EDUCATION

JOURNAL OF THE NEW SOD[?] [?]ES TEACHERS FEDERATION

Agreement No. PP 255 001

v.i: SO Na. February 15, 1999

Teachers want pollies

to reveal policies

by Kerri Carr

Striking teachers shouting “We want pol-

icy” at Federation’s rally outside State

Parliament House summed up the reason

teachers took strike action across the state

on February 9.

Public school teachers went on strike for

24-hours over the two major political par-

ties’ failure to provide detailed plans of their

public education and industrial relations

policies in time to allow public debate

before the March 27 State election.

The 4000-odd teachers attending the

mass meeting at Sydney Town Hall indi-

cated their strong desire to see improve-

ments to resources for their schools, work-

ing conditions and salaries by applauding

demands for such reforms.

Teachers at the Sydney mass meeting

and Sky Channel venues in regional and

country areas voted that the ALP and the

Coalition must make public their detailed

plans to:

□fully fund teacher salary increases for

both permanent and casual teachers includ-

ing salary justice for casual teachers, in

schools, in TAFE, AMES and Corrective

Services, to recognise the skills, expertise

and work of teachers and to help offset

looming teacher shortage;

□ensure public education secures the fund-

ing it deserves to address unmet demands;

□ensure equality of educational outcomes

for students in poor areas with students in

rich areas;

□ensure fair go for students with special

learning needs;

□lower class sizes in the early years of

schooling to allow early intervention;

□ensure proper maintenance of all schools

and colleges; and

ensure publicly funded, cohesive, state-

wide TAFE system as the predominant

provider of vocational education and train-

ing in NSW.

Federation’s members served notice on all

political parties that major curriculum

changes cannot occur without significant

resource support.

They called for detail of the industrial

relations policies of the major parties

including clear statements about their:

• support for an independent Industrial

Relations Commission in NSW;

• support for the right of unions to represent

their members and collectively bargain for

them;

• attitude to the existence of comprehensive

awards based on state arbitration and con-

ciliation;

• attitude to the Federal Government’s Reith

agenda on industrial relations;

• attitude to the registration of unions in

state organisation; and

• attitude to regular consultation with both

unions and employer organisations.

Members voted on further action including:

□ major public forum on public educa-

tion in Sydney in March to ensure the pub-

lic has an opportunity to be informed and

question the politicians on their plans for

public education and fair industrial rela-

tions system. Forums will also be held in

regional NSW.

□ Continuation of the campaign in schools

and colleges to ensure educationally sound

curriculum change. Members are to con-

tinue campaigning for delay in the final

implementation of new K—6 syllabuses. No

additional workload is to be undertaken to

implement new Department of Education

and Training and Board of Studies

polices/initiatives.

□ Local activities to raise the profile of pub-

lic education as an election issue.

□ Members declared their preparedness to

participate in further state-wide action prior

to the March 27 election and beyond, and

called upon the Federation Executive and/or

Council to call such action should the

responses of the major parties warrant it.

Following voting at the Sydney meeting,

teachers marched to NSW Parliament

House where they were addressed by

Queensland Teachers Union President and

AEU Deputy President lan Mackie, AEU

ACT branch President Clive Haggar,

Democrat Arthur Chesterfield-Evans and

Greens candidate Lee Rhiannon and

Shadow education minister Stephen

O’Doherty.

The crowd heckled Mr O’Doherty

with slogans such as “Details not

generalisations” and “What about

Metherell?”

Education Minister John Aquilina did

not accept an invitation to speak.

Information sought on

Coalition’s plans

by Sue Simpson

Federation is probing for

more information from

Shadow education minister

Stephen O’Doherty about

the State Coalition’s educa-

tion policy.

General-Secretary John

Hennessy has written to Mr

O’Doherty seeking detailed

responses to specific ques-

tions based on public state-

ments made by Mr

O’Doherty and his

Coalition colleagues on

crucial issues.

“Your answers will

show engagement in the

democratic election process

and enable the community

to be more informed of

Coalition intentions for

public education,” Mr

Hennessy wrote.
