Almost 300 delegates from all over NSW prim-  

ary/infants schools attended “Delegates Day”  

on “Relief from face-to-face teaching” on  

Wednesday May 27, 1987.  

They were on strike for the day, representing their  

colleagues and their schools. The meeting was to make  

recommendation on the future of the industrial  

campaign for hours release from face-to-face teaching.  

The delegates had their days pay made up by their  

teaching colleagues and their expenses paid by the  

Federation and/or their local association. The meeting  

heard reports from Jennie George, President of the  

NSWTF and John Hennessy, Assistant General Secre-  

tary (Campaigns).  

Ms George reported on the history of the campaign  

and detailed the Federations industrial campaign since  

1978. This campaign has seen teachers involved in  

strikes, rearrangement of lesson routines and rearrange-  

ment of daily time-tables. The President told of how the  

1983 Annual Conference receiving an undertaking  

subsequently confirmed in writing that by 1987 all  

primary/infants teachers would receive hours release  

from face-to-face teaching, and how it appeared that the  

Federation had won very significant educational  

betterment.  

The Government did not keep its promise, and in face  

by 1987 something less than half the teachers working  

in primary/infants education had been given hours  

relief from face-to-face teaching per week. 1987 saw the  

rest get 12 hours per year. This is approximately 17  

minutes per week per teacher. This decision made in  

December 1986 divided the primary/infants teaching  

service into the haves and the have nots.
