Future of the  

Fishing Industry  

The world is now in the “post-war”  

period, and the problems of readjust-  

ment and reorganization which it was  

foretold this period would bring to  

society are with all nations and  

peoples. The Australian fishing in-  

dustry must face the fact that, in  

common with other industries, it has  

many difficult and deep-rooted prob-  

lems which call for solution if pro-  

gress is to be made.  

In the near future the central con-  

trol of the Commonwealth Govern-  

ment which, of war-time necessity,  

had to be exercised over the industry  

will be subject to review, and de-  

cisions which were made by the Gov-  

ernment in respect of the industry’s  

problems will, as wartime controls  

are relaxed, again be the responsibility  

of authority vested in State Govern-  

ments and of the fishing industry  

itself.  

In the past five years fishermen  

have known relative prosperity. War-  

time controls guaranteed them good  

markets for their catches, and, within  

the limits c>f possibility, these controls  

provided gear, manpower, transport  

and services in measure to meet the  

essential needs of the industry.  

What of the future?  

The apparent alternatives are to  

revert to pre-war practices and condi-  

tions or to forge ahead with organiza-  

tion.  

As the Minister for Post-War  

Reconstruction (Mr. Dedman), in an  

article in the “Newsletter” last year,  

said, “Fishermen must organize and  

plan now for the future.” If fisher-  

men desire change for the better  

they must study and know their in-  

dustry in all its phases—marketing,  

transport, secondary requirements, fish-  

ing technology and administration, and  

thus be in good position to co-  

operate with one another and the  

Commonwealth and State fisheries  

authorities for the general better-  

ment of the industry as whole.

Marketing System to be Changed  

FULL support by the New South Wales Government for the Common-  

wealth Government’s plan for the reorganisation of the fishing  

industry on co-operative basis was announced by the Acting Premier  

of New South Wales, Mr. Baddeley, early in July.  

State Cabinet’s decision was announced following full examination  

of production and marketing of fish in New South Wales by committee  

constituted for the purpose of advising the State Government on all  

aspects of the problem of extending to the fishing industry the benefits  

of State legislation relating to co-operatives.  

Members of the committee in-  

cluded representatives of the New  

South Wales United Fishermen’s  

League and State and Federal  

Fisheries officials.  

In the report made to the State  

Cabinet, the committee declared that  

it had been emphasised to the Com-  

mittee that there never had been any  

serious attempt made either by the  

fishermen themselves or by any  

authority to establish facilities such  

as might be regarded as elementary  

needs at the chief fishing centres.  

As result, the industry was in  

backward state, and called for urgent  

and effective measures for its organi-  

sation.  

Recommendations by the committee  

which State Cabinet adopted were: —  

1. That the Government encourage  

the fishermen to form co-operatives  

for the purpose of establishing fish  

depots and central distributing or-  

ganisation; and, as incidental to this  

scheme, for the purpose of—  

fa) Providing incidental services  

for the benefit of the industry  

where necessary or desirable.  

(b) Financing the purchase of fish-  

ing vessels and associated re-  

quirements.

2. hat the fishermen co-opera-  

tives be assisted as general policy  

to procure financia accommodation  

by according them the benefits of the  

Government Guarantee Act.  

3. That an advisory committee be  

constituted on similar basis to this  

committee to make recommendations  

with respect to —  

applications by fishermen co-  

operatives for Government  

guarantees;  

(b) planned scheme of fish  

depots; and  

the provision, through appro-  

priate authority, of technical  

advice and assistance for plan-  

ning the fish depots,  

It is anticipated that the State  

Government will take over the mar-  

keting of fish at Sydney in the near  

future, pending the organisation of  

central co-operative marketing or-  

ganisation under the control of  

fishermen themselves,  

Mr. Baddeley said that fishermen  

in New South Wales would gain by  

the new marketing arrangement be-  

cause co-operative organisation  

would facilitate handling and market-  

in&- The new co-operative marketing  

organisation should be able quickly

prices, Mr. Baddeley said,

Following the publication of  

Cabinet decision, representatives of  

the League executive and officials  

from State Government departments,  

together with fisheries officials, visited  

fishing centres in north N.S.W.,  

where meetings of fishermen were  

held and the Government’s policy was  

discussed.
