Fix this textFederation Council on CRISIS!
Fix this textCall
Fix this textfor
Fix this textMinister^
Fix this textresignation!
Fix this textFACING WHAT FUTURE?
Fix this textThe efforts of Federation to publicise
Fix this textthe staffing crisis in New South Wales in
Fix this text1972, reported in the July 7,1971, issue
Fix this textof Education , have borne some fruit.
Fix this textWhen that issue went to press the Minister
Fix this texthad agreed to meet the three senior officers
Fix this textof the Federation and the general secretary,
Fix this texton Tuesday, July 1, to discuss the staffing
Fix this textcrisis and ways in which it could be over-
Fix this textcome. This was the first occasion since
Fix this textOctober last year that the Minister has
Fix this textallowed a deputation from Federation.
Fix this textMinister’s Announcement
Fix this textOn staffing the Minister said:
Fix this text| Cabinet had approved of the setting up
Fix this textof an enquiry to establish the reasons for
Fix this textresignations of teachers and dropouts among
Fix this textteacher trainees.
Fix this textg Stage 111 of the ancillary staff plan will
Fix this textbe implemented immediately, commencing
Fix this textwith the secondary schools and then pro-
Fix this textceeding to the primary schools.
Fix this text| The request has been made to the
Fix this textTreasury for additional officers to go to
Fix this textthe United Kingdom in connection with the
Fix this textrecruiting campaign and more attention
Fix this textwould be given to Scotland and Northern
Fix this textIreland.
Fix this text■ There will be an extension of the crash
Fix this textcourses for graduates and they will take all
Fix this textsuitable applicants. He will look at the
Fix this textquestion of taking into these courses appli-
Fix this textcants who are not Australian citizens.
Fix this textB The employment of superannuated
Fix this textteachers who had not reached the age of
Fix this text65 had been discussed with Cabinet and is
Fix this textbeing looked at by Mr. Maddison, Minister
Fix this textof Justice as a matter of policy.
Fix this text■ They will take up the question of the
Fix this textearly release of the report of the Working
Fix this textParty on Inspections.
Fix this text■ He will talk with the Minister for
Fix this textHousing and Minister for De-centralisation
Fix this textto see if a special allocation of houses for
Fix this textteachers could be made in country areas as
Fix this textare made when new industry is established
Fix this textand will also raise this in relation to certain
Fix this textouter metropolitan areas, such as Green
Fix this textValley and Mount Druitt.
Fix this text| He will look at the question of the pay-
Fix this textment of return fares to Australian teachers
Fix this textoverseas as a possible short term solution.
Fix this text| He is not prepared to make any recom-
Fix this textmendation to Cabinet for teachers to be
Fix this textreleased from national service.
Fix this textOn teacher education, the Minister said:
Fix this text“A minute has gone to Cabinet requesting
Fix this textthat teachers’ colleges be declared Colleges
Fix this textof Advanced Education. This would involve
Fix this textall teachers’ colleges being declared C.A.E.’s
Fix this textas from a certain date with the retention
Fix this textof their present staff. However, the neces-
Fix this textsary administrative procedures would be
Fix this textimplemented over a period of time. As a
Fix this textC.A.E. the colleges would grant terminal
Fix this textawards which would be acceptable through-
Fix this textout Australia.”
Fix this textMinister’s News Release
Fix this textIn his news release on the same day however
Fix this textthe Minister placed the main emphasis for
Fix this textthe crisis on the wastage at teachers’
Fix this textcolleges.
Fix this textHe said: “In its six years of office the
Fix this textGovernment has extended the period of
Fix this textteacher training, expanded the total teaching
Fix this textstrength by more than 36 per cent, and has
Fix this textalmost doubled the number of teacher train-
Fix this texting scholarships.
Fix this text“Despite this concentration on teacher
Fix this texttiaining, wastage of students has accelerated
Fix this textto such an extent as to make it extremely
Fix this textdifficult for the Education Department to
Fix this textplan effectively.
Fix this text“I am strongly of the opinion under these
Fix this textcircumstances that the widest possible review
Fix this textof the system should be undertaken.
Fix this text“It will consider methods of selection, pro-
Fix this textgress within courses, attitudes to teaching,
Fix this textadequacy of existing courses and proposals
Fix this textfor new courses in teacher education.
Fix this text“I will ensure that the enquiry will com-
Fix this textmence with the minimum possible delay.”
Fix this textMany of the points discussed with the
Fix this textFederation deputation were not mentioned
Fix this textat all.
Fix this textDirector-General Confers
Fix this textThe deputation with the Minister was fol-
Fix this textlowed by a conference between Federation,
Fix this textthe Public Service Board and the Director-
Fix this textGeneral. The attitude of the Department to
Fix this textthe Federation can be gauged from the fact
Fix this textthat the press were given the Director-
Fix this textGeneral’s statement before Federation. His
Fix this textstatement was also misleading, suggesting that
Fix this textFederation was a willing party to decisions
Fix this textcontrary to Federation policy.
