SPECIAL NOTICE TO A.N.A. BRANCHES.  

We will be glad to receive items of Association  

news and reports of branch meetings. This will  

tend to keep the members more in touch with each  

•other, and promote friendly intercourse in man-  

ner that must be beneficial to the Association.  

Contributions on National or Association topics,  

sent to the Editor, will receive careful attention,  

and will find place in our columns, should the  

subject be deemed of sufficient importance.  

Federate the A.N.A.  

Next month promises to be notable one  

in the annals of our Association. By an  

intelligent appreciation of future neces-  

sities, inspired by tl.e influences of an  

eventful period of our National life, the  

Boards of Directors who control our  

organisation, lecognising the requirements  

of the times, have deputed representatives  

to visit Melbourne to meet conference  

and discuss matters of grave common  

concern. They are assured of warm, fra-  

ternal welcome, and their aspirations and  

efforts will be watched with becoming  

pride.  

The Queensland Board of Directors  

have recommended that there be consti-  

tuted Federal Board of Directors, to be  

known as the “ Federal Board,” to be  

composed of delegates from each State  

Association—one delegate for each 500  

members, but in no case shall any one  

State Association be entitled to more than  

four delegates. This practically means  

equal State Association representation.  

The Federal Board Executive is to  

consist of the following officers Federal  

President, Federal Vice-President, Federal  

Secretary and Treasurer. The combina-  

tion of the two latter offices requires  

explanation.  

The Federal Board is to meet biennially  

and in such “ colony ” as the Board may  

in session previously determine.  

The powers of such Board include  

among others the following  

1. The issue of dispensations for the  

recognition of the Association in  

any of the Australasian States  

whether represented on the  

Federal Board.  

2. To settle disputes between Associa-  

tions  

3. To adjudicate upon and finally  

determine any matter regarding  

the internal affairs of awy State  

Association which may be re-  

ferred to the Federal Board.  

4. To preserve uniformity in the laws  

and forms of the several Associa-  

tions.  

5. To make by-laws and regulations  

for its own government.  

The constitution of the Federal Board  

will require very careful consideration, and  

Queensland’s proposals appear to us to  

contain the germ of noble purpose, but  

they are not sufficiently comprehensive.  

The S.A. Board of Directors will sub-  

mit proposals in similar direction, but  

the process is to be more gradual than  

that contemplated by the Queensland  

Board. Such process has much to com-  

mend it, considering the vital interests at  

stake. The assimilation of the State  

Association laws are also submitted by that  

Board, and proposal to initiate Super-  

annuation Fund within the A.N.A.,  

while the Victorian Board goes for  

straight-out advocacy of Old Age Pensions  

as part of the duty of the Federal Parlia-  

ment.  

If the principle of Federal Board is  

affirmed at the conference, the S.A. pro-  

posal for inter-Staie Association confer-  

ences will not have much vitality. The  

question which our S.A. relatives have  

raised as to the admission of oilier than  

Australian natives, will be given more  

than perfunctory consideration, in view
