TAFE strike August 31  

Federation members in  

TAFE will stop work for  

24 hours on Tuesday  

August 31 to protest  

against the cuts to TAFE.  

School sector members  

are authorised to attend  

TAFE strike meetings as  

delegates representing  

associations and school  

sites in support of their  

TAFE colleagues.  

Delegates are advised  

they are likely to be  

deemed to be on strike.  

What are they celebrating? 630 permanent jobs have been axed in TAFE  

but the PR rolls on.  

TAFE cuts damage NSW

Federation has continued to  

demand the NSW Government  

withdraw the funding cuts to  

TAFE outlined in the State  

Budget.  

The decision by the Carr  

Government to cut TAFE’s bud-  

get by $67 million in real terms  

and to scrap 630 teaching, support  

and administrative positions is  

totally unacceptable, particularly  

when TAFE NSW’s enrolments  

are expected to increase by 10,700  

this financial year.  

Federation will continue to  

oppose plans to replace permanent  

staff with part-time casuals.  

Strategies for retraining and rede-  

ployment must be implemented  

for any genuinely excess staff,  

before consideration of any redun-  

dancies.  

These cuts are part of the bud-  

get strategy of the NSW  

Government which fails to pro-  

vide adequate resources for public  

education and fails to provide  

funds for teacher salary increase  

or for the restructuring of post-  

compulsory education.  

The education share of total  

NSW Government expenditure  

had already declined from 32 per  

cent in 1974/75 to 26 per cent at  

the start of the Carr Government  

and has now been reduced in the  

latest budget to new low of 23  

per cent. This trend must be  

reversed.

Federation members can help save  

the Teachers Club by becoming  

member of the club and/or buying  

ticket in our raffle.  

Since the club’s formation in  

1958 we have had many good  

trading years and some not so  

good ones.  

The bad news is that currently  

we are experiencing the worst  

trading period in the club’s his-  

tory.  

The drawn out relocation and  

delayed opening in Mary Street,  

Surry Hills has really made our  

viability and survival real con-  

cern.  

The good news is we all  

believe we have made the right  

move, but realise there is signifi-  

cant construction going on in this  

part of Sydney and this new area  

will not be fully occupied and  

reach its full economic potential  

for another six months or so.  

In the meantime we still must  

meet our financial commitments  

and obligations and that’s proving  

difficult at this point of time.  

The best news is that you can  

help us in this tough time.  

Please become member if  

you aren’t already. Your $lO  

membership fee might not seem  

lot but when there are 200 new  

members, it becomes $2OOO for  

your club.  

We realise many people can’t  

see the value in joining as you  

might not get to use the Club for  

one reason or another so we have  

second practical way you can  

support us even if this is “one  

off’. For $lO you can enter the  

raffle for the trip for two to  

London flying Gulf Air kindly  

donated by club sponsor Allways  

Travel and Gulf Air.  

Your club has always sup-  

ported the Teachers Federation  

and other unions in their activities  

as well as providing long-term  

financial support to Stewart  

House.  

Now it’s our turn to ask for

Salaries campaign  

What will your  

next excuse be,  

Mr Aquilina?

The Government’s wage freeze is  

still in place and the Minister con-  

tinues to come up with excuses to  

put off the commencement of  

salary negotiations.  

The Minister’s first excuse was  

that he could not negotiate over  

teachers’ salaries prior to  

the state election. However, his  

Government did give an unequiv-  

ocal promise that if re-elected it  

would finalise new teachers  

salary award prior to the expiry of  

the existing award on June 30.  

After the election the Minister’s  

second excuse was he could not  

negotiate prior to the State  

Budget. The Minister knew there  

were no funds in the Budget for  

an increase in teacher salaries.  

The Minister’s third excuse was that  

there would be no negotiations or  

salaries offer until Federation signed  

off on new procedures for dealing  

with teachers experiencing difficul-  

ties and school reviews.  

Federation had indicated back  

in May that there would be no  

signing off until the  

Government’s intentions were  

made clear concerning the proce-  

dures for staffing of schools into  

2001. Federation had been negoti-  

ating new staffing agreement for  

some six months before the elec-  

tion.  

There is nothing in the 1996  

salaries settlement that suggests  

the Department of Education and  

Training’s priorities take prece-  

dence over the Federation’s. No  

progress had been made in discus-  

sions concerning the incremental  

barrier for casual teachers, which  

was also contained in the 1996  

salaries settlement.  

Essentially the Director-  

General is insisting on the finali-  

sation of political and bureau-  

cratic priorities and ignoring  

issues of basic importance to  

practising teachers such as the

Medical retirement slashed  

Recent Federal Government amendments mean that people going on  

medical retirement will only receive the unpreserved part of their ben-  

efit. This can be as little as 10 per cent of their expected entitlement.  

The changes, applying from July 1, 1999, require that superannua-  

tion pensions are not paid in full until the recipient reaches their normal  

retirement age.
