TO FEDERATION'S  

POLICY QUESTIONS  

Dear Mr. Taylor,  

refer to your letter, of August 25, 1978, seeking statement of the Govern-  

ment’s policy in respect of the six issues mentioned below and the timetable for  

implementing our policies.  

1. Quality of Education  

FEDERATION REQUEST  

Will you improve the quality of education by providing 20% release trom  

face-to-face teaching for infants/primary teachers and reduce teaching loads  

of secondary teachers to 25 periods?  

ANSWER ....  

• Improvement in face-to-face release tim6 is supported in principle  

• Implementation depends on the availability of finance  

• Primary teachers will be given priority.  

2. Superannuation Reform  

FEDERATION REQUEST  

(i) Will you introduce full reversionary benefits for women, as promised by  

all parties in 1976?  

(ii) Will you introduce age 55 retirement for men?  

ANSWER ....  

(i) Our government will take steps progressively to remove discrimination  

between men and women in the provision of family benefits. As an  

interim measure the Government intends to provide family benefits for  

children and dependent widowers of women contributors in the event of  

their death. The provisions in respect of children will be the same as  

apply in the case of deceased male contributors and will cover all cases  

of need, costs being met by the Government or statutory employer.  

(ii) An examination of this matter has shown that the provision of this benefit  

for Government employees at this stage would place too great burden  

on the community generally. The Government proposes to consider and  

to consult the appropriate organizations aS to other possible options and  

alternatives.  

3. Teacher Unemployment  

FEDERATION REQUEST  

How will your government reduce teacher unemployment?  

ANSWER  

By pursuing, within its financial means, balanced program that allows  

reduction of class sizes and the expansion of special services.  

4. Education Commission  

FEDERATION REQUEST  

Will you legislate for an education commission in line with federation policy?  

ANSWER  

Legislation to establish an education commission will be introduced, after full  

consideration of views expressed by all interested parties.  

5. Four-Term Year  

FEDERATION REQUEST  

Will you introduce four-term year?  

ANSWER  

This will be determined in the light of an examination now under way. The  

overall quality of education to be provided would be major factor in reaching  

decision.  

6. Class Sizes  

FEDERATION REQUEST  

Will your party act to reduce class sizes in New South Wales to maximum of  

30 in infants, primary and junior secondary and to 25 in senior secondary by  

1980 as promised by the present Government prior to the 1976 election?  

ANSWER  

The Government has made steady progress in the reduction of class sizes since  

1976.  

Primary Schools  

As the minister announced on September 13, the maximum pupil-teacher  

ratio in schools will be reduced to range from 27:1 (in one-teacher schools)  

to 32:1 and to 25:1 (in one-teacher schools) to 30:1 in disadvantaged  

schools.  

Secondary Schools  

Since coming to government we have reduced class sizes as follows:  

Years and 8, 38 to 32; Year 9, 38 to 35; Year 10, 35 to 33.  

For disadvantaged schools the Scott Committee class size targets of 30  

for Years 7to 10 have been achieved. Year 12 classes are already at  

the level recommended by the Scott Committee.  

Further betterments in secondary school staffing are proposed.  

The matter of class sizes will continue to have very high priority.

POLICY QUESTIONS  

Dear Mr. Taylor,  

attach the replies to the questions which you raised in your letter of  

August 25.  

1. QUALITY OF EDUCATION  

Infants and primary teachers should be given equal status and remuneration  

with secondary teachers and there should be emphasis on training and equipping  

teachers in special areas to support primary and infants teachers.  

2. SUPERANNUATION REFORM  

• Yes-  

• We regret to say that in accordance with the advice already tendered to the  

Government the community is unable to bear the cost until such time as  

some other method is devised. We would welcome any further proposals  

your federation might have for adequate funding of such scheme.  

3. TEACHER UNEMPLOYMENT  

The Liberal Party Government will employ more teachers. We accepted 2,000  

more teachers than we could find permanent positions for and this we did  

because we believed we had commitment to these teachers, and secondly we  

have declared thorough policy which has been available for several months  

that we are determined to increase the number of special and support teachers  

and have declared our intention to place fulltime career teachers in every high  

school.  

4. EDUCATION COMMISSION  

No.  

5. TERM YEAR  

We are quite willing to enter into discussions with various departments and  

sections of the community to see if this proposal can or should be implemented.  

6. CLASS SIZES  

We committed the Liberal/Country Party Government in 1975 to class size  

reduction program and that has remained unaltered.