Fix this textDepartment’s Decision
Fix this textThe Director-General stated: Resulting from
Fix this textconferences between the Director-General of
Fix this textEducation, the Public Service Board and the
Fix this textN.S.W. Teachers’ Federation, the staffing of
Fix this textschools for 1972 is being planned on the
Fix this textfollowing basis:
Fix this text(1) The patterns of elective subjects avail-
Fix this textable to pupils who will enter Forms II and
Fix this textV in 1972 will be rationalised. Pupils who
Fix this textseek to study an elective which is not avail-
Fix this textable at their own school will be given every
Fix this textpossible assistance to pursue studies of
Fix this texttheir choice.
Fix this text(2) School sport will cease to be a com-
Fix this textpulsory part of the curriculum, but may be
Fix this textoffered by individual schools as an optional
Fix this textextra activity, still within the normal school
Fix this textweek.
Fix this text(3) Assistant teachers will be relieved of
Fix this textthree periods previously devoted to the
Fix this textteaching and supervision of sport, but instead
Fix this textwill be allocated an extra two periods for
Fix this textclassroom teaching.
Fix this text“These changes are proposed to enable
Fix this textschools to offer a full programme of teach-
Fix this texting in 1972,” Mr. Verco said. “They are
Fix this textbeing taken in conjunction with the stepped-
Fix this textup overseas recruitment activity, the results
Fix this textof which recently have been encouraging.
Fix this textOther measures which are being taken in-
Fix this textclude the employment of more than 1000
Fix this textadditional ancillary staff and an augmented
Fix this textprogramme of teacher education for
Fix this textgraduates wishing to become teachers.
Fix this text“The hours of duty of teachers will not
Fix this textbe increased.
Fix this text“The Government has provided funds in
Fix this textexcess of $3 million for payment of fees to
Fix this textteachers who teach and supervise sport.
Fix this text“Every effort is being made to ensure
Fix this textadequate educational opportunity for all
Fix this textsecondary pupils in the coming year, but
Fix this textthe necessity to adopt these measures has
Fix this textbecome unavoidable, having regard to the
Fix this textshort-fall of teachers expected in 1972.”
Fix this textThe Director-General’s statement proved
Fix this textthat the Department had completely lost
Fix this textcontrol of the organisation of secondary
Fix this texteducation in New South Wales for 1972. The
Fix this text“temporary” measures for 1971 pale into
Fix this textinsignificance alongside these further inroads
Fix this textinto education.

Fix this textExecutive Meets
Fix this textFederation Executive spent the bulk of its
Fix this textmeeting on Tuesday, July 6, discussing the
Fix this textDirector-General’s solutions. Strike action
Fix this textwas considered, but deferred while schools
Fix this textwere canvassed on their views. Every high
Fix this textschool and central school in the State was
Fix this textcontacted by telegram and their decisions
Fix this textwere considered at the adjourned Executive
Fix this textmeeting on Friday, July 9.
Fix this textOver 75% of school staffs had replied by
Fix this textFriday evening. These replies showed an
Fix this textoverwhelming rejection of the abolition of
Fix this textcompulsory sport: the two extra teaching
Fix this textperiods in lieu of sport were also soundly
Fix this textrejected.
Fix this textHowever, many replies requested more
Fix this texttime and information before approving strike
Fix this textaction. Although a majority of replies
Fix this textfavoured strike action Executive deferred
Fix this textrecommendation of this extreme step until
Fix this textthe Department’s decisions were further
Fix this textconsidered by members.
Fix this textCouncil meets
Fix this textOn Saturday, July 10, Federation Council
Fix this textmet to consider the recommendations from
Fix this textExecutive and passed two resolutions on the
Fix this textstaffing crisis.
Fix this textPublicity Fund
Fix this textThe first resolution directed Federation to
Fix this textset up a publicity and action fund of $lOO,OOO
Fix this textand reads as follows:
Fix this text(a) That $lOO,OOO be allocated for a pub-
Fix this textlicity and action fund and that of this
Fix this text$lOO,OOO one fifth of the amount at least
Fix this textbe allocated to local Associations and
Fix this textschools, particularly in country areas, to
Fix this textprotest at the:- 1 —
Fix this text1. Failure of the Commonwealth Government
Fix this textto provide a greater percentage of the Gross
Fix this textNational Product to Education, comparable
Fix this textto other affluent countries viz. Canada,
Fix this textSweden.
Fix this text2. Failure of the State Government to
Fix this textestablish an Education Commission as pro-
Fix this textmised.
Fix this text3. Failure to implement its ancillary staffing
Fix this textprogramme for primary schools and set up
Fix this textthe promised enquiry into the further ancil-
Fix this textlary staff required.
Fix this text4. Failure to develop ancillary services in
Fix this texttechnical colleges in accordance with pre-
Fix this textsent day needs.
Fix this text5. Failure to provide for a reduction in class
Fix this textsizes for primary and secondary schools and
Fix this texttechnical colleges.
