SECRETARIAL TEACHERS  

TAKE STRIKE ACTION

SECRETARIAL STUDIES:  

CLASS SIZE DISPUTE  

Secretarial Studies teachers in TAFE have for  

decades argued over the class sizes for its  

subjects of typewriting and shorthand. The  

overwhelming majority of teachers agree that these  

are practical subjects and should have maximum  

class size of 15. However, the Department of TAFE  

has historically discriminated against this predom-  

inantly female school and maintained class size  

ratio of 30:1.  

BACKGROUND TO DISPUTE  

In TAFE, the Student/Teacher Ratio Commit-  

tee recommends to the Director General the  

appropriate class size for course. It was significant  

step forward for the School of Secretarial Studies  

when this Committee in 1985 recognised ‘in  

principle’ that typewriting and shorthand should  

be treated as practical class, i.e. class size of  

15. This meant that over time, class sizes would  

be reduced.  

In July 1986, this Committee recommended that  

the subject Data Entry Typewriting should be  

15:1. The Acting Director General signed the  

implementation for the introduction of the  

practical class size of 15 from beginning of 1987.  

This decision was welcomed, and viewed by all,  

as major step forward in reversing the discrim-  

ination. It appeared to be good indicator of the  

Department’s preparedness to implement its ‘in  

principle’ decision.  

15:1 RESCINDED  

On February 5, 1987, the Department cancelled  

the implementation of the 15:1 class size. It was  

not surprising that Secretarial Studies Teachers  

reacted angrily to this decison.  

In discussion with the Director General as to  

why the decision was rescinded, it became clear  

that the Department had made no allowance for  

the resources necessary to implement the decision.  

STOPWORK MEETINGS  

In response to the Department’s action, stop-  

work meetings were held throughout the State on  

the morning of Wednesday, February 18, 1987.  

large majority of full time teachers of Secretarial  

Studies attended these meetings. They resolved to  

give the Department of TAFE one week to reinstate  

the class size ratio of 15:1.  

Further stopwork meetings will be held on  

Thursday, February 26, 1987 to hear reports on  

the progress of negotiation and decide on the  

course of further industrial action to be undertaken  

if negotiations have not been successful.
