Fix this textSecretarial Studies teachers in TAFE have for
Fix this textdecades argued over the class sizes for its
Fix this textsubjects of typewriting and shorthand. The
Fix this textoverwhelming majority of teachers agree that these
Fix this textare practical subjects and should have a maximum
Fix this textclass size of 15. However, the Department of TAFE
Fix this texthas historically discriminated against this predom-
Fix this textinantly female school and maintained a class size
Fix this textratio of 30:1.
Fix this textBACKGROUND TO DISPUTE
Fix this textIn TAFE, the Student/Teacher Ratio Commit-
Fix this texttee recommends to the Director General the
Fix this textappropriate class size for a course. It was significant
Fix this textstep forward for the School of Secretarial Studies
Fix this textwhen this Committee in 1985 recognised ‘in
Fix this textprinciple’ that typewriting and shorthand should
Fix this textbe treated as a practical class, i.e. class size of
Fix this text15. This meant that over time, class sizes would
Fix this textbe reduced.
Fix this textIn July 1986, this Committee recommended that
Fix this textthe subject Data Entry Typewriting should be
Fix this text15:1. The Acting Director General signed the
Fix this textimplementation for the introduction of the
Fix this textpractical class size of 15 from beginning of 1987.
Fix this textThis decision was welcomed, and viewed by all,
Fix this textas a major step forward in reversing the discrim-
Fix this textination. It appeared to be a good indicator of the
Fix this textDepartment’s preparedness to implement its ‘in
Fix this textprinciple’ decision.

Fix this textOn February 5, 1987, the Department cancelled
Fix this textthe implementation of the 15:1 class size. It was
Fix this textnot surprising that Secretarial Studies Teachers
Fix this textreacted angrily to this decison.
Fix this textIn discussion with the Director General as to
Fix this textwhy the decision was rescinded, it became clear
Fix this textthat the Department had made no allowance for
Fix this textthe resources necessary to implement the decision.
Fix this textSTOPWORK MEETINGS
Fix this textIn response to the Department’s action, stop-
Fix this textwork meetings were held throughout the State on
Fix this textthe morning of Wednesday, February 18, 1987.
Fix this textA large majority of full time teachers of Secretarial
Fix this textStudies attended these meetings. They resolved to
Fix this textgive the Department of TAFE one week to reinstate
Fix this textthe class size ratio of 15:1.
Fix this textFurther stopwork meetings will be held on
Fix this textThursday, February 26, 1987 to hear reports on
Fix this textthe progress of negotiation and decide on the
Fix this textcourse of further industrial action to be undertaken
Fix this textif negotiations have not been successful.
