Biographical Note
Rachel Evans was born 19 January, 1906, in Perth, Western Australia, the eldest child of six of William Herbert Evans and his wife Olive, nee Earle. She was educated at Methodist Ladies College, Claremont, and at the Kindergarten Training College in Perth. Her aunt, Bessie Rischbieth (nee Earle) a leading feminist (See MS 2004) lived close to the Evans family in Peppermint Grove, and had a strong influence on Rachel's education and training. Mr and Mrs Rischbieth took Rachel as a companion overseas for nine months during 1924-1925, while they sought a cure for Henry Rischbieth's throat cancer, but he died in London.
In 1928, Rachel married (later Sir) Donald Cleland (1901 - 1975) (See MS9600). They had two sons, Robert born 1931 and Evan born in 1935.
Rachel was always very supportive of Donald's political activities. Her own interests were artistic and cultural and she wrote some publishable articles on these topics. When Donald went away to the war of 1939 - 1945, Rachel was left to bring up her sons alone. She characteristically threw herself into community activities and charities, such as Red Cross. Following the war, when Donald became the first Federal Director of the Liberal Party of Australia, the whole family moved to Sydney. In 1951, Donald was appointed Assistant Administrator of Papua and New Guinea, and they moved to Port Moresby. When Don was appointed Administrator of Papua and New Guinea in February 1953, Rachel in effect became that country's first lady.
Rachel threw herself into her new role with enthusiasm, and not a little intelligent assessment of where she might play the most useful role. Various established charities already claimed the wife of the Administrator as either honorary president or patron of their organisations. Rachel was not content to play a titular role - she was always energetic and active. Such organisations as the Red Cross, Girl Guides, and the Young Women's Christian Association, all welcomed her active participation. She looked around for further needs, and encouraged the Pre-School Association and the Country Women's Association. Women's Clubs for PNG women had her full support. When some Port Moresby villagers wanted to start netball for women, Rachel was there to organise them. She encouraged expatriate women, who were perhaps shy of interfering in Papua and New Guinea affairs, to offer their services to many of these organisations.
During these years, secondary education for Papua New Guineans was increased, but it was mainly men who benefitted. They would be mixing with expatriates on a social level, but their wives were still village women. Rachel saw the need to teach women how to cook, housekeep, shop, dress etc. in modern ways, so that they could keep up with their menfolk. The Girl Guides needed to raise funds for their movement. Money was not always available in village environments, but artifacts were, so Rachel suggested cultural objects could be given to the movement and sold, and so the Girl Guide Shop, which became a major tourist attraction and business, was established. She was also responsible for having avenues of trees planted in Port Moresby. The town needed a lot of beautification following neglect during World War II.
The Administrator and his wife made frequent trips to every district in Papua and New Guinea. They became very familiar with the different groups of peoples. Rachel was able to extend many of the charitable and social organisations for women to all parts of the country, mainly by recruiting expatriate women living in those areas, to take some lead, or by identifying prominent local women. In 1959, Rachel was awarded an MBE for her efforts, and this was upgraded to a CBE in 1966.
The Administrator's retirement came in January 1967. The Clelands now saw Papua and New Guinea as their home, as they had not lived in Perth since 1945. After taking a round the world trip in 1967, they built their own home in Port Moresby, and became again involved in community life. By then the University had been established at Waigani. Intellectual life was seeping into the community, and Rachel, always one for discussing and analysing matters in depth, loved to participate in the cut and thrust of debate at the Waigani Seminars which were held annually, and the ANZAAS Conference held in Port Moresby in 1970.
In 1969, the South Pacific Games were held in Port Moresby, and she was asked to head up a Cultural Committee. The Committee established a Cultural Centre on reclaimed land around Port Moresby Harbour, where examples of indigenous houses from all over the country were erected. During the Games sing sings and plays were performed at the Cultural Centre and the Centre continued to be used for such events afterwards. Another off shoot from this committee, was the Hiri Festival, to commemorate the ancient custom of the sailing of lakatois from the Motu villages around Port Moresby, to the villages of the Gulf District to the North West. The Motu villagers exchanged pottery, which they made, for sago, made in the Gulf. Rachel was also a leader in the South Pacific Arts Festival in 1972, and chaperoned Mekeo dancers to the Moomba Festival in Melbourne in 1973.
Sir Donald Cleland, who had been knighted in 1961, died in 1975, just before Independence in PNG. Rachel stayed on for another three years until the end of 1978 and then decided to return to Perth, where she still had two sisters and a brother living and another sister in country WA. In 1980, the independent PNG Government awarded her a DBE. Rachel maintained her interest in PNG affairs, often in practical ways - raising funds for PNG disaster appeals, corresponding with PNG leaders and keeping in touch with others with an interest in PNG. She made a number of return visits to PNG. She also threw herself into the cultural life of Perth, including the Indian Ocean Arts Festival. As always she became involved in community affairs, visited prisons, and supported conservation bodies. She spent a great deal of time helping out with the Kimberley Land Claim by Aborigines, writing many leaflets, and dealing with correspondence. The Save the Forests Campaign where the focus was on the old growth forests of the SW of Western Australia under threat from logging, found her in the lead, making press statements, writing to politicians, and being interviewed on radio and television. She became a popular speaker for various causes. During all this she managed to write two books about her experiences in Papua New Guinea. Pathways to independence tells the story of her husband's Administratorship, and Grassroots to independence and beyond, tells of her work with women in PNG.
In 2002, Rachel decided to join her sons in Queensland, and moved to Goondiwindi. She had only just arrived when she died suddenly of a heart attack 18 April 2002. She was cremated, with half her ashes buried in the churchyard near her Perth home, and the other half taken to Port Moresby by her sons and buried in her husband's grave.

