"massive ramifications" for the lesbian  

and gay community. Discussion Paper  

on the Usher Report into Substitute Care  

Services issued by MLC Paul O'Grady  

says the problem lies in the presence and  

power of the church providing welfare  

services.  

"As the Gay and Lesbian Rights Lobby  

has identified, young people who identify  

as gay will probably find that any  

institution with religious convictions is  

not for them."  

Privatising child care will also affect  

lesbian and gay parents wishing to foster  

or adopt. Current government policy is  

not to discriminate on the basis of  

sexuality. O'Grady says "with foster  

programs to be run by the non-  

government sector (read, churchgroups)  

lesbian and gay parents will find  

themselves... excluded from foster  

programs due to discrimination based  

on their sexuality."  

The Usher Report, named for its  

Chairperson Father John Usher,  

recommends many changes for the better  

but it also contains other problems. It's  

recommendations only concern non-  

Aboriginal children and no committee  

has been set up to look at substitute care  

for Koori kids. It affects only children 16  

and under, with no provision for children  

up to the age of 18. It deals with children  

in care only and does not address the  

huge problem of street kids.  

Deborah Taylor, co-convenor of the Gay  

and Lesbian Rights Lobby, has an  

extensive background in substitute child  

care. She also questions the ability of  

private agencies to meet the special needs  

of young lesbians and gays. She says that  

while the state doesn't do good job of  

caring for children, handing this over to  

the private sector is no answer. "The  

government wants to do welfare on the  

cheap. Good quality welfare services  

don't come cheaply." She cites examples  

in the UK and USA where young lesbians  

and gays are recognised as having special  

needs and lesbians and gays are allowed  

to foster and adopt. She talks of  

progressive legislation in the UK where  

all families are able to ask for child care  

assistance and everything is done to keep  

children within their families.  

Paul O'Grady is urging lesbian and gay  

groups and individuals to write to the  

Minister for Community Services, Jim  

Longley, opposing the Usher Report, both  

as it impacts on the lesbian and gay  

community and as it heralds the  

beginning of the privatisation of welfare.  

Deborah Taylor also suggests writing to  

the implementation committee at the  

Department of Community Services. 35  

CATHOLIC UNI BANS  

QUEER GROUP  

gay and lesbian student group has been banned by  

Catholic University Deputy Principal, Brother Dan  

Stewart. According to press release from the Gay and  

Lesbian Teachers and Students Association Brother Stewart has  

said that" having gay and lesbian group on the campus would  

disgrace the University."  

spokesperson for the student group, David Bradley, said that  

he had been told tha Brother Stewart wanted to limit the number  

of groups of campus. David also said that one of the groups  

allowed to exist is of Amnesty International supporters. Amnesty  

supports gay and lesbian rights as part of it's charter, making  

Brother Stewart's decision inconsistent at best.  

GaLTaS are saying the University's move "is in line with recent  

Vatican edict support anti-homosexual discrimination in the  

workplace". Although the Catholic Church's line on  

homosexuality is often taken to mean "love the sinner, hate the  

sin", which would still permit the existence of gay and lesbian

groups as long as they were celibate (at least during meetings).  

Brother Stewart was expected to meet with GaLTaS to  

discuss this issue late last month. He refused to make any  

comments to LOTL.
