Salaries call to new Government

Federation has moved quickly to  

secure negotiations on salaries  

following the re-election of the  

Carr Government on March 27.  

Congratulations were offered  

to the Premier on the Monday  

after the election in letter from  

General Secretary John Hennessy.  

The letter also pointed out that the  

major awards in schools, TAFE  

and AMES are due to expire on  

June 30.  

Noting Education Minister  

John Aquilina’s campaign prefer-  

ence that new awards be in place  

on the expiry of the old, Mr  

Hennessy wrote that it was impor-  

tant “to avoid the animosities that  

arose over long period of con-  

flict on the previous occasion [the  

1996 salaries dispute]”.  

The letter also praised the  

Premier’s election night remarks  

about his commitment to educa-  

tion.  

Federation also offered its con-  

gratulations to John Aquilina on  

April following the finalisation  

of the Ministry and his reappoint-  

ment as Minister for Education  

and Training.  

Mr Hennessy indicated that  

members would “greatly appreci-  

ate” his assistance in “ensuring an  

early favourable response to our  

letter to the Premier’.  

Federation has distributed  

postcards via Federation  

Representatives and Organisers  

for posting to the Minister. The  

postcards were part of campaign  

package sent to workplaces at the  

start of term 2. The package also  

contains posters and bulletins.  

The material emphasised the need  

for negotiation and the short  

period of time available to the  

Government before the expiry of  

the awards.  

Federation sought media cov-  

erage around the salaries issues  

following the arrival of the pack-  

age in workplaces. media  

release dated April 20 quoted  

Deputy President Jennifer Leete  

as saying that “it is prime  

responsibility of any government  

to fund quality public education  

system. Such system requires  

that teachers be paid salaries that  

are competitive with those of  

other professions and must  

include an approach to salary  

negotiations in which the role of  

teachers is respected”.  

The release declared that  

Federation “is prepared to meet at  

short notice to resolve the claim in  

accordance with the timeframe  

proposed by the ALP before the  

election”.  

Members are called on to  

lobby their local Members of  

Parliament. (See page 10, “The  

President Writes”.)

Board rejects HSC delay

The Board of Studies has rejected  

Federation’s call for delay in the  

implementation in the new HSC.  

Federation’s secondary teacher  

nominee on the Board of Studies,  

Mary Fogarty, moved at the April  

20 that the Board recommend to  

the Minister that implementation  

of the new HSC be delayed for 12  

months. The motion won the sup-  

port of the P&C Federation nom-  

inees and the Independent  

Education Union nominee.  

However, other members of  

the Board, some of whom were  

nominees of groups which have  

publicly called for delay, either  

voted against the proposal or  

abstained.  

The nominee of the Secondary  

Principals Council voted against  

the motion, despite the fact the  

Secondary Principals Council  

President has recently written to  

the Minister calling for delay of  

12 months in the implementation  

date.  

The Board decision follows  

repeated calls from Federation to  

the Minister for Education calling  

on him to announce delay.  

Federation wrote to the Minister  

on July 10 last year and January  

and April 16 this year.  

All of these developments will  

be considered at the May  

Federation Council meeting.  

Federation has also taken up  

the issues of concern to the  

union’s representatives on Board  

Curriculum Committees (BCCs)  

in detailed letter to the General  

Manager of the Office of the  

Board of Studies. In that letter  

Federation has restated its call for  

delay of 12 months in the imple-  

mentation of the new HSC.  

The Board of Studies intro-  

duced new “streamlined” syl-  

labus development procedures  

shortly before the work on devel-  

opment of HSC syllabuses began.  

While the Board claims these pro-  

cedures aim at wider consultation  

with teachers, in practice our  

members (who have closest expe-  

rience with them) tell Federation  

the reverse is true. In the new pro-  

cedures, the role of actually writ-  

ing new syllabus is further  

removed from the BCC (the old  

syllabus advisory committees).

The procedures provide under  

the role statement for Board  

Curriculum Committees that they  

are to “recommend syllabuses to  

the Board for endorsement”.  

Recent developments in rela-  

tion to History, Legal Studies and  

PD/Health/PE suggest the Board  

of Studies is prepared to compro-  

mise this role under the pressure  

to meet the timetable for approv-  

ing syllabuses and getting them  

out to schools by the end of June  

this year.  

At its April 20 meeting the  

Board of Studies endorsed the  

Legal Studies and PD/Health/PE  

syllabuses despite the fact it had  

been made clear to them that the  

relevant Board Curriculum

NSW Government’s involvement  

in the recurrent funding of private  

schools is only one-third lower  

than that of the Commonwealth.

more letters last year (Education  

August 31) has produced sus-  

tained flow of correspondence  

from members. Triggered by an  

edition with meagre total of  

three letters, the request hailed  

the letters page as “the strongest  

of Federation’s democratic tradi-  

tions”.  

The good news is that each of  

the regular editions this year has  

had 12 to 14 letters (not counting  

the valuable carbon copies).  

If continued, the new trend  

will push the total number up to  

the levels experienced in the  

1980 s. very welcome develop-  

ment.  

Several letters have been held  

over to next time because of  

space and time considerations but  

there is still plenty of reading in  

this edition.
