June 17 Special Conference  

FIGHTING FUND OUT  

The June 17 Special Conference,  

forced on Federation by the Askin-  

Cutler’s government’s refusal to allow  

the Department to deduct Federation  

contributions from Teachers’ salaries  

after July 1, was even more heavily  

attended than the April 22 Special  

Conference.  

Nearly 700 delegates packed the  

auditorium and many were forced to sit  

on the aisle steps despite the extra  

seating provided.  

The April 22 decisions to increase fees to  

nearly $5O and to institute fighting fund  

had obviously stirred interest and discussion  

throughout the State and this was reflected  

in the executive recommendation to the  

Special Conference on these issues.  

President’s Report  

The Federation’s President, Len Childs,  

opened the main business of the conference  

with his report. He broke with previous  

tradition and gave short, succinct report  

to the conference, compressed within fifteen  

minutes.  

Two points he raised with special emphasis.  

One was the petition circulated among  

teachers concerning the fighting fund and the  

other was the legal opinion given by Mr. N.  

Wran, Q.C., on implementing the fighting  

fund.  

Petition  

The president remarked that 8,000 teachers  

had signed the petition and teacher response  

to the petition had been one of the causes  

contributing to executives’ reconsideration of  

the fighting fund issue.  

The petition however did not specifically  

call for the withdrawal of the fund. The exact  

wording is:  

"To preserve strong, united Federation  

capable of defending and furthering the  

interests of teachers, particularly on salaries  

and working conditions, we the undersigned  

teachers request you to take all necessary  

steps to make contributions to the fighting  

fund voluntary.’’  

The key word is the last word in the  

statement.  

Legal Opinion  

The Legal Opinion to which the president  

referred, covering five foolscap pages, was  

duplicated and distributed to all delegates.  

Excerpts from the Opinion, indicating its  

basic points are printed below.  

“I am instructed that there is the possibility  

of stoppages of work by members of the  

Federation and that the Federation is  

considering the payment of strike pay to  

members affected whilst the stoppages con-  

tinue and that the source of any such  

payments shall be the ‘Fighting Fund’  

established in accordance with the resolutions  

of the special conference.  

“I am asked to advise whether the Trustees  

and/or officers of the Union are empowered  

to make such payments.  

“In my opinion, the Trustees and/or  

officers of the Union are not so empowered.”  

“Rule 7, Condition of Membership,  

provides:—

New Education Minister  

Mr. Willis resides at Bardwell Park in his  

electorate. He is married, with one married  

son, daughter who is at University and  

another son at secondary school. He was  

born on January 15, 1922, at Murwillum-  

bah, N.S.W., the son of butter factory  

employee. He was educated at Muwillumbah  

High School and the University of Sydney,  

graduating as B.A. with Honours in  

Geography and Modern History.  

He then served 4$ years in the 2nd A.I.F.  

in Australia, New Guinea and the Philippines.  

In the post-war period he served nine years  

in the C.M.F., retiring with rank of Major  

in the Australian Intelligence Corps.

H,s first .civilian occupation was as  

a, epartme of ?° ‘- war  

Canberra. From 1947 to  

1950 he was research officer with the  

Cumberland County Council, Sydney. From  

1955 to 1965 he was the part-time Secretary  

of the Fibrous Plaster Association of New  

South Wales, trade association concerned  

with promoting that industry.  

 

Political Career  

After flirting with Labor politics in student  

days, he joined the newly-formed Liberal  

Party in 1945 and in the 1949 Federal  

elections was endorsed as Liberal candidate  

for the blue-ribbon Labor seat of Lang,  

In 1950 he was endorsed by the Liberal  

Part for the newly-created State seat of  

Earlwood and won it to become, at the age  

of 28 the then “baby” of the Legislative  

Assembly. He has represented Earlwood  

ever since i- the onl person ever to  

represent that electorate.  

He was elected the Deputy Leader of  

the N.S.W. Parliamentary Liberal Party in  

1959 (when Mr. Askin became Leader)  

and has held that position ever since. He  

was thus Deputy Leader of the Opposition  

1959 65 and since the 1965 ded has  

been the third ranking Cabinet Minister-  

after Mr kin nd Mr Cutler, Leader of  

From May, 1965 until March, 1971 he  

was the Minister for Labour and Industry,  

Chief Secretary and Minister for Tourism,  

In the Cabinet reshuffle following the 1971  

elections he relinquished Labour and Industry  

but acquired the new portfolio of Sport.  

 

In further Cabinet reshuffle on June 16,  

1972, he was appointed Minister for Edu-  

cation and Science. ■