Series 1. Rachel Cleland personal and pre-Papua and New Guinea, 1890-1963
Contains all surviving personal records prior to going to Papua New Guinea, except for letters received from her husband during World War II. They include letters she wrote to her family while overseas travelling with her aunt, Bessie Rischbieth, a well known feminist [See also MS2004]. There is also a batch of letters for the same period, from Bessie Rischbieth to her sister, Olive Evans, Rachel's mother, who later handed them on to Rachel. There is also the record of the death of her younger brother killed in action in World War II.

Series 2. Letters from Captain/Major/Lt Colonel DMC Cleland to his wife while serving in World War II 1939 - 1945
There are nearly 300 letters in this series. They were written almost every week, each generally six handwritten pages or more, and describe Cleland's activities and experiences during World War II, though confined within censorship rules. The couple exchanged views on the progress of the war, politics, and discussed books they were reading, as well as family matters, and the growth of their two sons. Series 3. Rachel Cleland's family letters, 1952-1968
Rachel Cleland adopted the habit of keeping her large family and circle of friends informed of her activities, by duplicating a "round robin" letter every now and then. In the early years, these were quite frequent, but became "Christmas letters" in later years. Thus she was able to keep a copy for herself, and later used these like a diary to write her books.
Series 4. PNG Administrator's wife - official itineraries, 1952-1966
The Administrator and his wife frequently undertook trips to visit people in various parts of the country. These are the itineraries drawn up by the officials responsible for the organisation of each trip, together with notes made by Rachel.
Series 5. PNG Administrator's wife - appointment diaries, 1953-1966
Rachel Cleland did not keep a full diary. These are brief appointment diaries, generally of pocket or A5 size. Included in this series is the Government House Visitors' Book for 1955 - 1956.
Series 6. PNG Administrator's wife - personal 1952-1978
Both Cleland sons also went to Papua and New Guinea to work not long after Donald became Administrator. Robert Cleland was a patrol officer serving in a number of districts, and Evan Cleland became a planter, serving in parts of Papua before taking up a senior administrative post in Port Moresby. Both married and had children. Most of this series contains the letters Rachel and Donald received from their sons and their wives. There are also a number of files of letters received from Rachel's family in Perth, mother, sisters and brother and other relatives. There are some letters from VIPs and friends. Other letters are those of congratulation received when Rachel received the MBE in 1959 and a CBE in 1966. When Sir Donald was made KB in 1961 some letters of congratulation were addressed to Rachel. Rachel was always artistic, and she sometimes found time to paint, and a small file of watercolours survives.

