THE ANNUAL CONFERENCE OF

THE ASSOCIATION IN VIC-

TORIA.

The annual conference will be held

this year at Warrnambool, beginning on

Tuesday, the 21st inst. There is likely

vo be very large attendance of dele-

gates, especially from the Mallee, Wim-

mera, and northern districts, which it is

anticipated will be fully represented.

Although the subject of the conserva-

tion of water is placed last on the busi-

ness sheet of the conference, it is by no

means the least important. Tt might

have been placed nearly first had its title

been “ Conservation of Water ” instead

of “ Water Conservation.” The alpha-

betical system of classification is, in

these modern days, somewhat effete.

The subject itself should be the consi-

deration, and not its title. However,

Australia’s greatest internal question can

be again considered on the board re-

port, which, under the heading, “ Mur-

ray River Water Conservation,” refers

thus to the subject:—“A deputation

waited upon the Minister of ater Sup-

ply and urged the carrying out of the

conference resolution. The Minister ex-

pressed sympathy with the desires of the

deputation. conference of represen-

tatives of the States interested has since

been held. The board regrets that they

were unable to arrive at an agreement on

the more important aspects of the ques-

tion, but it was agreed that each State

Government concerned would instruct

the engineer of their water supply de-

partment to prepare the necessary data

upon the contribution of streams in their

respective States to the water to be

utilised upon the contemplated sites for

conservation, the cost of carrying out

the proposals, and upon any other essen-

tial phase of the question, with view

to the States’ representatives subse-

quently conferring and arriving at an

agreement upon the matter. The board

will avail itself of every opportunity to

have effect given to the policy of the As-

sociation.”

T.he Bendigo branch’s resolution is in

the following terms: —“Water Conser-

vation —That it be recommendation to

the board to urge upon the State Go-

vernment the necessity of extending the

work of water conservation for irriga-

tion purposes during prosperous years,

believing that in die interests of the fu-

ture development of Victoria, money

spent on the storage of water is of equal

necessity with railway construction.”

The board of directors, again be it

noted, expresses regrets that the State

Governments interested cannot agree

upon the just apportionment of the wat-

ers of the Murray basin. Why can they

•not agree? They have tried, as we show-

ed in our last issue, for many years to

come to an understanding. Is it be-

cause, as the Bendigo branch wished to

point out at the last conference, there is

jealous, rivalry of the States? Should

the great headworks at the sources of the

river systems remain merely upon pap-

ers because of jealousy? Are the great

alluvial plains of Australia to be denied

water supply because one State Go-

vernment says to another State Govern-

ment: We will not agq-ee to you utilis-

ing these waters. Bendigo branch is

right. The-work of extending the work

of water conservation for irrigation pur-
