LIFTING OF BAN.
RUDOLPH AND GARBUTT
BEFORE LEAGUE.
DISQUALIFICATIONS TO BE
REMOVED.

When the members of the League per
mit committee met at Harrison House
last evening, the chairman (Mr. S. W.
Ramsay) drew attention to the fact that
as an act of grace to celebrate tlic Cen-
tenary of Victoria the standing com
mittees of tlic League and the Associa
tion had agreed to recommend to the
senior bodies that suspensions be lifted
on disqualified players who had incurred
displeasure of the two bodies for
breaches other than those committed on
the field. Wns it the wish of the com
mittee that the embargo 011 such players
should be lifted ?
Mr. G. C. Thomas (Footscrny) : Is
the Association favorable ?
Delegates: Yes.
The Chairman: The League has ap
proved.
Mr. J. -Smith (Richmond) moved that
the committee ngrcc to lift the ban on
the players concerned.
Mr. Thomas seconded the motion,
which was agreed to.
The Chairman: Is It an understood
thing thnt a player taking advantage of
the concession must return to ills former
League club ?
Delegates: Yes.
The point was raised whether all
applications for the removal of tile ban
should be made in this Centenary year.
Tiie, Chairman said that all appli
cations should be made this year.
Mr. Thomas: Any player should be
given the opportunity of appearing here
at any time.
Mr. W. H. McKechnte (St. Kllda)
asked how the situation would affect
Garbutt, of Port Melbourne. He said
Garbutt wanted to play with St. Kllda
next year.
The Chairman: He should apply tills
year.
Mr. J. C. Blair (Melbourne): To-night
we can only deal with any player who
comes before us nnd asks that the dis
qualification be lifted.
The Chairman: All cases are to be
dealt with on their merits — that is the
recommendation from the standing com
mittees.

(Port Melbourne) (lien waited on the
League, and it wns explained to the two
players (hat should they desire to return
to Join up with League clubs they must
first secure clearances from Ihelr Asso
ciation clubs and then secure an en
dorsement from the Association. When
Llicy did apply their applications would
be favorably dealt with by the com
mittee.

CASE OF GARBUTT.
SIGNING OF TWO FORMS
INVESTIGATED.
Purlhcr light on the battle of wits be
tween the St. Kllda and South Melbourne
officials ovcr the signing up of J. Gar
butt, the Port Melbourne full-back, was
thrown at the Lcaguo permit committee
Inst evening, when Garbutt was asked to
explain how he came to sign two forms
—one in favor of St. Kllda and one in
favor of South Melbourne.
Garbutt said he signed , the South Mel
bourne form first. When he placed his
signature on . the form at South Mel
bourne he followed the instruction to
sign tlic registration form "on tlic dotted
line." Later he found that there seemed
to be dissension between the Port and
South committees. He had been in
formed that he would never get a clear
ance, to South Melbourne. As Port would
not grunt -a clearance to South he de
cided to ask for n clearance to St: Kilda.
That had led to his signing the form
for St. Kilda. The signing of the form
lok place about 10 p.m.
Prior to Garbutt entering the League
permit committee room, it was disclosed
that St. Kilda lodged its form first at
fhc League head quarters. St. Kildu
claimed, therefore, that the St. Kilda
club had a legal hold ovcr the player.
St. Kllda argued that in the cose of
LamboUrne some months back the first
form to reach the League head quarters
had been accepted.
The committee chairman (Mr. S. Ram
say) sard m his opinion the club securing
the signature first was entitled to the
services of the player.
Subsequently Garbutt was recalled, and
was informed that, should he transfer
to League ranks, South Melbourne must
have first claim on his services.

before permits close lias been the transfer of
the thrcu Brunswick seniors, Anderson, Arroll
and Mutlmer, to Cnrlton, The clearances were
decided upon by Brunswick conunitteo with
out any special application having bocn made
ny the ptuyro, who were as surprised as the
football public to hear of their transfers. Ex-
pluming the position last night, a Brunswick
ofllcltil said that the three pluvcrs concerned
had uecmed upset since their clearance appli
cations were refused early in the season, und
litis feeling seemed tn have affected their
football. Brunswick club had not been Im
pressed wlili the form shown by the plnyeru

them to Cnrlum club, which had been anxious
to securo their services earlier in tho your.

club will reciprocate by assisting Brunswick

son Carlton suggested conferences with Bruns
wick lo arrange a close system of co-oporauon
between the two clubs to their mutual advan

Last night Baiter transferred back to ColUng-
wood from Footscrny.
In the case of Francis, who transferred from
Hawthorn to Carlton, the clearance vas en
dorsed "Character excellent." There was a
further endorsement that Hawthorn did not
want any player who might be unable to give
the side 100 per cent, service.
Chandler stated that Ids transfer to Carlton
would greatly improve his business prorpects.

Council Vetoes Proposal.
In connection with the installation of an elec
tric tlmo clock at the Glenterrie oval, Haw
thorn Football Club wrote Hawthorn council
tast night stating that subject to permission
being given for the erection of a bourd mea
suring 12 foot by 8 feet for advertising pur-
poaes, with a tenure of five years, a Mr. !
Milne was prepared to insUUl a clock free of
charge. The club coramlltee was favorable
to tho Installation, and desired the council to
agree with the conditions.
Cr. Prldmoro said the matter had previ
ously been vetoed by the council on the
ground that the erection of advertising boards
was contrary to the council's by -laws.
It was decided to advise the c'.ub tho coun
cil could not depart from Its previous deci
sion.
