Introduction

Scope and Contents

Spiro and Margaret Moraitis were involved throughout their professional lives in a large number of community, voluntary and government organisations, often in executive roles. Many of the series consequently contain large quantities of minutes, agendas, correspondence and similar administrative documentation. Other types of documentation include correspondence, appointment diaries, photographs and slides, reports, submissions, newsletters, personal artefacts, ephemera and organisation-related material such as project background information. Many of the series are interspersed with relevant press cuttings, but there is also a separate press cuttings series (Series 41) which retains an original, chronological run of general interest cuttings assembled by Spiro Moraitis.

The original collection contained significant quantities of government reports and papers, primarily publications of general interest to Spiro Moraitis in his various professional and official capacities, e.g. health, welfare and migrant topics. They have not been retained in the present collection.

Arrangement

Although occasionally involved in the same organisations, Spiro and Margaret's papers were generally kept separate and were fairly clearly ordered by topic or date. With few exceptions, this original order has been preserved in the form of discrete series/sub-series. Where not otherwise evident from subject matter of the series, the creator of the files has been indicated.

Biographical Note

Spiro Moraitis was born in Athens, Greece on 27 January 1933 and settled with his parents Charalampos and Anastasia in Melbourne in 1939. He was educated at Melbourne High School and the University of Melbourne, graduating with a Bachelor of Medicine (M.B.) and Bachelor of Surgery (B.S.) in 1957. He commenced family practice in St. Kilda in 1958. In 1981 he gained a Diploma of Geriatric Medicine. He became a Fellow of the Royal Australian College of General Practitioners (FRACGP) by assessment in 1984. Spiro Moraitis received many distinctions for his work in health, welfare and community affairs including Officer of the Order of the British Empire (OBE) - 1978 for service to migrants and their health; Queen Elizabeth II Silver Jubilee Medal - 1978; Commander of the Order of the British Empire (CBE) - 1983 for service to ethnic communities; Kastellorizian of the Year (Kastellorizian Association of Victoria) - 2003.

Margaret Moraitis (née Hetrelezis) was born in Melbourne on 9 April, 1937, the daughter of Evangelos and Katina Hetrelezis. She was educated at Camberwell High School and Chisholm College of TAFE, where she studied Welfare Studies. Margaret was employed as a secretary for the Commercial Bank of Australia (1955-1958) and as medical secretary in her husband's general practice from 1959. In June 1987 she received a Medal of the Order of Australia (OAM).

Spiro and Margaret were married on 18 January 1959 and had four children - Anastasia, Katina, Harley and Melissa.

Spiro was involved in a variety of community organisations such as the Greek Orthodox Community of Melbourne and Victoria (GOCMV) and many health-related organisations such as the Australian Greek Society for the Care of the Elderly (Life Governor, 1984), and Office of Psychiatric Services (1987-1992).

Both Spiro and Margaret were founding members of the Australian Greek Welfare Society (AGWS) in 1972. They have both served as President and on the Executive and in other significant capacities such as Chairman, archivist and Secretary, and on many sub-committees.

Margaret served on many health-related committees and task forces. For example, she was Chairman and Convenor of the Health Committee of both AGWS (1985-1987) and ECCV (1988-1994), a member of the Ministerial Ethnic Health Task Force of Victoria (1990-1992) and of the Anti-Cancer Council Ethnic Advisory Committee (1990-1992). She also served as a representative for the Ethnic Communities' Council of Victoria (ECCV) on a number of Health Department committees and organisations, including the Central Health Interpreter Service, Ethnic Health Task Force, Victorian Ministerial Ethnic Health Consultative Council, Anti-Cancer Council of Victoria (Non-English Speaking Background Information Project), Medical Treatment Empowerment of Attorney Act (1990), and Royal District Nursing Service (RDNS) and the Kastellorizian Association of Victoria.

Spiro and Margaret Moraitis also contributed to many ethnic-related committees and advisory boards concerning immigration, education, broadcasting and welfare.

Item Descriptions

Series 1. Chair of Modern Greek Appeal Committee and Greek-Australian Professionals Association, 1969-1988

The Chair of Modern Greek Committee was formed in 1968 with the aim of establishing a lectureship in modern Greek at the University of Melbourne. From this committee, which comprised mostly Greek-Australian professionals, the Greek-Australian Professionals Association (GAPA) was formed in 1972. Subsequently, the GAPA put a submission to the federal Government and obtained a grant to employ a social worker. The Australian Greek Welfare Society (AGWS) was then established (in September 1972) to recruit a social worker and provide welfare services. Spiro was a member of the Chair of Modern Greek Appeal Committee (1970-1973) and the GAPA (from 1972).

The series contains meeting agendas, notices, correspondence, constitution and memorandum of association documents, newsletters and handwritten notes by Spiro Moraitis.

