The collection comprises business papers, correspondence, reports, meeting minutes, publications and official documents. These papers record the activities and perspectives of Chinese diplomatic representatives as they negotiated and responded to Australian foreign and migration policies during the White Australia era. The collection highlights the early stages of diplomatic relations between Australia and China, spanning the late Qing Dynasty and the Republic of China. The collection includes financial records such as expenditure reports, government bonds, and trade and export reports. Additionally, it contains materials related to foreign affairs, including trade regulations, licenses and visas issued by the Chinese Consulate-General in Australia, treaties for various ports, and official correspondence with the Department of External Affairs, Department of Home and Territories and Department of Trade.

The Chinese Consulate-General in Melbourne served as the principal diplomatic representative for China in Australia from 1909 to 1929. The first Chinese Consul-General to Australia, Liang Lanxun, arrived in Melbourne in 1909 to represent the Qing Dynasty (1644–1911). The Chinese Consulate-General was moved from Melbourne to Sydney at the end of 1929. The Consulate formed an alliance with the local Chinese business communities. Chinese Australians demonstrated their support for the Republic of China through monetary donations, and these activities are documented throughout the collection. The Kuo Min Tang Society of Melbourne, which had a close relationship with the Chinese Consulate-General and owned the building on Little Bourke Street where the records were left, assumed physical ownership of the records and has looked after them since 1920s.
