Gonski campaign boosted by growing public support

Support for the Gonski schools  

funding campaign greatly con-  

tributed to pushing the Turnbull  

Liberal/National government to  

the brink of defeat in the federal  

election on July 2.  

Teachers, principals, parents,  

and community supporters across  

NSW and the nation are to be com-  

mended for raising schools fund-  

ing to one of the most prominent  

voter issues in the election.  

The depth and breadth of the  

Gonski campaign were evident  

everywhere. In the targeted seats  

where full time Gonski electorate  

coordinators worked intensively in  

local communities, the upswing in  

support was outstanding. Gonski  

supporters worked tirelessly at  

pre-polling booths and on election  

day, spreading the message and  

winning votes.  

Sustained campaigning over  

several years made huge positive  

impact. Polling showed awareness  

of Gonski funding arrangements  

increased nationally from 45 per  

cent in August 2015 to 84 per cent  

in April 2016 in six targeted NSW  

seats.  

This polling was confirmed in  

the election results in NSW, where  

the pro-Gonski Labor Party won 24  

seats to the Coalition’s 23. The na-  

tional swing against the Coalition  

was 3.5 per cent. In NSW, it was  

percent.  

The Federal Coalition retains  

government by majority of one in  

the House of Representatives and  

holds only 30 out of 76 seats in the  

Senate. By the measure of these re-  

sults alone, any claim by the Turn-  

bull government to have man-  

date for abandoning the Gonski  

needs-based funding model would  

defy political reality and jeopard-  

ise its tenuous hold on office.  

By his statement in The Austral-  

ian (August 4), however, Feder-  

al Education Minister Simon Bir-  

mingham attempts to do just that.  

Through the misuse of NAPLAN  

test results and inaccurate fund-  

ing figures, the Minister sought  

to repudiate the importance of  

Gonski funding by saying “... La-  

bor’s legacy and ongoing policy of  

spraying billions of dollars of extra  

cash at the education system and  

praying some of it will make dif-  

ference can now be thrown into  

the proverbial policy bin”.  

Such cant comes from Min-  

ister who represents Coalition  

that in the past has repeatedly  

“sprayed” two-thirds of multi-bil-  

lion dollar federal education budg-  

ets over consecutive quadrennial  

funding cycles to private schools  

that enrol one-third of the nation’s  

children. This was done through  

discredited funding system that  

diverted billions of dollars away  

from the public schools whose  

students most needed additional  

support.  

So the gauntlet was thrown by  

Minister on behalf of federal  

government that is newly re-elect-  

ed yet teetering on the brink. Flow  

gratifying then to observe it being  

picked up by his NSW Coalition

Seeking early award talks

Federation is seeking an early start  

to negotiations for the next schools  

award.  

The current schools award, Crown  

Employees (Teachers and Related  

Employees) Salaries and Conditions  

Award 2014, will expire on December  

31 but the State Government wages  

policy prescribes that negotiations for  

any new award may not commence  

earlier than three months prior to the  

expiry of an award.  

In the three months prior to the  

commencement of bargaining, gov-  

ernment agencies are required to  

submit proposals and receive di-  

rection, first from the NSW Wages  

Policy Taskforce convened by the  

Department of Premier and Cabinet  

and then the Cabinet’s Expenditure  

Review Committee. Only when pro-  

posals have cleared these bodies are  

agencies permitted to commence  

bargaining.  

In view of the limited timeframe,  

in letter dated July 1, Federation  

wrote to the Department of Educa-  

tion seeking early meetings beyond  

the short, formal bargaining process  

in order to facilitate prompt settle-  

ment for the new schools award.  

The wages policy provides for  

salary increases of 2.5 per cent per  

year and with increases beyond 2.5  

per cent that are funded by chang-  

es to employee working conditions.  

Federation rejects proposals that  

trade off working conditions for  

salaryincreases.  

The 2014 award resulted in the  

shift to standards-based remunera-  

tion for teachers and the RAM-based  

model for determining principal sal-  

aries. This broke from the historical  

incremental salary scale for most  

teachers as well as the enrolment

TAFE’s future and salaries  

raised in talks with Baird

Federation Senior Officers met  

with Premier Mike Baird and Min-  

ister for Skills John Barilaro on  

August to discuss the future of  

the NSWTAFE system.  

The meeting canvassed the  

issues and challenges in the vo-  

cational education and training  

sector in positive and productive  

manner. This included discussion  

of the need for settlement on new  

Enterprise Agreement on TAFE  

teachers’ salaries and conditions.  

Federation wrote to the Premier  

immediately after the meeting to  

reaffirm the union’s position on  

key matters (excerpts of the letter  

are given on page 3).  

Federation members in TAFE  

are commended for their unre-  

lenting commitment and support  

for the Stop TAFE Cuts campaign,  

especially in light of the protract-  

ed negotiations to achieve new  

salaries and conditions enter-
