AFTER DECARDES OF  

CAMPAIGNING  

RELEASE TIME FOR INFANTS/  

PRIMARY TEACHERS  

Discussions have how been held with the Department to implement the provision of two  

hours release time for all teachers in Class and schools (see article by Greg Smith page  

and 3).  

The Department of Education has indicated that it will put out an information sheet but the  

points opposite should be carefully noted by members.  

This will be extended to all infants/primary classroom teachers over the next three years. It  

is most important that the release time be implemented in the best interests of all members.

1. Release time for all teachers:  

The agreement on release time  

is that classroom teachers will  

each receive two hours release  

time per week. This is not to  

be used to give relief for  

members in promotions posi-  

tions at the expense of the  

classroom teacher.  

2. Professional rights:  

Teachers should keep in mina  

that they have the job of deciding  

the best method of using their  

two hours release time-.  

Members should not accept  

additional administrative respon-  

sibilities or be directed in how  

they are to implement release  

time. They should use it in the  

best method according to their  

own professional judgement.  

In some one-teacher schools  

it may be necessary to aggregate  

release time in order to build  

up one day’s release. This will  

only occur because of isolation  

and in the main members should  

receive two hours release per  

week.  

3. Rights of release teachers:  

It should be kept in mind  

that release teachers be viewed  

as part of the staff and should  

be involved in decision-making.  

The system will only work if  

there is full member co-  

operation and participation in  

decision-making. Release  

teachers should not be seen as  

casual teachers coming in to  

be given the “odds and sods”.  

Release teachers are also Fed-  

eration members and have the  

right to protection within their  

job.  

4. District Inspectors  

Whilst District Inspectors will  

visit schools to discuss the  

implementation of release time  

members should keep in mind  

that the decision on release time  

is in their hands. District Inspec-  

tors may give advice and make  

suggestions as to the best means  

of implementing release time  

but the final decision should  

rest with the teacher and staff.  

If members have any concern  

that there is undue interference,  

please contact your organiser.  

5. Continuing discussions:  

The Department has agreed  

to have continuing discussions  

to iron out any problems asso-  

ciated with implementing the  

release time agreement. The  

Department has indicated that  

they are anxious for the system  

to work and problems that any  

members may have should be  

raised with the area organiser  

so that they can be taken up  

with the Department.