Series 2. Australian Greek Welfare Society, 1970-1997

Spiro Moraitis was a key member of the Australian Greek Welfare Society (AGWS) from its inception in 1972 until 1996. During this time, he was president (1972-1979), chairman (1982-1988), Sunday and after school Greek youth activities coordinator (1974-1976), editor of the AGWS monthly newsletter (1972-1979) and education (1974-1981), health (1979-) sub-committee member. Margaret Moraitis was AGWS President from 1992 until 1994.

As official archivist (1972-1996) of AGWS, Spiro Moraitis retained substantial quantities of minutes, agendas and notices from meetings and annual general meetings of the various parts of AGWS, including the Committee and Board.

In addition to administrative papers and correspondence relating to the business of the organisation, there is an assorted collection of general cuttings and papers relevant to the broad welfare interests of AGWS.

Series 3. Australian Greek Society for the Care of the Elderly (AGSCE, later Fronditha Inc.), 1976-1991

An AGWS working group on aged care, consisting of community groups and professionals, was established in 1976. It later separated from AGWS to maintain its clarity of purpose, although it remained an informal association. In 1982 it became an incorporated charity and was subsequently re-titled Fronditha. Its chief aim at foundation was to highlight aged care as a cause and to promote the concept of residential care amongst the Greek community itself. The organisation has subsequently been responsible for the construction and management for several hostels and nursing homes.

Spiro Moraitis was an AGSCE Trustee 1977-1981 and became a Life Governor in 1984. Margaret Moraitis was also a foundation member. The papers in this series include newsletters, annual reports, press cuttings, correspondences, notices and articles.

Series 4. Office of Psychiatric Services (OPS), 1986-1991

The Office of Psychiatric Services (OPS) forms a part of the Health Department of Victoria and the papers in this series relate to its provision from 1990 onwards of a grant to AGWS for a mental health worker. Spiro Moraitis was a member of the Policy and Strategy Board from 1987-1991. Topics of particular interest to him, as reflected in personal notes and annotations in the papers, include general mental health, geriatric psychology, access to psychiatric services by persons of non-English speaking background (NESB), staffing at OPA and [Melbourne] Inner South Psychiatric Services. The papers include cuttings, copies of articles, minutes and meeting agendas, discussion papers and reports. There are also papers relating to the Victorian Transcultural Psychological Unit - another body within the Health Department of Victoria.

This series contains papers relating to Spiro Moraitis' involvement in mental health projects. Most of the papers relate the OPS series, although Spiro Moraitis labelled these documents specifically as mental health. Most of the papers in this series relate to Spiro Moraitis' interest in the social and medical phenomenon of workplace injuries amongst migrants, e.g. the condition referred to as 'Mediterranean back'. There are papers concerning the seminar, 'The injured ethnic - a medical and social problem', held in 1977 and presented jointly by AGWS and the Australia New Zealand Society of Occupational Medicine. There is similar material concerning the Inquiry into Workers Compensation, e.g. correspondence between AGWS and the Australian Council of Trade Unions, as well as press cuttings and AGWS financial documents.

The Victorian Ministerial Taskforce on Ethnic Health was established in 1990 and convened by the Minister for Health. The Victorian Ministerial Ethnic Health Consultative Committee (MEHCC) was formed to oversee the policies and strategies developed through the taskforce. Margaret Moraitis, as chair of the ECCV Health Committee, was a member of the Taskforce (1990-1992) and the Consultative Committee (1992-1994).

This series contains personal notes, correspondence, background briefing papers, workshop notices, meeting agendas and minutes, discussion and draft strategy papers, and reports and submissions.

Series 9. Breastscreen/Anti-cancer Council of Victoria/VicHealth, 1990-1994

Margaret Moraitis was a member of Breastscreen Victoria's Consumer Advisory Committee, and the Anti-cancer Council of Pap Test Victoria Advisory Committee and NESB [non-English speaking background] Women's Cancer Program. VicHealth (Victorian Health Promotion Foundation) worked with government departments as well as non-government and community based organisations to support health promoting initiatives.

This series contains correspondence, meeting minutes and agendas, reports and background information relating to these programs.

Series 11. Greek Community, including Greek Orthodox Community of Melbourne and Victoria (GOCMV), 1971-1997

The Greek Orthodox Community of Melbourne and Victoria (GOCMV) was established in 1897 as the first Greek and one of the first ethnic community organisations in Australia. In addition to its religious functions, it has fulfilled various welfare and advocacy roles, provided Greek language and culture classes and been responsible for two bilingual schools. GOCMV is a significant property holder, as represented in the collection by, for example, material relating to St. Dimitrios Community Centre, Prahran.

