Introduction

Scope and Contents

This collection comprises papers spanning the early years and working career of Dr Lowitja O'Donoghue AC CBE DSG, advocate for Australian First Nations people. Much of the collection relates to Dr O'Donoghue's senior roles as chair of Aboriginal Hostels, chair of the Aboriginal Development Commission and of the Aboriginal and Torres Strait Islander Commission (ATSIC). There are reports, papers and correspondence relating to Dr O'Donoghue's extensive and varied involvement in associations and movements for Indigenous health welfare and human rights. There are also biographical papers, photographs, published books and articles, notebooks and diary schedules, loose transcripts and a boxed 3-volume collection of speeches. Also included are commemorative and personal objects from Dr O'Donoghue, such as torches and tracksuits from the Olympics and ParaOlympics, her wedding dress and decorations, as well as plaques of appreciation, honours and awards.

First Nation community names

Throughout the description of the Papers of Lowitja O'Donoghue; the National Library has used AustLang when referencing First Nation communities. This series is comprised of material relating to biographical and personal information of Professor Lowitja O'Donoghue. Many of the documents relate to O'Donoghue's roles as chair of Aboriginal Hostels, chair of Aboriginal Development Commission and the Aboriginal and Torres Strait Islander Commission (ATSIC); and her work as public servant for both the federal government of Australia and state government of South Australia. Including curricula vitae, correspondence, short biographies and newspaper clippings. The newspaper clippings cover a variety of topics in relation to O'Donoghue's career and advocacy; including speculation surrounding who Paul Keating would appoint as the next Governor General of Australia following The Honourable William George Hayden's retirement. This series also includes personal documents relating to O'Donoghue including her passports, school reports and correspondence regarding obtaining a birth certificate.

This series is comprised mainly of Professor Lowitja O'Donoghue's notebooks and diary schedules. The notebooks include informal notes that O'Donoghue took during her professional career as chair of Aboriginal Hostels, chair of Aboriginal Development Commission and the Aboriginal and Torres Strait Islander Commission (ATSIC); including notes on meetings, proposed budgets, and other issues. This series also includes some miscellaneous correspondence including several requests from university and school students to converse with O'Donoghue as part of their research projects.

This series is comprised of speeches, addresses and lectures given by Professor Lowitja O'Donoghue for the most part ordered chronologically. Many of the speeches relate to O'Donoghue's roles as chair of Aboriginal Hostels, chair of Aboriginal Development Commission and the Aboriginal and Torres Strait Islander Commission (ATSIC). O'Donoghue's speeches reflect her role as an advocate for Indigenous rights, with a focus on improving health, housing, education and overall welfare outcomes for Aboriginal and Torres Strait Islander people. O'Donoghue also advocated for the rights of refugees seeking asylum in Australia and equality for women.

Majority of the items in this series are speeches given by O'Donoghue; whenever there was material not by O'Donoghue a note has been added at the file level.

The ICIP comes in the form of a personal history and the experiences of growing up on Country.

Scope and contents: Some of the speeches included in this file were presented to: The Federation of Aboriginal Women, International Association for Volunteer Effort, an address to the Catholic women of the St. Francis Xavier Mission, India Australia Association of Canberra, and a graduation address for student nurses from the Royal Adelaide Hospital. Several of the speeches were given in O'Donoghue's position as Chairperson of Aboriginal Hostels Limited and during her tenure as Australian of the Year. The speeches cover a variety of topics including women's liberation and the socio-economic conditions of Aboriginal and Torres Strait Islander people.

The file includes two copies of National Agenda for Women : the Commonwealth's plan of action for advancing the status of women towards the year 2000, an address given by then Prime Minister Bob Hawke, on 28 November 1985.

Scope and contents: The speeches included in this file were all presented during O'Donoghue's tenure as Australian of the Year 1985; some of the speeches in this file were presented to: an opening of the Oenpellie at the Aboriginal Heritage Gallery (Darwin), Australia Day Presentation (Darwin, 29 January 1986), and a book launch for Invisible Histories by Geoff Page. Scope and contents: Some of the speeches included in this file were presented to the National Human Rights Congress, the National Aboriginal Housing Conference, a Charles Perkins Testimonial Lunch, and the ATSIC [Australian and Torres Strait Islander Commission] Planning Conference. The speeches cover a variety of topics with a focus on homelessness and housing for Aboriginal and Torres Strait Islander people.

The file includes a copy of Address to the Australian Society of Labor Lawyers, an address given by Shirley McPherson, then Chairman of the Aboriginal Development Commission, on the 28th of August 1988.

