Fix this textThe first conference of the N.S.W. Teachers' Federation
Fix this textwas held on December 16, 17 and 18, 1919. On these

Fix this textfirmly united than at any time since the

Fix this textmeet as a group discontented with the pro-
Fix this textvisions that are made for education in our
Fix this textschools and determined to press on to the
Fix this textutmost of their influence in order to ensure
Fix this textthat adequate schools are provided, that these
Fix this textschools are properly staffed and that the
Fix this textchildren of this community are properly
Fix this texttaught.
Fix this textThe teachers of New South Wales are
Fix this textunited because they have faced and assessed
Fix this textthe difficulties which restrict them in their
Fix this textwork of developing the mental and physical
Fix this textabilities of the children in the schools. They
Fix this texthave, for the time at least, forgotten individual
Fix this textdifferences of opinion and joined together in
Fix this textorder to impress upon the Government and
Fix this textupon educational administrators, the urgency
Fix this textof the need for modern society to provide an
Fix this textadequate, well-staffed and properly-equipped
Fix this texteducation system.
Fix this textWhen Conference assembled in December
Fix this text1967, the Conference topic was “The Work-
Fix this texting Conditions of Teachers”. Prepared by the
Fix this textBarrier Association, the resolution presented
Fix this textto the 49th Conference was discussed at
Fix this textlength and throughout the debate the strength
Fix this textof the feeling of teachers became increasingly
Fix this textapparent.
Fix this textA large number of amendments was sub-
Fix this textmitted and finally a committee was established
Fix this textby Conference to prepare a consolidated pro-
Fix this textposal. The standards set for class sizes are
Fix this textworth reviewing as delegates prepare them-
Fix this textselves for the debates in which they will take
Fix this textpart this year.
Fix this textLast year’s resolutions said in part “that
Fix this textthe following maxima should determine the
Fix this textsizes of classes in the schools:
Fix this text• No class should exceed 37 pupils.
Fix this text• No fourth, fifth or sixth form secondary
Fix this textclass should exceed 26 pupils.
Fix this text• No primary or junior secondary composite
Fix this textclass should exceed 30 pupils; no composite
Fix this textfourth form, fifth form or sixth form
Fix this textsecondary class should exceed 18 (a com-
Fix this textposite class consisting of different levels in
Fix this textthe same form).
Fix this text• No class in any form should be combined
Fix this textwith a class in another form.
Fix this text• No practical classes in primary or second-
Fix this textary schools should exceed 24.
Fix this text• No technical college theory class should
Fix this textexceed 36, and no practical class should
Fix this textexceed 12.

Fix this text1968. A Government that is apparently more
Fix this textconcerned with the needs of private schools than those
Fix this textof the State schools has failed to continue to reduce class
Fix this textsizes. Indeed, teachers in some areas have seen class
Fix this textsizes generally increase.
Fix this textfor classes left unattended because of the ab-
Fix this textsence of a colleague. And finally teachers
Fix this textthroughout the State refrained from duty for
Fix this textone day to register their active protest against
Fix this textthe ineptitude and lack of sympathy of the
Fix this textPublic Service Board complacent in the belief
Fix this textthat teachers would not do this horrible thing,
Fix this textand of politicians concerned above all things
Fix this textwith the winning of votes at elections.
Fix this textIt will be the responsibility of delegates to
Fix this textthe 50th Conference to determine policy for
Fix this textthe N.S.W. Teachers’ Federation for the
Fix this textensuing twelve months. Once again, the topic
Fix this textis concerned with the working conditions of
Fix this textteachers. Once again, teachers are concerned
Fix this textbecause they are forced to recognise the fact
Fix this textthat they are no longer able to teach as
Fix this textefficiently as they ought in order to maintain
Fix this textthe educational standards that are required in
Fix this textmodern society.
Fix this textCONCERNED as they are with the well-
Fix this textbeing of pupils, teachers are also forced
Fix this textby the strength of economic pressures to
Fix this textbe conscious of their own personal problems.
Fix this textDuring 1969 the salaries agreement will expire
Fix this textand it will be necessary to negotiate new salary
Fix this textstandards for the teaching service.
Fix this textAn unhappy record exists of the attitude of
Fix this textthe Public Service Board towards teachers’
Fix this textsalaries. Extension of the metal trades award
Fix this texthas been stubbornly refused and subsequently
Fix this textthe decision of the Commonwealth Concilia-
Fix this texttion Commission raising salaries by $1.35 per
Fix this textweek was influenced by the fact that so many
Fix this textsections of the community received a flow-on
Fix this textfrom the metal trades award.
Fix this textAmong the decisions to be made by Con-
Fix this textference will be the approval or the amend-
Fix this textment of the salaries claim that has been pre-
Fix this textpared by the Salaries Panel and endorsed by
Fix this textCouncil.
Fix this textNo disgrace exists in the fact that teachers
Fix this textor any other group of people at one time or
Fix this textanother ask for increases in their wages.
Fix this textThe fact is, of course, that as an economy
Fix this textexpands and increases its wealth, so those who
Fix this textmake some contribution to that increase and
Fix this textexpansion are entitled to some additional
Fix this textreward for their labours.

Fix this textD. A. Taylor, a past president who played a
Fix this textprominent part during his years in the teach-
Fix this texting service as a member of the Teachers’
Fix this textFederation. Delegates no doubt will welcome

Fix this textof hearing him speak on the problems past
Fix this textand present which concern the Teachers’
Fix this textFederation.
Fix this textBECAUSE THESE STANDARDS have not been met,
Fix this textit is not surprising that the class sizes sought in

Fix this textsought for 1968. The only major change asks that tech-