Spiro Moraitis was a member of the Community from the 1950s and Vice-President of GOCMV from 1971 to 1974.

The Files in boxes consist largely of press cuttings, mostly from Neos Kosmos/New Generation, interspersed with meeting-related documents, notices, single copies of articles and journals.

Series 12. Glendi, Greek Festival Week/Antipodes and folkloric issues, 1973-2002

The Greek Festival Week was established in 1976. This event combined musical activities, theatre, films, songs, dancing and art and craft exhibitions. The event was renamed the Antipodes Festival in 1987, and its purpose was to display the cultural traditions of Greek-Australians to the Melbourne community. Two feature events were the Glendi (a street party, held in Melbourne's Greek Precinct) and the Greek Film Festival.

The Greek Community of Melbourne and Victoria (GOCMV) hosts annually the Grecian Ball in St. Kilda Town Hall. In 1973, Spiro Moraitis was involved in the organisation of the ball.

Series 14. Ethnic Communities' Council of Victoria (ECCV), 1983-1994

Margaret Moraitis was on the Executive of the Ethnic Communities' Council of Victoria (ECCV) (1987, 1988 and 1990/1991) as a representative of AGWS. She was also on the Ethnic Aged (1983-1987), Health (1988-1994) and Congress (1984) committees. Her role on the Health Committee extended to representing the ECCV on a number of external health committees and task forces, the papers of which are mostly contained within other series.

This series includes personal notes, committee meeting notices and minutes, and correspondence, as well as reports, pamphlets and general information from related external health groups and government departments. The series also contains annual reports, and drafts of letters, working papers and submissions. Most of the Files in the series appear to be working files that contain papers from a variety of projects. These working files have been identified by date range. Some files, however, have been labelled by Margaret Moraitis, e.g. "ECCV Executive", and some others have been labelled according to their obvious theme.

The Federation of Ethnic Communities Councils of Australia (FECCA) was a non-party political national body which was established in 1979 to represent the combined state and territory Ethnic Communities' Councils (ECC's) of Australia. FECCA's newsletter was Ethnic Spotlight. In 1984 the first National Congress was held, for which Margaret Moraitis was the Folkloric concert's Honorary Organiser.

The series contains conference-related documents, reports and discussion papers, as well as documents concerning planning and policy.

Series 16. Australian Institute of Multicultural Affairs (AIMA), 1979-1992

Spiro Moraitis was on the Members' Committee and a participant at AIMA's second biennial meeting in 1983 - the same year that AIMA was heavily criticised by a government review. The papers include publications and press cuttings responding to this criticism. Other papers relate to AIMA's establishment in 1979.

Series 17. National Consultative Council on Social Welfare (NCCSW), 1976-1980

The NCCSW was set up by the Commonwealth Department of Social Security. Spiro Moraitis was a member of the Council 1976-1980 and was on the Information and Consultation Committee for some of this period. Among other things, he was responsible for circulation to ethnic communities of an NCCSW consultative questionnaire. He also wrote a working paper for the Council regarding ethnic organisations and communities. Other documentation in the series includes meeting minutes, resolutions, agendas, correspondence and a heavily annotated minutes notebook.

Series 18. Good Neighbour Council of Victoria, 1974-1979

The Good Neighbour Movement was established by the Commonwealth Government in 1950 as an autonomous volunteer organisation intended to assist with the assimilation, integration and settlement of immigrants. The state Councils, including the Good Neighbour Council of Victoria, were conceived of as coordinating bodies.

In this series, Spiro Moraitis' involvement in the Good Neighbour Council is seen in his close connection with George Papadopoulos. For example, in 1975 they jointly wrote an article for the AGWS newsletter Greek Action Bulletin responding to criticism of the Council. Drafts and published copies of the article are included here.

The papers also include copies of the GNC newsletter, budgetary/financial documents, press releases, meeting minutes and notices, and quarterly and annual reports.

Series 19. Kastellorizian Association of Victoria, 1955-2002

The Kastellorizian Association of Victoria (also known as the Castellorizian Brotherhood) is a social and community organisation established in 1925 for immigrants from the Greek island of Castellorizo and their descendants.

Spiro was a member from 1960 and a committee member of the Youth Society (1962-1966), Amateur Club (honorary medical officer) (1962-1966) and Brotherhood (1970-1971). The Castellorizian Ladies Society was formed in 1961 and Margaret Moraitis served variously as President (1966-1968 and 1971-1972), Secretary (1968-1979) and a Trustee (1968-1979).

This series mainly contains meeting notes, documents such as the Memorandum of Association and Articles of Association, and information relating to social events (for example the Debutante Ball), and copies of the Cassie News and Cassie Chronicle.

