under threat  

If the school staffing system is abolished or substantially dis-  

mantled, the way will be cleared for the implementation of  

local hire and fire, individual contracts and limited tenure.

In the immediate aftermath of  

the Federal Coalition Govern-  

ment's defeat, NSW teachers  

should justifiably expect that  

their rights at work will be pro-  

tected by state and federal Labor  

governments.  

Not according to the people in  

charge of the NSW Department of  

Education and Training (DET).  

Federation is concerned the  

Department is planning to abol-  

ish the centralised transfer  

system and open nearly all posi-  

tions up to local selection.  

This approach indicates gross  

misunderstanding of the impor-  

tance of transfer system in en-  

suring security and stability for  

teachers and students in NSW  

public schools.  

Significantly, it is in stark con-  

trast to the views of Education  

Minister John Della Bosca when  

he addressed Federation's August  

Council. The Minister said he un-  

derstood “the way the staffing  

agreement works and why it's of  

value both to public education and  

to teachers”.  

Federation has been pressing  

for months for negotiations on  

new schools staffing agreement.  

The union's aim is to have new  

agreement in place before the  

current one expires at the end of  

term next year and the 2008-09  

staffing operation commences.  

DET has deliberately thwarted  

any progress. On November 15,  

Federation met with the DET to  

commence negotiations but it had  

no proposal to put.  

After further two weeks of  

seeking negotiations, Federation  

lodged dispute notification on  

November 30 with the NSW In-  

dustrial Relations Commission to  

contend that DET was not acting  

in good faith.  

On December Federation  

Council endorsed resolution to  

initiate major industrial and  

political campaign to achieve  

new staffing agreement. Federa-  

tion Representatives are to con-  

vene meetings on the first day of  

the 2008 school year to endorse  

resolution on this matter.  

It is hoped that the history of  

schools staffing since the Scott  

Report (1989) and Your School's  

Right To Choose (1992) under  

NSW Coalition Government, and  

the pivotal role played by teach-  

ers in the community-based cam-  

paign against the federal Coali-  

tion Government's Work Choices  

legislation, is not lost on the NSW  

Labor Government.  

The NSW Government should  

understand that teachers will  

oppose attempts to destroy their  

rights to transfer and under-  

mine their students' rights to be  

taught by qualified teacher, re-  

gardless of geographical location  

and other factors that impinge  

on school's ability to attract and  

retain staff.  

This is fundamental equity  

issue in NSW public education.

ensuring statewide teacher supply,  

curriculum continuity, and stabil-  

ity and security for students. If  

such system is abolished or sub-  

stantially dismantled, the way will  

be cleared for the implementation  

of the agenda that we just defeated  

in the federal election local hire  

and fire, individual contracts and  

limited tenure.

Stoner MP and Wollongong TAFE student Weldon Neville. NSW Shadow Minister for  

Education and Skills Development Andrew Stoner introduced Private Members Bill  

in the NSW Parliament on December to freeze TAFE fees at the 2007 level.

The NSW Government has pro-  

posed to increase TAFE fees by  

around nine per cent in 2008, de-  

spite an undertakingby previous  

Education Minister that fees from  

2004 onwards would only increase  

by the Consumer Price Index  

(CPI). Federation has launched  

community campaign through  

the "I support TAFE” website, op-  

posing the proposed fees increase.  

The following fees will apply  

if we do not manage to stop the  

changes:  

Certificates and 11 $4lB  

Certificate 111 $654  

Certificate IV $B9O  

Diploma $llB4  

Advanced Diploma $1420.  

These apply to all students, full  

time or part time. Apprentices  

who get rebate will have to pay  

$4BO and other apprentices and  

trainees $394. For the first time,  

most government benefit recipi-  

ents will have to pay $5O up front.

The 2008 school and TAFE year  

will begin with focus on salaries.  

Members in all workplaces will  

be consulted to finalise Federa-  

tion's salaries claim.

Federation.  

Federation meetings in schools  

and OCAA sites will also need to  

consider resolution about the  

staffing system (see story this  

page).  

The union has put the state gov-  

ernment on notice that it expects  

new award to be negotiated and in  

place before the expiry of the cur-  

rent award on December 31,2008.  

Members are advised that in-  

dustrial action may be necessary  

in 2008.
