Wage freeze condemned at  

meetings

Teachers have condemned the  

NSW Government at meetings  

held around the state for failing to  

announce funds in the State  

Budget for salaries increases and  

for failing to commence negotia-  

tions to replace the awards that  

expired on June 30.  

At the Federation meetings,  

held after school in the week com-  

mencing July 26, teachers con-  

firmed their support for the cam-  

paign for salary increases.  

They overwhelmingly decided  

to take control of part of their  

workload as from August by  

supporting resolution not to  

attend meetings held at lunchtime,  

before school or after school  

unless compensation was pro-  

vided in either time in lieu or  

money. Teachers also decided to  

refuse to attend out of school  

hours computer training courses.  

TAFE teachers also indicated  

support for their non-participation  

in computer based educational  

management systems.  

Members decided that neither  

the Premier nor the Minister for  

Education would be welcome in  

schools and colleges unless they  

came bearing in writing salaries  

offer that would allow serious  

negotiations to begin.  

Federation’s August Council  

meeting would consider further  

political and industrial action if  

the Government continued with its  

wage freeze.  

On July 30, Federation sent  

fax to all schools and colleges  

indicating the outcome of those  

meetings and providing advice as  

to implementation.  

By members read this  

article the next phase of the cam-  

paign will have already com-  

menced with the results of the  

meetings reported to Federation  

Executive and Council and the  

appropriate decisions taken. These  

decisions will have already been  

communicated to the members.

630 positions cut in TAFE bombshell

The Department of Education and  

Training has announced that due  

to TAFE budget cuts, it will pur-  

sue strategy to seek at least 630  

voluntary redundancies. This will  

include some non teaching staff.  

The State Budget, announced  

in June, cut $43 million (three per  

cent) in actual terms, or about $67  

million (five per cent) in real  

terms (based on the estimated two  

per cent inflation rate) from the  

TAFE budget.  

DET senior management made  

the announcement about the pro-  

posed redundancies at meeting  

with Federation, called at short  

notice, on July 26.  

Two draft documents relating  

to the voluntary redundancy  

process were tabled:  

Procedures for managing exist-  

ing and potentially displaced and  

excess permanent staff members  

and separating temporary staff  

members surplus to requirements  

in TAFE institutes and educa-  

tional services divisions.  

Letter to permanent staff mem-  

bers seeking expression of interest  

in voluntary redundancy.  

DET briefly reviewed the docu-  

ments, no part of which were or  

have been agreed to by  

Federation. It was stated that the  

institutes would be looking at their  

own cost structure to determine  

where to make necessary savings.  

Federation raised concern at  

the meeting over DET’s position  

that excess staff may be directed  

to take long service leave was in  

breach of an agreement with the  

Premier (disputed by DET).  

Concern over DET’s statement  

that staff seeking redeployment  

could be “obliged to accept all  

offers of employment on existing  

salary which may involve  

change in work and/or residential  

location” was also raised.  

Federation stated this would not  

fairly represent agreed policy  

regarding forced transfer and  

meaningful duties (acknowledged  

by DET).  

Federation told the Department  

the 45-minute meeting could not  

in any way be considered to be  

consultation with Federation and  

that it should not be presented  

elsewhere as being so.  

The union asked for two weeks  

to respond to the tabled docu-  

ments before any call by DET for  

expressions of interest for volun-  

tary redundancies (DET agreed to  

“take it on board”) and stated the  

voluntary redundancies budget  

should not further reduce TAFE’s  

Budget (DET believes current  

negotiations will result in separate  

Treasury funding).  

Federation also raised concern  

that Institutes may determine sep-  

arate inconsistent procedures and  

advice to members (DET agreed  

to “take on board”).  

The very next day, it became  

obvious that the Institutes were  

proceeding to call expressions of  

interest for voluntary redundan-  

cies, despite Deputy Director-  

General Terry Burke’s “I’ll take it  

on board”.  

Further developments  

Faxes have been sent to TAFE  

Federation Representatives on  

July 26, July 30 and August to  

keep members up to date on all  

developments and provide appro-  

priate advice.  

Senior Officers’ meeting was  

held at Federation on July 27 to  

plan an appropriate campaign  

response. This campaign includes  

political representations, media  

publicity and industrial action.  

On July 28 Federation lodged  

an urgent dispute in the Industrial  

Relations Commission concerning  

DET’s breach of the consultation  

requirements of the Premier’s  

memo on Managing Displaced  

Employees. At the hearing on July  

30, it was agreed there would be  

three week period of Institute  

based consultation with officials  

of the Federation and Public  

Services Association. In this  

period, Institutes were not to  

action any expressions of interest  

in voluntary redundancies, but  

DET continued to permit  

Institutes to keep previous dead-  

lines. Members were told to  

ignore expressions of interest  

deadlines and Federation subse-  

quently succeeded in having these  

extended to at least August 20 by  

the Industrial Relations  

Commission. The dispute has  

been re-listed at the Industrial  

Relations Commission for report  

back on August 20.  

The Department’s handling of  

the job cuts has been appallingly  

rushed and insensitive. Staff are  

being unnecessarily traumatised  

and enraged.  

The claim that staff not accept-  

ing voluntary redundancies may be  

forced to take long service leave  

and to change work and/or residen-  

tial location appear designed to  

panic staff into acceptance.