Series 20. Australian Greek awards, 1982-1990

The Australian-Greek Presidential Awards, first awarded in 1982, were funded by the Australian Government and administered by the Office of Youth Affairs. Award recipients (between the ages of 15 and 30) work and/or study in Greece for up to 12 months. The awards were designed to foster the maintenance and development of Greek culture within Australia's multicultural society. Spiro Moraitis was on the awards National Selection Committee in 1981-1984.

The Hellenic Distinctions are organised by the Hellenic Association and presented to outstanding Victorians in recognition of their contribution to the Australian Greek community.

Spiro Moraitis was a member of the Greek Education Committee of Victoria (GEC) 1987-1981, as well as being on the AGWS Education sub-committee. The two bodies shared many members but, as seen in the papers covered by this period, had a fairly clear demarcation in their respective functions: the former functioned primarily as a research body, e.g. publication of Greek Education Survey 1977, while the latter was more directly involved in advocacy activities.

As a continuation of his migrant, health and welfare interests, Spiro Moraitis corresponded and collected press cuttings, reports and media releases over an extended period from 1971. Margaret Moraitis was a member of the Central Health Interpreter Service (CHIS), which was established following the publication of the Galbally Report on migrant services, to provide interpreting services to governmental and non-governmental health bodies. Margaret Moraitis was a member of the CHIS committee and the Language Services Campaign Committee. Many of the CHIS papers in this series refer to the major restructuring which occurred following the body's incorporation in 1990.

Series 25. Ethnic broadcasting, 1974-1993

Spiro Moraitis was variously involved with the development of ethnic broadcasting in Victoria. At 3EA (1975-76), the forerunner of SBS Radio, he was member of the Committee and the Greek program advisory panel and served on the selection panel for coordinators and broadcasters. He was also involved in access radio 3ZZ (owned by the then Australian Broadcasting Commission (ABC)), serving on the Greek program electoral committee (1976-1977). He was also a member of the Victorian Advisory Committee to the ABC (1976-79), on the Special Broadcasting Service (SBS) Advisory Council (1983-85) and involved with its forerunner, the Independent and Multicultural Broadcasting Corporation (IMBC, member of Implementation Committee, and Public Broadcasting and Current Affairs sub-committees), and on the ECCV Media Committee (1978).

Significant events dealt with in this series include the establishment of Channel 0/28 (later SBS) and the demise of the ethnic broadcaster 3ZZ in 1977.

Spiro Moraitis was Honorary Secretary of the First Greek Australian International Medical and Legal Conference, and Secretary of the second Conference. Margaret Moraitis also attended the conferences socially. Papers in the series consist of correspondence, meeting and administrative documentation on such topics as travel arrangements, sponsorship and government bicentennial funding. Series 29. Elections (lobbying)

This series comprise a large proportion of press cuttings, as well as correspondence and other documentation relating to AGWS's lobbying on ethnic issues of the government and political parties at both Federal and local level. There is a small quantity of correspondence between Spiro Moraitis and Malcolm Fraser. There is also material relating to the Greek Australia Liberal Party.

Series 30. Speeches, 1970-1992

Speech material produced by Spiro Moraitis. Includes overheads and transcripts, statistical and other background research material, drafts, final/typed copies and published articles. Topics covered include migrant/ethnic concerns, health, Greek ethnicity, especially the Greek ethnic identity in Australia. Some of the speeches and associated material describe the early history of AGWS and Spiro Moraitis' personal history as a general practitioner. There is also a complete copy of Helen Levis' dual-biography of Spiro Moraitis and AGWS grant-in-aid worker Nick Polites (A bridge between, 1970-1977 binder), and a full transcript of an interview of Spiro Moraitis by Maria Lynch (1980-1992 File).

Series 31. Spiro Moraitis, 1965-1997

Spiro Moraitis collated this series of documents comprising material on subjects of personal and professional interest to him such as cuttings and articles on ethnic broadcasting and workers' compensation, greeting cards, official invitations, his receipt of a Fellowship with the Royal Australian College of General Practitioners, membership of the Board of Victoria's 150th anniversary celebrations, personal magazine contributions and Spiro Moraitis' interest in marathon running.

A significant proportion of the material overlaps with that of other series, e.g. AGWS annual general meeting reports, correspondence in the capacity of AGWS President. Material of this type was left in Spiro Moraitis' existing chronological arrangement.

This series contains documents and objects not directly connected with any of the Moraitis' official, organisation-based activities.

Some of the material was donated by Spiro Moraitis in binders labelled 'Culture'. It comprised newspaper cuttings relating to Greeks and Greek-Australians from Australian media publications interspersed with items such as event tickets, event advertising, wedding and birthday cards, ephemera relating to his son-in-law, fashion designer Christopher Chronis and personal correspondence. The Library culled the newspaper cuttings and sorted the remaining items by subject.
