SPECIAL  

CONFERENCE  

Councillors met on Saturday, May 20, under the shadow of the Education  

Minister’s announcement that Federation contributions would no longer be  

deducted by the Department from July this year. Some members of Federa-  

tion had played into the Minister’s hands by urging members to request the  

Department not to deduct the increased contribution decided at the Special  

Conference on April 22. This, in fact, was the excuse the Minister used  

when announcing his decision.  

The main debate at Council centred about the contributions issue. The  

debate on the draft salaries claim had to be adjourned until the June Council  

meeting; unfinished business from 1971 was not reached at all.  

The Minister’s decision has forced second  

Special Conference on the Federation be-  

cause of the need to amend the rules of  

the Constitution to ensure that members do  

not become automatically disenfranchised on  

July 1.

Some members complained that they had not  

received sufficient notice of the agenda for  

the April 22 Special Conference. Recom-  

mendations proposed for the special con-  

ference called for June 17 are printed below  

—please read them carefully and keep this  

page and the back page for reference.  

BUSINESS  

Special Conference, June 17  

(A) Proposed Constitutional  

Amendments  

1. That Rule be amended to read:  

“RULE 8. ADMISSION TO MEMBER-  

SHIP.  

No formal application for membership in  

writing or otherwise shall be required.

(a) the amount of the annual contribution  

prescribed in Rule 11 is received by the  

General Secretary  

or  

(b) duly signed authority to have the annual  

contribution prescribed in Rule 11 deducted  

from salary is received by the General Sec-

will make the deductions and pay the  

amounts to the Federation  

or  

(c) an authorisation to bank to pay to the  

Federation on monthly, quarterly or term  

basis the amount of the annual contribution  

prescribed in Rule 11 is received by the  

General Secretary  

or  

(d) any other arrangement for payment of the  

prescribed annual contribution, in manner  

approved by the Council or Executive, is  

made with the General Secretary.”  

2. That Rule 10 be amended to read:  

“RULE 10. RESIGNATIONS.  

member wishing to resign from the  

Federation shall give one month’s notice in  

writing to the General Secretary of the Fede-  

ration. All moneys owing by any member  

so resigning shall be paid to the date of the  

expiration of such notice.  

member who cancels the authorisation  

to deduct contributions from his salary, or  

who ceases to make payments due in accor-  

dance with any arrangement made under Rule  

12 shall be deemed to have resigned fourteen  

days after the receipt by the General Secre-  

tary of notice of such cancellation or cessa-  

tion of payments, unless he indicates within  

such period of fourteen days that he intends  

to pay his contributions in the manner pre-  

scribed in Rule 12(a).”  

3. That Rule 11 be amended to read:  

“RULE 11. CONTRIBUTIONS.  

The annual rate of contributions payable by  

members shall be:  

(a) For members not otherwise provided for  

in this Rule  

(i) $32.76 until June 29, 1972;  

(ii) $42.00 from June 30, 1972;  

provided that member whose contributions  

are paid to June 29, 1972, at the rate of  

$32.76 shall be financial member for 1972  

on payment of further amount of $21.00  

and provided further that member who has  

paid the contribution of $32.76 by June 29,  

1972, shall be financial member for 1972.  

(b) For technical teachers  

(i) $34.58 until June 29, 1972;  

(ii) $43.80 from June 30, 1972;  

provided that technical teacher whose con-  

tributions are paid to June 29, 1972, at the  

rate of $34.58 shall be financial member for  

1972 on payment of further amount of  

$21.90 and provided further that technical  

teacher who has paid the contribution of  

$34.58 by June 29, 1972, shall be financial  

member for 1972.  

(c) For part-time technical teachers, who are  

not otherwise employed as teachers by the  

Department of Education or the Department  

of Technical Education, $B.OO per annum.  

(d) For members employed at casual rates of  

pay, $lO.OO per annum.  

(e) For teachers employed in evening colleges  

who are not otherwise employed as teachers  

by the Department of Education or the  

Department of Technical Education, $B.OO  

per annum.  

(f) For Associate members under Rule 6(iv)  

(a), $0.20 per annum.  

(g) For Associate members under Rule  

6(iv) (b), $0.20 per annum.
