The decision of the A.L.P. t0 ex-
clude members of the Communist party
from the Labor party cannot achieve
what ig intended by it. There is no
means by which an active and well
organised body of men-call them what
you will-can be prevented from get-
ting control of any movement so long
as the majority is indifferent or negli-
gent. The Communists may be ex-
cluded under that name, but there is
nothing to stop them retaining their
opinions and retaining their member
chip and influence under some other
i name, such as the "Forward League,"
or merely the,"Militants.'>

[ The only way to prevent a minority
j getting control ie for the majority to

always difficult; and it is because of
j that difficulty that minorities really
' rule the world nearly ali the time. The
active minorities draw up the politi

1 party, whieh are then adopted by tho
j lazy majorities. Then the active mi
j nr.rity selects the party condidates and
i keeps them under the party whip, and
j bestows the party curse upon those
' who do not take the whip meekly.
The new members of the Barrier
W.I.U. are a majority, and could tate
charge of the union if they chose, hut
they won't. They ai« too lazy; that's
the only reason.
