EDUCATION

JOURNAL OF THE NEW SOUTH WALES TEACHERS FEDERATION

Agreement No. PP255003 00104

Vo I. 80 0.14 November 8, 1999

Strike on November 12

by Dennis Long

Members in all workplaces are to

stop work on Friday November 12

to attend Sky Channel meetings.

The meetings will consider

response to the salaries “offer”

made by Director-General Dr Ken

Boston.

The stoppage will be for half

day in duration with Sky Channel

meetings to commence at 9am.

Dr Boston’s offer was posted

on the Department of Education

and Training’s (DET’s) website

on November 1. Federation was

not provided with copy prior to

its release.

The Senior Officers held

press conference that day which

received widespread media cover-

age.

Federation President Sue

Simpson described the offer as

“deliberately provocative”.

Federation told the media the

offer was “bad joke”.

Media statements pointed out

the disparity between the paltry

increases proposed, the current

inflation rate of 1.8 per cent and

projected rate of between two per

cent and three per cent over the

next 12 months.

fax message was sent to all

worksites on the morning of

November highlighting some of

the worst aspects of the offer.

Members have been encouraged

to read the offer and respond

accordingly. The Department has

indicated that teachers will

receive individual copies.

The Senior Officers met with

Dr Boston on November 2.

However, this followed meetings

between the Director-General and

the Primary Principals Council,

the Secondary Principals Council

and the Federation of P&Cs. None

of these organisations are party to

the award.

Federation Executive has

rejected the offer. Executive

declared that the “manner in

which the offer was made shows

the Carr Government’s continuing

contempt for the union movement

and teachers and is reminiscent of

the Kennett era in Victoria and

[Federal Minister Peter] Reith’s

approach to industrial relations”.

Citing the looming teacher

shortage, the Executive con-

demned the Government for

“ignoring an issue of significant

public concern”.

Federation again meet with

DET on November 3. The main

features of the Executive decision

were conveyed to Boston.

further meeting was set

down for November 4.

Federation will demand sig-

nificant increase in the salaries

component and the withdrawal of

those elements of the offer, which

are totally unacceptable. report

on the progress in these discus-

sions is to be made to the Sky

Channel meetings.

Federation believes the pro-

posed award constitutes serious

attack on the working conditions

of teachers, seeking to effectively

de-regulate working conditions.

The erosion of working condi-

tions proposed by the Director-

General recalls the agenda of for-

mer Education Minister Terry

Metherell except that Dr

Metherell’s proposals were

attached to significant salary

increases. Teachers overwhelm-

ingly rejected the package.

Dr Boston’s offer vindicates

Federation’s position that there

were no outstanding items from

the 1996 agreement preventing

salary offer and negotiations.

union media release indicated that

the “fact that Dr Boston has

released this offer today without

the Federation having signed off

on his two documents proves that

he could have done it months

ago”.

Federation plans to contact

ALP Members of Parliament to

learn their attitude to the offer.

Their responses are to be collated

and publicised.

All professional bans remain in

place.

Dennis Long

is the Editor. This

article is based on the work of

many Officers.

AT GLANCE

What’s wrong

with it

The offer:

• increases face-to-face teaching

and the time of attendance at

workplaces through the intro-

duction of annualised hours

• reduces job security

• provides quantum less than

the projected inflation rate

• fails to bridge the gap between

salaries in private schools cov-

ered by the Association of

Independent Schools award

• provides inferior conditions for

casual teachers in public

schools compared to private

schools

• focuses on the lowest common

denominator in salaries and

working conditions across

schools, TAFE and public ser-

vice

• extends span of hours without

compensation

• reduces leave entitlements

• removes the requirement for

agreed qualifications and thus

compromises standards

• abolishes most allowances and

freezes those remaining at the

1996 rate

• introduces annual performance

appraisal linked to pay

• abolishes executive teacher

positions and introduces dis-

credited advanced skills teacher

type allowance

Dr Boston’s researchers

member spent an

October evening as par-

ticipant in focus group.

recently attended market

research session run by Consumer

Contact at the Western Sydney

Market Research Centre. At this

session (from 5—6.30 pm), we

were provided with complemen-

tary drinks including beer and

wine as well as sandwiches.

The session was held in con-

ference room that contained

double-sided mirror. We were

told that there were three people

on the other side of this mirror

who were interested in what we

had to say.

The woman conducting the

session introduced herself and

then asked us to introduce our-

selves with the following infor-

mation: name, suburb, school and

what we teach, how long we had

continued page

HSC markers

confront the freeze

Deputy President Jennifer Leete met HSC markers at Homebush

Showground amphitheatre on November during their meal break. Over

700 markers met to endorse action to break the Carr Government’s wage

freeze.

bad joke

What is Dr Boston’s offer worth? For PP6, the annual increase from

January would be $202 or $3.88 week. For steps to 12 on the incre-

mental scale, it ranges from $1.21 to $1.85 week.
