“No class need exceed 30”  

The Minister for Educa-  

tion, Dr. Metherell, con-  

stantly emphasised this  

aspect of the Department’s staf-  

fing formula at the many public  

meetings which he attended and  

in interviews with the media. In  

fact the Sunday Telegraph (July  

17, 1988) quoted him as saying.  

“The maximum class sizes will  

remain the same 30 students  

in Primary and Junior Secon-  

dary school and 25 in Years 11  

and 12.”  

The clear implication is that  

where classes exceed 30 the  

“blame” lies directly with the  

school and its method of  

organisation.  

Changes to staffing formulas  

for 1989 will put great pressure  

on schools to form groups over  

30 in order to avoid education-  

ally undesirable class groups.  

This will be so particularly in  

Infants/Primary schools which  

will be staffed on total enrol-  

ments (K-6) instead of Infants  

and Primary separately (where  

two departments existed). In  

order to avoid unwieldy compo-  

site classes principals and  

teachers will be tempted to form  

and accept classes in excess of  

30. There has always been pres-  

sure to accept larger class sizes  

to avoid educationally unsound  

groupings or in order to com-  

pensate classes which may have  

particular problems.  

Staff losses increase pressure  

Under the current formula it  

is nonsense to maintain that “no  

class need exceed 30” without  

providing for staffing supple-  

ments to overcome particular  

problems. It is even more rid-  

iculous to assert that “maxi-  

mum” class sizes will remain the  

same when the Minister has  

removed over 2,000 teaching  

positions.  

Why then is the Federation,  

directing members not to form  

or accept class sizes over 30? In  

October 1988 the Federation  

Council resolved to “file claim  

to the Industrial Commission for  

an Award on Class Sizes, as well  

as an award to cover all existing  

working conditions for teachers)  

in schools and colleges.’’Very  

few conditions for teachers are  

covered by “Awards” set by  

Industrial Courts. There are  

many reasons why this is so, but  

in brief,  

i) the Federation did not have  

access to the Industrial Commis-  

sion on matters other than  

salaries until 1976 and  

ii) generally when agreements  

have been reached (sometimes  

after campaigns waged by the  

members including industrial  

action) the employing authori-  

ties have stuck by these  

agreements.
