Twelve events are scheduled to allow teachers and the community to  

protest the cuts to education.

Sunday November 18 has been des-  

ignated as statewide Community  

Day of Action to give members and  

supporters of public education an  

opportunity to protest with teach-  

ers against the attacks on public ed-  

ucation by the NSW Government.  

Events are planned around the  

state (see sidepanel) with the major  

event to be held in Sydney at Tum-  

balong Park, Darling Harbour start-  

ing at 11am and concluding around  

lpm.  

The event at Tumbalong Park  

will feature The Voice runner up  

Darren Percival, talented perform-  

ers from public schools and dis-  

plays by TAFE students.  

Wendy Harmer will be the MC  

on the day.  

Speeches will be kept to mini-  

mum but the symbolism of the  

community coming together to  

oppose the cuts will be powerful.  

Circus style entertainers will  

wander among the crowd and there  

will be face painting for the young-  

sters.  

Make sure to:  

•bring picnic lunch, plenty of  

water and sunscreen  

•wear sun smart clothing and bring  

rug or cushion to sit on.  

If Tumbalong Park fills to capac-  

ity, Federation marshals will direct  

participants to an overflow area  

between the Chinese Gardens and  

Convention Centre. This area will  

have large video screen and is lo-  

cated towards the southern end of  

the Convention Centre.

Fight the  

O'Farrell cuts  

Be among the crowds to signal dissatisfaction  

with the cuts to education.

All members are urged to build  

support for the Community Day  

of Action events on November 18,  

where teachers will join with par-  

ents and community members to  

demand that the O'Farrell Gov-  

ernment stops the funding cuts to  

education.  

For many months now, con-  

cerned principals, teachers and  

parents throughout NSW have  

been organising community  

forums on the issue. The Com-  

munity Day of Action on Novem-  

ber 18 is the next opportunity for  

the citizens of NSW to signal to the  

NSW Government that the young  

people who attend our public  

schools and TAFE colleges are  

worth fighting for.  

On September 11 NSW Premier  

Barry O’Farrell confirmed that the  

State Government would cut $1.7  

billion and 1800 teaching and non-  

teaching positions from the public  

education system over the next  

four years. These are the most  

severe cuts in generation and  

will adversely affect the quality of  

education that can be provided in  

our public schools and TAFE col-  

leges. The cuts are so savage that  

they now put at risk the potential  

benefits of Federal Gonski funds.  

These cuts were first signalled  

in the 2011 State Budget. When  

delivering that Budget the NSW  

Treasurer announced that $lO bil-  

lion would be cut from the public  

sector. He also announced that  

school autonomy was “structur-  

al fiscal and economic reform",  

permanent structural change that  

would deliver the agency savings  

required of the NSW Department  

of Education and Communities  

(DEC).  

In the June 2012 State Budget,  

further 1.2 per cent Labour Ex-  

pense Cap was imposed on all de-  

partments including the DEC. The  

number of public sector positions  

that would be cut rose to 15,000,  

including School Administrative  

and Support Staff (SASS) positions  

in schools as well as teaching and  

non-teaching positions in head  

office, regional offices and TAFE.  

Since Local Schools, Local De-  

cisions was announced in March,  

Federation has been warning the  

community that this permanent  

structural change, long advocated  

by NSW Treasury officials, would  

be the mechanism that would  

give much greater and more cen-  

tralised control to the Treasurer  

to determine resource and staff-  

ing levels in our schools. When it  

is in place, student enrolments,  

learning needs and curriculum  

will no longer determine staffing  

levels as is now the case. Once  

staffing budget is in place, prin-  

cipals will have no choice but to  

ensure their staffing levels fit  

the budget. Indeed, from this  

point on, the State Government  

will have simple mechanism  

to impose any 'efficiency saving'  

it sets.  

Every student, in every school  

will be affected as local decisions  

around declining budgets are  

made.  

The notion of 'principal auton-  

omy’ has now been exposed for  

what it is, cynical political ma-  

noeuvre that will require public  

schools to do more with less, and  

for school communities to engage  

in recurring exercise in deciding  

what to do without. This has been  

described elsewhere as the 'self-  

management of decline’.

for many years which has led to  

the loss of permanent positions,  

courses, equity programs and  

funding. Now TAFE will lose an  

additional 800 positions and will  

impose an increase in fees, lim-  

iting access to courses for many  

students. Already, TAFE man-  

agement is moving to shut down  

courses across the state and to  

target teachers.
