The most important educational  

reform in over 40 years is under threat  

because of federal government that  

is openly hostile to public schools and  

the work they do. But we have come  

too far to allow this critical reform to  

be scuttled because ofideology.  

Federation will support the Aus-  

tralian Education Union Vans to  

Canberra strategy that has begun  

and which concludes with an event  

in Canberra on March 18 in the  

lead-up to the May Budget. Par-  

ticular emphasis will be placed  

on those NSW public school com-  

munities that are included in the  

itinerary and associated events.  

Members are encouraged to visit  

Federation’s website for updates.  

Federation also understands the  

importance of the Senate Select  

Committee on School Funding that  

was recently established with the  

support of the ALP and the Greens.  

Federation will encourage all public  

schools throughout NSW to develop  

short submission in support of the  

Gonski funding model and calling  

for its full implementation. simple

Why do we need to defend the  

model?  

The essential elements of the  

funding model recommended by  

the review panel chaired by David  

Gonski included an explicit School-  

ing Resources Standard for all Aus-  

tralian schools which incorporated  

six loadings that took into account  

school profiles based on socio-eco-  

nomic status, Aboriginal enrol-  

ments, English language profi-  

ciency, disability, remoteness and  

school size.  

six-year transition model was  

proposed to enable all schools to  

be lifted to the minimum resource  

standard.  

The Gonski panel recommended  

that state and Commonwealth gov-  

ernments take joint responsibility  

for the funding the model with the  

Commonwealth taking the lead  

role. The Federal Government was  

to contribute 65 per cent with the  

participating state governments  

the remaining 35 per cent. The Fed-  

eral Government was to index its  

contribution by 4.7 per cent, with  

participating state governments  

obliged to index their contribution  

by per cent.  

Under the national agreement  

reached in April 2013 between the  

NSW and Commonwealth gov-  

ernments, the following addition-  

al funding should flow into NSW  

schools during the transition years.  

However, during the 2013 fed-  

eral election campaign, the Coali-  

tion only committed to the finan-  

cial years from 2013-14 to 2016-17.  

No commitment was made for the  

final years when the bulk of the  

funding is to be delivered.  

Since gaining office the Abbott  

Government has signalled that it  

intends not only to refuse to fund  

the full transition period, but also  

to dismantle the essential architec-  

ture of the Gonski funding model.  

The Government has stated that it  

will amend the Australian Educa-  

tion Act to remove what it labels  

‘prescriptive and control’ features  

for states and territories. This es-  

sentially would allow any state and  

territory government to refuse to  

contribute its share and even allow  

state or territory government to  

cut its education budget.  

Let us remember that prior to  

signing up to Gonski, the O'Farrell  

Government designed Local  

Schools, Local Decisions to help de-  

liver the massive cuts of $1.7 billion  

to education.  

Federation remains steadfastly  

committed to the national Gonski

Curriculum review is  

red herring

The Australian Education Union  

(AEU) will make submission to  

the Review of the Australian Cur-  

riculum announced by the Federal  

Government.  

Federation, along with each state  

and territory branch of the AEU,  

will contribute to the submission.  

Federal Education Minister  

Christopher Pyne’s announce-  

ment of Review of the Australian  

Curriculum in January is clearly  

tactic to divert attention from his  

Government's failure to commit to  

fully fund the Gonski reforms.  

The review was announced  

before NSW schools have com-  

menced teaching the new sylla-  

buses in English, Mathematics,  

Science and History which incor-  

porate the Australian Curriculum.  

It is clear that the Abbott Gov-  

ernment is seeking to focus on cur-  

riculum, teachers and so-called  

principal autonomy rather than  

accept its responsibility, as the Gov-  

ernment, to ensure that all schools  

have the necessary resources to  

provide all students the quality ed-  

ucation they deserve.

and Gonski Review panel member  

Dr Ken Boston wrote in the Sydney  

Morning Herald (January 17) that "if  

there had been no Gonski Report,  

there would be no Review of the  

Australian Curriculum”. He argued  

criticisms of the content and qual-  

ity of the curriculum are aimed at  

diverting attention from “the cor-  

relation between poor student per-  

formance and aggregated social  

disadvantage”. Dr Boston noted: "At  

present it is mainly the hard work-  

ing and talented children of the  

privileged who have access to the  

very highest levels of educational  

achievement. If Gonski is imple-  

mented, such access will be avail-  

able increasingly to the similarly  

talented children of the socially  

disadvantaged. This is equality of  

opportunity, not equality of out-  

comes: differences in outcomes  

will inevitably exist between chil-  

dren but they will no longer be the  

result of factors such as poverty, re-  

ligion or sector of schooling."  

Dr Jim McMorrow's recently re-  

leased report on funding has found  

that if the Abbott Government  

fails to continue the Gonski fund-  

ing reforms beyond 2017, up to 20  

per cent of public schools will be  

operating below the Schooling Re-  

sources Standard recommended

dependent public schools” should  

be seen for what it is another at-  

tempt to divert attention from his  

government’s refusal to commit  

to fully implementing the Gonski  

school funding reforms.  

Having already tried this tactic with  

his much criticised review of the na-  

tional curriculum, Pyne now hopes  

$7O million spend on increasing school  

autonomy will shift public attention  

from the failure to pledge $2095 mil-  

lion to pay the Commonwealth’s con-  

tribution to the fifth arid sixth years of  

the NSW Gonski agreement.  

Pyne's actions underscore the  

deceit of the Coalition during last  

year's federal election campaign.  

Rather than genuine commitment  

to implementing the fairer, needs-  

based Gonski funding system, the