Scope and contents: This file contains a speech delivered by O'Donoghue on the occasion of the transfer of the Merapah Station from the Queensland Government, to its Traditional Owners the Mungkanah people [Wik Mungkan people Y57] (1 June 1990).

This file contains speeches given by O'Donoghue in her position as Chairperson of ATSIC including an address at the Third Biennial lecture on Aboriginal Administration, International Women's Day Luncheon held by the Office of Aboriginal Women, Conference of State Local Government Grants Commission and the launch of a special edition of Artlink Magazine.

This file includes a copy of a letter addressed to all ATSIC commissioners from the then Minister for Aboriginal Affairs, the Hon. Robert Tickner, M.P., dated 28 November 1991. The letter addresses the retirement of then Chief Executive Officer, Mr. Bill Gray. The file also includes a copy of a speech given by Charles Perkins to the Annual Conference of Rotary District 980, in which he discusses higher education for Aboriginal and Torres Strait Islander people.

Scope and contents: National Press Club Address May 1992. Address delivered to mark the occasion of the 25th anniversary of the Aboriginal Constitutional Referendum of 27 May 1967. At the time of the recording, O'Donoghue was the Chairperson of the Aboriginal and Torres Strait Islander Commission (ATSIC). O'Donoghue relates her own experiences before the referendum and many of the positive developments of the past 25 years including the formation of national administrative bodies for Aboriginal advancement and self-determination. The considerable economic, cultural and social problems still confronting Aboriginal and Torres Strait people are also discussed.

Series. Colebrook papers, 1940-2007

This series is comprised of material relating to Colebrook Children's Home; an institution for Aboriginal children in the town of Quorn, South Australia. The institution was run by the United Aborigines Mission (UAM).

The series comprises of published and unpublished histories of Quorn, UAM and the Colebrook Children's Home; papers relating to the acquisition and running of the property for the Colebrook Community Centre and Colebrook United and the material relating to the opening of the Grieving Mother Memorial (1999). Biographical / Historical

Colebrook Children's Home was opened in Quorn in 1927 by the United Aborigines Mission (UAM) as an institution for Aboriginal children. In 1944 the Home moved to Eden Hills. Professor Lowitja O'Donoghue was removed from her mother at the age of two, in 1934, along with two of her older sisters, and taken to Colebrook Children's Home in Quorn. Colebrook Children's Home closed in 1981; after it closed, former residents, including O'Donoghue, formed the Colebrook Tji Tji Tjuta organisation in order to preserve available records of children who had passed through the home. In memorial, a commemorative park now stands on the former site of Colebrook – this park includes the Grieving Mother statue referenced in this series.

Series. Nursing career, 1950-2005

This series is comprised of material relating to Professor Lowitja O'Donoghue's nursing career. O'Donoghue became the first Aboriginal person to train as a nurse at the Royal Adelaide Hospital in 1954; File 2 includes job references for O'Donoghue to receive training and registration as a nurse and her Nurses' Certificate from the Royal Adelaide Hospital. The series also includes photographs, publications, many specifically referring to O'Donoghue, certificates, later recognition, reunions and conferences.

Biographical / Historical

At 18 years old, Lowitja commenced as a trainee nurse at the South Coast District Hospital in Victor Harbor, South Australia. O'Donoghue then applied to complete her nursing training at Royal Adelaide Hospital, she was initially refused the opportunity because of her Aboriginal heritage. O'Donoghue fought this decision resulting in it being overturned. In 1954, she became the first Aboriginal person to train as a nurse at the Royal Adelaide Hospital.

Following her training, she worked at Royal Adelaide Hospital over the next ten years; eventually progressing to the position of Charge sister. During the 1960s, O'Donoghue travelled to Assam, India to nurse with the Baptist Overseas Mission.

Biographical / Historical

Aboriginal Hostels Limited was established in 1973 by the Australian Federal Government as a not-for-profit Commonwealth company. Its primary objective was to provide low coast, temporary accommodation throughout Australia to Aboriginal and Torres Strait Islander people. O'Donoghue was appointed as Board Director in 1976; she worked in various capacities within the organisation until 1996.

This series is comprised of material relating to the Outback Areas Community Development Trust; primarily annual reports for the Trust. Biographical / Historical

The Outback Areas Community Development Trust was established in 1978 by the state government of South Australia. The trust acted as a local governing body for areas in South Australia not governed by local government authorities. In 2009, it was replaced by the Outback Communities Authority (OCA). Professor Lowitja O'Donoghue was appointed as Chairman of the Trust on 1 April 1986.

