Fix this textthe Shearers’ Annual Conference, published in another column, it
Fix this textwill be seen that Messrs. Spence and Co. have declared war against
Fix this textthe Pastoralists’ Union of New South Wales in connection with
Fix this textwhat is known as “ the reference system.” We use the phrase
Fix this text“ Messrs. Spence and Co.” in no disrespectful sense, but because we
Fix this textare convinced that this is the work of the leaders of the union, and
Fix this textthat the system is not generally objected to by the workers. And
Fix this textbecause it is the work of the leaders it is not surprising that such
Fix this textincorrect statements with reference to the system should be made.
Fix this textWe find, even in the secretary’s report, a statement implying that
Fix this textthe “reference” is “signed, sealed, and delivered by the secretary
Fix this textof the Pastoralists’ Union.” This statement will astonish our
Fix this textreaders, most of whom use the discharge certificate, wrongly
Fix this texttermed a “ reference,” for, as they know, the certificate bears no
Fix this textreference to the Pastoralists’ Union, and is not signed by any one
Fix this textbut the employer and the employe. But the public must be roused
Fix this textin this matter if the system is to be fought, and for that purpose
Fix this textMessrs. Spence and Co. are evidently determined to resort to their
Fix this textold tactics of misrepresentation.

Fix this textMr, Spence has publicly stated through the columns of the
Fix this textSydney Daily Telegraph: —(l) That the pastoralists demand that all
Fix this textengage through their Sydney office ; (2) that the men are then sent
Fix this textwherever the manager of the office thinks fit; (3) that a man when
Fix this textaccepting employment does not know where he is going to; (4) that
Fix this textthese references are quite a new idea. All these statements, besides
Fix this textmany more made by Mr. Spence on the same occasion, are
Fix this textabsolutely untrue. The system of giving and accepting references
Fix this texthas been in vogue almost any number of years. The Pastoralists’
Fix this textUnion only engages men for those of its members who prefer to
Fix this textengage through its offices. The applicants generally specify the
Fix this textshed at which they desire to obtain shearing work, and, unless the
Fix this textboard is full, they are sent to that shed upon producing satis-
Fix this textfactory references as to competency. In other cases, where the
Fix this textapplicants do not ask for work at a particular shed, the pens are
Fix this textallotted months before shearing begins, and applicants are imme-
Fix this textdiately advised. But we have not space to follow Mr. Spence
Fix this textthrough all his contemptible misrepresentations—contemptible
Fix this textbecause these reiterated charges have been publicly refuted in
Fix this textthe daily newspapers more than once, and Mr. Spence must,
Fix this texttherefore, have been aware that the statements he was making
Fix this textwere untrue. The fact is, the shearers have determined that there
Fix this textmust be a shearing row next season, the time being opportune
Fix this textbecause, in the words of Mr. Arthur Eae, “ the banks were now in
Fix this texta bad position, combined with the general elections looming in the
Fix this textnear future,” and in their opinion the reference system is the best
Fix this textcasus belli they can find—if they can only misrepresent it suffi-
Fix this textciently to deceive their own members and the general public.

Fix this textWhat is known as the Doondi shearing case is by far the most
Fix this textimportant shearing action that has yet taken place since the Sydney
Fix this textconference agreement became the recognised form of agreement of
Fix this textthe organised pastoralists and the organised shearers. The points
Fix this textat issue were, primarily, the determination of the point as to who
Fix this textshall decide in cases of dispute between the employers and their
Fix this textworkmen as to whether sheep are too wet to be shorn, and, secondly,
Fix this textto what extent are the powers of the employer delegated to his
Fix this textoverseers. In previous cases before the courts, the decision on the
Fix this textfirst point has been arrived at entirely upon the evidence adduced
Fix this text—as it was in the case under notice—and, generally, the decision
Fix this texthas been in favour of the shearers, the evidence naturally
Fix this textpreponderating on their side. Where, however, as in the Brung
Fix this textBrungle (Victoria), Tabratong and Cassilis (New South Wales)
