Discussing the outlook for his nation beyond 1970, Professor Kei Wakaizumi sees Japan's younger generation as not only criticising existing policies but taking the initiative "in the process of defining goals appropriate for Japan within the new nationalism sprouting in the country". In the first half of the 1970s Japan will probably continue to rely on the nuclear umbrella of the United States but should rearm to the point of a credible and realistic conventional defence. The professor regards it as equally desirable for Japan to continue friendly but not dependent relations with the United States and cooperative relations with other Pacific States.