Series 7. PNG Administrator's wife - personal relations with PNG people, 1960-1966
Rachel formed close bonds with some PNG people. These files were created by her about some of them, usually about some personal matters, with which she was able to help.
Series 8. PNG Administrator's wife - cultural interests, 1953-1984
Rachel took a particular interest in P & NG cultural matters. From her position, she was able to encourage indigenous people to take pride in their arts and crafts, and to organise matters so that they received monetary compensation for their efforts. This series consists of a number of reports by anthropologists and others, as well as the establishment of the National Museum and Art Gallery of PNG.

Series 9. PNG Administrator's wife - environmental activities, 1961-1967
These files created by Rachel show her interest in various conservation issues, trees and agricultural products.
Series 10. PNG Administrator's wife - service, social and sporting organisations, 1953-1990
As Administrator's wife, therefore, the First Lady, Rachel was frequently honorary president or patron of various organisations. She was never content to play a nominal role, but always became deeply involved. Her organisational skills were such that she was frequently able to ensure that such organisations became viable. [See also Series 32].
Series 11. PNG Administrator's wife - Girl Guides Association, 1927-1990
The Girl Guides Association was the service organisation in which she became most deeply involved, re-writing their constitution among other initiatives, and starting up the Guide Shop, which became a very successful business and fund raiser for the Guides. The visit of the Chief Guide Lady Olave Baden Powell was a highlight. [See also Series 32].

Series 12. PNG Administrator's wife - women in Papua and New Guinea, 1943-1991
This series consists of a number of articles and writings by both PNG and expatriate women which Rachel collected as of interest to her.
Series 13. PNG Administrator's wife - other activities, 1885-1977
This series brings together a number of other interests, including notes from an official visit to Malaya and an interview with the 'First Lady'. Always particularly interested in architecture, a profession she had hoped to follow except for parental opposition, she collected old plans for Government House, in which they resided. Other topics include the Scientific Society of PNG, the Honour Tree project and the Carriers' Memorial, missions, and the Council of Social Services submission concerning local officers' salaries.
Series 14. PNG Administrator's wife - Daphne Carpenter's letters to her parents and others, 1953-1966
With so many calls upon her time, Rachel needed a secretary. Daphne Carpenter was a Girl Guide leader from Queensland, who was also able to play an active part in that activity. She wrote regularly to her parents, and they eventually returned her letters to her. When Rachel was writing her books she interviewed Daphne, and Daphne gave the letters to her to use in the books.

A complete set of appointment diaries covering these years, but not giving a lot of information.
Series 16. Rachel Cleland's letters to and from family and friends 1967 - 1979
These include copies of personal letters to friends, round robin letters, and letters from her family in Western Australia. There are also letters from VIPs.
Series 17. Involvement in organisations, 1967-1973
Rachel continued particularly with her own interests in her retirement, mainly focussing on the arts, including a number of Arts Festivals, social services, the Tourist association and the Commonwealth Games Association.
Series 18. South Pacific Games, Port Moresby 1969, National Cultural Centre and Hiri and Arts Festivals, 1969-1974
The South Pacific Games was a major undertaking for Port Moresby, and Rachel was Chairman of the Cultural Committee, which established the Cultural Centre and organised many cultural activities. The Hiri Festival was established shortly after the games and became an annual event.

A miscellaneous series bringing together a number of Rachel Cleland's other interests.

Series 24. Cultural, Social and other activities, 1979-2002
Dame Rachel was active in a number of local and Western Australian matters of public interest. She became a prison visitor, joined the move to free Lindy Chamberlain, became patron of the York Society, took part in the Indian Ocean Arts Festivals, and was interested in conservation matters and aboriginal affairs. She was also a popular speaker at various functions, and a number of her speeches are available. She frequently wrote short articles, some for publication, about matters that concerned her, and was herself often interviewed by journalists.

1 item, 16mm filmThey were both known to me but I can't remember their names. The large one appearing second was a Tolai, I think, called Tom, who was a great character. The choir were dressed only in grass skirts. This was quite common everyday wear at that time. The radio session was conducted by the Department of Education by Mr Percy Cochrane. 9PA made several hours a day available to them.