Biographical / Historical

The Aboriginal Development Commission (ADC) was established in July 1980 by then Prime Minister Malcolm Fraser. The ADC was a statutory authority under the Department for Aboriginal Affairs and its primary objective was to further the social and economic development of Australian First Nation people. In particular, to assist towards self-management through the acquisition and development of land, the establishment and management of business enterprises, and housing purchase and construction. Professor Lowitja O'Donoghue served as chairperson for the ADC.

Biographical / Historical

The Aboriginal and Torres Strait Islander Commission (ATSIC) was a statutory authority established in March 1990 by then Prime Minister Bob Hawke; it superseded the Aboriginal Development Commission (ADC). ATSIC was an advisory body that also delivered programs and services related to First Nation people in Australia. ATSIC consisted of 35 regional councils. The regional councillors were elected every three years, and they would then elect a representative for the national commission. The national commission was headed by a chair, deputy chair and chief executive all who were appointed by the government. In 1990 O'Donoghue was appointed as the inaugural chairperson for ATSIC; she stepped down as chair after six years in 1996. ATSIC was abolished in 2005 by the Howard government.

Biographical / Historical

The National Aboriginal Conference (NAC) was established by the Australian federal government in 1977; it was made up of 35 officials elected by Aboriginal and Torres Strait Islander peoples. The NAC acted as an advisory body to the Department of Aboriginal Affairs. Professor Lowitja O'Donoghue became the founding Chairperson of the NAC in 1977. In 1985, following a report commissioned by the Minster for Aboriginal Affairs Clyde Holding, NAC was abolished in its entirety.

Biographical / Historical

Professor Lowitja O'Donoghue worked with the United Nations between 1991 and 1996; whilst acting as chairperson for the Aboriginal and Torres Strait Islander Commission (ATSIC). She was a member of the Working Group on Indigenous People – a working group which was part of the United Nation's Sub-Commission on Prevention of Discrimination and Protection of Minorities. In 1992, O'Donoghue was the first Aboriginal person to address the United Nations General Assembly, during the launch of the United Nations International Year of Indigenous People.

Biographical / Historical

Native Title refers to the recognition that Aboriginal and Torres Strait Islander people have rights and interests to land and waters according to their traditional law and customs. The Native Title Act was passed in 1993 by the Keating government following the High Court's decision in the Mabo v. Queensland (1992) case. As chairperson of the Aboriginal and Torres Strait Islander Commission (ATSIC), Professor Lowitja O'Donoghue was closely involved in the negotiations regarding the Native Title legislation. In 1998, the Native Title Amendment Act was passed by the Howard Government. Commonly referred to as the "10-Point Plan" - the amendments were introduced in response to Wik Decision made by the High Court.

Series. Photographs, 1940-2000

This series is comprised of photographs of Professor Lowitja O'Donoghue from her childhood onwards. Many of the photographs are of O'Donoghue in her official roles: including photographs taken while giving addresses and receiving awards, during a visit to Pitjantjatjara Lands in 1995, at the unveiling of the portrait by Robert Hannaford, the opening of the Lois O'Donoghue Hostel (Port Augusta), and photographs of her running with Olympic torch for 2000 Sydney Olympics. Many of the photographs are loose, with a couple of albums also provided. The photographs were selected from a large volume of material held by O'Donoghue.

Biographical / Historical

Professor Lowitja O'Donoghue was awarded numerous honours in recognition of her contribution to promoting Aboriginal and Torres Strait Islander rights throughout her life. The awards included a Membership of the Order of Australia in 1977; Commander of the Order of the British Empire in 1983; Australian of the Year in 1984; Australian National Living Treasure in 1998; a Papal honour from Pope John Paul II; and a Companion of the Order of Australia in 1999. O'Donoghue has also received multiple honorary doctorates from universities around Australia.

Tickner and others on the socio-economic and political position of Aboriginal and Torres Strait Islander people in Australia. This series also includes several copies of historic documents such as An Act to Repeal the Aborigines Act, 1934-1939 and Promote the Welfare and Advancement of Aborigines and of Persons of Aboriginal Blood in South Australia and For Other Purposes. This series also contains additional speeches, addresses and lectures given by Professor Lowitja O'Donoghue. Many of the speeches relate to O'Donoghue's roles as chair of Aboriginal Hostels, chair of Aboriginal Development Commission and the Aboriginal and Torres Strait Islander Commission (ATSIC). O'Donoghue's speeches reflect her role as an advocate for Indigenous rights, with a focus on improving health, housing, education and overall welfare outcomes for Aboriginal and Torres Strait Islander people.
