LONDON, January 1.
After firing several shots, the
German cruiser Koenigsberg to-
day seized the Spanish »teamer
Soton. in territorial waters near
Santander, a loyalist seaport on
? the north coast of Spain.

that the Koenigsberg fired several
shots, which fell harmlessly by the
Soton, seized her and compelled til«
.master to sign a document agreeing
to navigate whatever course the
Koenigsberg decided.
The Governor immediately reported
the- " matter tb the Spanish Govern-
ment' at Valencia. He also, sent a
message . to the captain' of the
-Koenigsberg protesting against this
act of aggression, and demanding the
immediate release of the steamer.
The German captain replied that
the seizure was s reprisal for th«
illegal detention o.' a passenger and a
part of the cargo from the German
cargo ship Palos. He added that the
-Spanish ship ignored orders to stop.
It is recalled that the Palos was
seized by a Spanish Government ves-
sel in Spanish waters. Part of the
cargo-alleged to be war ammunition
for the rebels-was seized ai>l a
Spaniard aboard was arrested.

... The Palo» was released and the
Spanish Govei-nment reported the
case to the , London-non-intervention
committee" as;,'a,n:jnsta.noe of the Ger-
man assistance to the rebels.
Lord Plymouth, as chairman of the
non-intervention committee, has for-
warded to the Foreign Secretary
(Mr. Eden) for transmission to both
tho ' Spanish Government and the in-
surgent ' leaders, details of land and
son supervision schemes.
Both sides in Spain are asked to
give their approval and commenta
within 10 days. Thc Italian memoran-
dum received yesterday by Lord Ply-
mouth is not a reply to the Anglo
French note urging that all powers
shou'd prevent volunteers fron« going
to Spain, but...m answer to the com-
munication irom the nori-fnterv«ntiou
committtee sent in the middle of
December.
