

devised new method to calcu-  

late funding for public and private  

school systems that will recognise  

the greater concentration of disad-  

vantage in public schools.  

This is new architecture to be  

based on the principle that equity  

rather than choice alone should be  

the driver. But most importantly it  

was based on substantial increase  

in federal and state funding with  

no school to lose any recurrent  

funding. Unmet need in disabil-  

ity funding was established at the  

same time as acknowledging that  

more work needed to be done on  

how to address the need.

Abbotsford PS was among the many schools that rallied their communities’ support  

for the Gonski recommendations on July 24.

Tuesday July 24 saw schools, par-  

ents and community members join  

together to take action on National  

Gonski Day.  

Breakfasts, morning teas, af-  

ternoon teas and stalls were held  

across our schools to give teach-  

ers, parents and, in some schools,  

Federal MPs, the opportunity to  

talk about the Gonski review, to  

hear the latest campaign news and  

more importantly to take action  

by letting their Federal MP know  

that it is now time to act on the  

recommendations.  

Leafleting of Fairfield, Black-  

town and Penrith train stations was  

also very successful activity run  

by association activists on cold,  

wet winter’s day. Flags hung from  

building site cranes in Wollongong.  

All schools were asked to sign  

Gonski hand and to send it back to  

the AEU to be stuck into the lawn  

at Parliament House on August 20.  

There was also Gonski petition  

for all teachers and parents to sign  

and show their support.  

The campaign must continue to  

ensure that legislation to support  

the Gonski recommendations is  

passed this year.
